Initial impacts of global risk mitigation measures taken during the combatting of the COVID-19 pandemic.

Over the past few years, there has been a proliferation of artificial intelligence (AI) strategies, released by governments around the world, that seek to maximise the benefits of AI and minimise potential harms. This article provides a comparative analysis of the European Union (EU) and the United States’ (US) AI strategies and considers (i) the visions of a ‘Good AI Society’ that are forwarded in key policy documents and their opportunity costs, (ii) the extent to which the implementation of each vision is living up to stated aims and (iii) the consequences that these differing visions of a ‘Good AI Society’ have for transatlantic cooperation. The article concludes by comparing the ethical desirability of each vision and identifies areas where the EU, and especially the US, need to improve in order to achieve ethical outcomes and deepen cooperation.

Achieving a 'Good AI Society': Comparing the Aims and Progress of the EU and the US.

Electrification of public utility vehicles plays a vital role in the transition towards a more sustainable transport system. However, the adoption of electric vehicles (EVs) encounters varying challenges ranging from financing issues, government policies, and public acceptance. Using the Philippines as a case, this research applies political, economic, social, technological, legal, and environmental (PESTLE) analysis to determine how different drivers affect the adoption of EVs in the public transport system from various transport stakeholders’ vantage points. Survey results identified economic and technological factors as the main barriers to the adoption of electric public transport. This includes high investment and operational costs, lack of charging infrastructure, issues in driving range and use in different terrains, and the availability of EV parts and repair stations. On the other hand, the main enabler is the significant public support for the modernization of the public transport system through EVs, backed up by policy and legal drivers. For a zero-emission public transport system, this study recommends that the government should invest in sustainable sources of energy, develop more public infrastructure, diversify the transport sector, fund the development of locally made EVs, and initiate a massive information campaign in educating the public of its advantages.

Barriers and Drivers of Transition to Sustainable Public Transport in the Philippines

Good governance promotes the fundamental grounds of participation and democracy in contemporary public administration, whilst institution building and the (in)effectiveness of public administration is linked to economic growth. This synergy brings forth sheer implications on the sustainable economic development. On this composite setting, the paper examines several fundamental credentials of public administration in the European Union (EU) countries, in relation to economic development, but also poverty, research, and development support, as representative socio-economic credentials. The empirical analysis is based on data covering the 1995-2017 lapse of time, processed through three econometric procedures, namely robust regression, structural equation modeling, and Gaussian graphical models. The main results emphasize that there are significant joint implications of public administration on the considered socio-economic dimensions. General government spending and, particularly, the environmental support, have positive implications on the European Union economies, leading to significant increases in the Gross Domestic Product (GDP) per capita and downsize in poverty risk (more emphasized in regard to the government expenditures than the environmental protection). Overall, the quality of governance in EU countries requires an additional effort dedicated to leverage good public governance in order to support the long-term economic development.

Promoting Good Public Governance and Environmental Support for Sustainable Economic Development.

PurposeThe main objective of this article is to analyze the role of governance quality in influencing the economic growth of 22 selected Sub-Saharan African Countries.Design/methodology/approachThe study applied the panel dynamic Generalized Method of Moments (GMM) to analyze the data obtained from the World Bank database over the period from 2002 to 2020.FindingsThe overall finding indicated that the composite governance index has a positive significant effect on the economic growth of the countries; where a unit improvement in the aggregate governance index leads to a 3.05% increase in GDP. The disaggregated result has shown that corruption control and government effectiveness have a negative significant effect on growth performance, whereas, the rule of law and regulatory quality showed a positive significant effect. Political stability and voice and accountability have an insignificant effect on economic growth.Research limitations/implicationsDue to data limitations, this study could not address the whole members of Sub Sahara African Countries and could not see the causal relationship.Practical implicationsThe study suggested a strong commitment to the implementation of policy and reform measures on all governance factors. This may add to the need to devise participatory corruption control mechanisms; to closely look at the proper implementation of policies and reforms that constitute the government effectiveness factors, and properly implement the rule of law at all levels of the government with a strong commitment to realizing it so that citizens at all levels can have full confidence in and abide by the rules of society.Originality/valueEven though there are some studies conducted using conventional methods of panel data analysis such as random effect or fixed effects, this empirical study used more advanced panel dynamic generalized moment of methods to examine the role of improvement in governance quality on economic growth.

Governance quality and economic growth in Sub-Saharan Africa: the dynamic panel model

In a time of great change, accelerating globalization and increasing uncertainty, all countries, whether developed or developing, are searching for a new form of governance that is better adapted to the times so as to gain an advantage in economic competitiveness and create substantial and sustainable social growth. As governance theory is becoming the dominant political theory in response to the change, the values backing the discourse and texts consistent with them have helped revise the theory of government in mainstream politics and were agreed upon by global politicians, scholars, officials and entrepreneurs. When we comprehend governance theory based on the practice of public administration in China, it strikes us how theoretically and practically important governance theory is for rebuilding the intellectual system of China’s democratic politics, searching for an institutional platform for good governance, transforming the public policy-making model and getting rid of the practice in public administration in the process of market-oriented development that is inefficient, or even fails in many ways.

Governance and Good Governance: A New Framework for Political Analysis

This article examines the current institutions, structure, function, and features of the CCP’s cadre education and training system, with particular analysis of its significance and implication to improve the quality of CCP’s cadres at different levels and to increase the CCP’s capacity to govern the country. This article argues that as the sole ruling party controlling all core political power in China, the CCP’s quality and capacity directly determine whether China’s state governance is strong or weak, and good or bad. Accordingly, the CCP’s cadre education and training system is one part of the national governance system. On the one hand, in order to modernize the national governance system, it is necessary to modernize the CCP’s cadre education and training system. On the other hand, the future reforms and innovations in the CCP’s cadre education and training system will greatly promote the modernization of both the CCP itself and the state governance.
