This paper looks at the rights of the people with disabilities (PWDs) in the connection of social exclusion in Malaysia. The paper briefly reviews the current disability laws and national policies and find out the gaps and weaknesses of these documents. This paper shows how the rights of disabled people in Malaysia are associated with the process of social exclusion. By reviewing a number of studies, this paper offers a dimension of social exclusion, where the disabled people are depriving from their rights and excluding from the development arenas. The development practitioners, policy makers, and relevant governmental and non-governmental officials find some significant guidelines from this paper.

Building an inclusive society in which all people can participate effectively and live together requires understanding inclusive education and its impact on the social order. ┬aAs countries of different regions face the vast array of challenges unique to their educational systems, it becomes apparent that inclusive societies are intricately tied to social inclusion policy initiatives and developments in education. ┬aGovernments are becoming increasingly aware of the need to review their educational systems as they attempt to define what an inclusive society is and how to make inclusion truly effective. ┬aSingapore is a unique example of a country that has the resources and the vision, but currently lacks an educational system designed to fully include individuals with special needs.┬a Although Singaporean students consistently score near the top in science, math, and reading achievement on international assessments, many students with special needs still receive their education in schools separated from their mainstream peers. ┬aIn 2004, Prime Minister Lee Hsien Loong discussed a new vision of Singapore becoming an inclusive society that embraces all individuals with special learning needs. ┬aIn this manuscript, the authors provide a brief history of Singapore and its education system and explore how PM LeeΓCOs vision of an inclusive society has shaped practice and policy in Singapore schools in the last decade. Specific ideas and next steps for creating an inclusive Singapore for individuals with disabilities are discussed.

Inclusive Education for Social Transformation

This paper reports on an ongoing study, which intends to propose a conceptual design model of Assistive Courseware(AC) that is particularly designed for low vision learners (LV) learners.Altogether, 15 conceptual design
models of courseware were compared and analyzed exhaustively with the main objectives (i) to determine the research gaps in proposing a conceptual design model of AC4LV and (ii) to identify their common components.Through a systematic and critical analysis, this study discovers that all of the previous models do not suggest any specific conceptual design model of courseware that caters the visually-impaired (VI) particularly low vision (LV) learners in detail.It is noted that this is the research gap that should be the focal point for
further study.Also, the previous literatures suggest that Instructional Design (ID) model, learning theories, and learning approach must be the basic component in designing
the conceptual design model of courseware.

Critical Analysis in Proposing a Conceptual Design Model of Assistive Courseware for Low Vision (AC4LV) Learners

This study attempts to identify the drivers and inhibitors of employment for people with disabilities in Malaysia. It explores the skills and psychological traits needed by people with disabilities in order to get jobs and the barriers to their employment. Data include interviews detailing the viewpoints of 24 teachers with visual impairments. These teachers are registered and classified as either legally blind or partially sighted by the Malaysian Social Welfare Department. The majority of them are male, Malay, between 30-40 years old and have diploma qualification from Teachers Training College. The interviews were transcribed verbatim. Keywords or phrases were extracted, clustered, and interpreted into themes. Analyzed data were confirmed with the participants to ensure trustworthiness and reliability. The findings provide interesting insights into the specific employment issues faced by people with visual impairments and also shed lights on the issues encountered by people with other types of disability. It also discusses measures that can be taken to improve the employment rate of people with disabilities in the country. A discussion of the research findings is also provided.
