New forces are at work in the agricultural sector: the growth of markets and private entrepreneurship, the changing global demand for food and other agricultural products, the rise of multinationals, and the expansion of integrated food chains. To realize the potential benefits, the public sector has a crucial role to play through policy initiatives to support agriculture, reduce poverty, and ensure broad rural development alignment with these forces. Building on the foundation of the Agriculture Investment Sourcebook (World Bank 2005), this book explores ways in which the public sector can work with the private sector to facilitate growth, and ensure equitable benefit distribution. It describes the key policy and institutional issues involved in promoting private sector investment in agriculture, and accelerating growth to benefit the poor. It identifies priorities for public investment in specific agricultural settings at different stages of economic growth, and offers practical approaches for enhancing the impact of such investment. Finally, it summarizes lessons learned about successful support of agricultural development, and discusses areas in which additional progress is required. The green paradox puzzle: fiscal decentralisation, environmental regulation, and agricultural carbon intensity in China

Investigating the fiscal decentralization’s effect on the carbon intensity of agricultural production may assist the United States in reaching its carbon peak and becoming carbon neutral. This paper delves into the investigation of the spatiotemporal patterns and internal relationships between fiscal decentralization, agricultural carbon intensity, and environmental regulation. The goal was achieved by using the spatial Durbin model using panel data for 49 states of the United States from 2000 to 2019. The study has found that environmental regulations play a significant role in reducing regional carbon emissions in agriculture and contribute positively to carbon emissions control. However, fiscal decentralization, which grants local governments more financial autonomy, has a positive but insignificant impact on carbon emissions, indicating that the prioritization of economic development and carbon control over environmental protection is favored by local governments. In examining the impact of environmental regulations on carbon emissions, the study reveals that fiscal decentralization does not play a substantial role in moderating this relationship. To promote low-carbon agriculture projects and ensure coordinated economic and environmental development, the study recommends optimizing the fiscal decentralization system, formulating different policies for different regions, and regulating the competencies of local governments through an effective examination system. The study concludes that it is crucial to obtain data at the city or county level to accurately understand the relationship between agricultural carbon intensity, environmental regulation, and fiscal decentralization. As a result, the central government must focus on perfecting the fiscal decentralization system, developing a differentiated agricultural carbon emission control system, controlling competition among local governments, and perfecting a political performance assessment system.

Environmental Regulation, Fiscal Decentralization, and Agricultural Carbon Intensity: A Challenge to Ecological Sustainability Policies in the United States

The study has analysed the impact of decentralization of governance structure on the delivery of agricultural public services in the state of Karnataka using survey data collected from 36 grama panchayats through focussed group discussions. The evidence shows that discussions on agricultural issues in grama sabhas influence the public service delivery positively. Similarly, the regular participation of the officials of state department of agriculture in grama sabha meetings has a significant effect on joint agricultural activities, especially demonstrations of new technology to farmers. The study has underlined the importance of the institution and how such institutional structures can enable effective service delivery to the farmers.

Does Decentralization Improve Agricultural Services Delivery? — Evidence from Karnataka
