Renewable energy in eco-industrial parks and urban-industrial symbiosis: A literature review and a conceptual synthesis

Industrial symbiosis, which is characterised mainly by the reuse of waste from one company as raw material by another, has been applied worldwide with recognised environmental, economic, and social benefits. However, the potential for industrial symbiosis is not exhausted in existing cases, and there is still a wide range of opportunities for its application. Through a comprehensive literature review, this article aims to compile and analyse studies that focus on potential industrial symbiosis in real contexts, to highlight the margin of optimisation that is not being used. The cases reported in the publications identified here were characterised and analysed according to geographic location, type of economic activity, waste/by-products, main benefits, and the methods employed in the studies. From this analysis, we conclude that there is great potential for applications involving industrial symbiosis throughout the world, and especially in Europe, corresponding to 53% of the total cases analysed. Manufacturing stood out as the sector with the highest potential for establishing symbiosis relationships, and the most common types of waste streams in potential networks were organic, plastic and rubber, wood, and metallic materials. This article also discusses the main drivers and barriers to realising the potential of industrial symbiosis. The diversity of industries, geographical proximity, facilitating entities and legislation, plans, and policies are shown to be the main drivers.

The Potential of Industrial Symbiosis: Case Analysis and Main Drivers and Barriers to Its Implementation

• Circular supply chain management improves cost and financial performance. • Chinese eco-industrial parks foster circular supply chain management practices. • Firm performance is driven by practices rather than firms’ locations. A circular economy (CE) is increasingly recognized as a more environmentally sustainable alternative to the dominant linear take-make-dispose economic model. We empirically investigate the effect of circular supply chain management (CSCM) on cost and financial performance in China, which has established the world’s largest system of eco-industrial parks (EIPs) to promote CE over the last decade. We combine the Natural Resource-Based View (NRBV), Contingent NRBV and the literature on CSCM to develop a conceptual model and test it using survey data collected from 255 Chinese manufacturing firms. The results show that CSCM, when exercised as a unified strategy, has a significant positive effect on cost and financial performance. Firms located within EIPs adopt CSCM at higher levels as compared to firms located outside EIPs. Nevertheless, the contextual factor of being located within an EIP does not moderate the CSCM practice-performance relationship, suggesting that performance is driven by practices rather than firms’ locations. These results were affirmed by post-survey participant validation in three focus group meetings and six face-to-face interviews. Our findings contribute to sustainability literature by offering a new construct and measurement items relevant to CSCM and provide practical insights to guide a transition to a CE.

Circular supply chain management: Performance outcomes and the role of eco-industrial parks in China

Eco-industrial Parks (EIP) have become a central element in China’s industrial strategy to combine industrial development while minimizing environmental impacts and improving resource efficiency. National standard system has been developed as a main tool for assessing EIPs. This paper provides a review of the development of China's EIP standard system. The focus of the analysis is the new national demonstration EIP standard (HJ/T274-2015), including a review of calculation methods for some key indicators. The analysis also provides a comparison with previous standards to identify the main changes and improvements in the assessment of EIPs. Comparison findings illustrate that the new standard provides a more consistent indicator system by providing a consolidated standard system, and offering more comprehensive and quantitative indicators. Moreover, the new standard aims to better manage environmental issues by supplementing more comprehensive environmental indicators. The standard also strengthens the emphasis of the industrial symbiosis dimension in the evaluation of EIPs. By offering optional indicators and giving distinct targets based on contextual conditions for a number of indicators, the flexibility and rationality of the EIP assessments are also enhanced. Although many positive changes have been identified, there are still some shortcomings exist in the new EIP standard. The paper proposes a number of recommendations based on analyzing shortcomings, for instance further improving of the industrial symbiosis indicators, offering social benefit evaluation indicators, and strengthening the reduction action evaluation. China’s experience of setting EIP standards and indicators may provide lessons for other countries’ attempts to develop industrial estate indicators. In order to observe and effectively promote industrial estates at the global range, several remaining research questions that need further exploration are put forward in this study.
