China has responded to a national land-system sustainability emergency via an integrated portfolio of large-scale programmes. Here we review 16 sustainability programmes, which invested US$378.5 billion (in 2015 US$), covered 623.9 million hectares of land and involved over 500 million people, mostly since 1998. We find overwhelmingly that the interventions improved the sustainability of China’s rural land systems, but the impacts are nuanced and adverse outcomes have occurred. We identify some key characteristics of programme success, potential risks to their durability, and future research needs. We suggest directions for China and other nations as they progress towards the Sustainable Development Goals of the United Nations’ Agenda 2030.

Losses of natural and semi-natural forests, mostly to agriculture, are a significant concern for biodiversity. Against this trend, the area of intensively managed plantation forests increases, and there is much debate about the implications for biodiversity. We provide a comprehensive review of the function of plantation forests as habitat compared with other land cover, examine the effects on biodiversity at the landscape scale, and synthesise context-specific effects of plantation forestry on biodiversity. Natural forests are usually more suitable as habitat for a wider range of native forest species than plantation forests but there is abundant evidence that plantation forests can provide valuable habitat, even for some threatened and endangered species, and may contribute to the conservation of biodiversity by various mechanisms. In landscapes where forest is the natural land cover, plantation forests may represent a low-contrast matrix, and afforestation of agricultural land can assist conservation by providing complementary forest habitat, buffering edge effects, and increasing connectivity. In contrast, conversion of natural forests and afforestation of natural non-forest land is detrimental. However, regional deforestation pressure for agricultural development may render plantation forestry a ‘lesser evil’ if forest managers protect indigenous vegetation remnants. We provide numerous context-specific examples and case studies to assist impact assessments of plantation forestry, and we offer a range of management recommendations. This paper also serves as an introduction and background paper to this special issue on the effects of plantation forests on biodiversity.

Plantation Forests and Biodiversity: Oxymoron or Opportunity?

Afforestation and reforestation projects in the karst regions of southwest China aim to combat desertification and improve the ecological environment. However, it remains unclear at what scale conservation efforts have impacted on carbon stocks and if vegetation regrowth occurs at a large spatial scale as intended. Here we use satellite time series data and show a widespread increase in leaf area index (a proxy for green vegetation cover), and aboveground biomass carbon, which contrasted negative trends found in the absence of anthropogenic influence as simulated by an ecosystem model. In spite of drought conditions, aboveground biomass carbon increased by 9% (+0.05 Pg C y−1), mainly in areas of high conservation effort. We conclude that large scale conservation projects can contribute to a greening Earth with positive effects on carbon sequestration to mitigate climate change. At the regional scale, such ecological engineering projects may reduce risks of desertification by increasing the vegetation cover and reducing the ecosystem sensitivity to climate perturbations. Since 2000, China has attempted to vegetate huge portions of eroded landscape in its south west, bordering Vietman, Laos, and Myanmar. This study finds that this ecological engineering is combating desertification as vegetation regrows and stores carbon.

Nature-based solutions (NbS)-solutions to societal challenges that involve working with nature-have recently gained popularity as an integrated approach that can address climate change and biodiversity loss, while supporting sustainable development Although well-designed NbS can deliver multiple benefits for people and nature, much of the recent limelight has been on tree planting for carbon sequestration There are serious concerns that this is distracting from the need to rapidly phase out use of fossil fuels and protect existing intact ecosystems There are also concerns that the expansion of forestry framed as a climate change mitigation solution is coming at the cost of carbon rich and biodiverse native ecosystems and local resource rights Here, we discuss the promise and pitfalls of the NbS framing and its current political traction, and we present recommendations on how to get the message right We urge policymakers, practitioners and researchers to consider the synergies and trade-offs associated with NbS and to follow four guiding principles to enable NbS to provide sustainable benefits to society: (1) NbS are not a substitute for the rapid phase out of fossil fuels; (2) NbS involve a wide range of ecosystems on land and in the sea, not just forests; (3) NbS are implemented with the full engagement and consent of Indigenous Peoples and local communities in a way that respects their cultural and ecological rights; and (4) NbS should be explicitly designed to provide measurable benefits for biodiversity Only by following these guidelines will we design robust and resilient NbS that address the urgent challenges of climate change and biodiversity loss, sustaining nature and people together, now and into the future

Getting the message right on nature-based solutions to climate change

Biodiversity experiments have shown that species loss reduces ecosystem functioning in grassland. To test whether this result can be extrapolated to forests, the main contributors to terrestrial primary productivity, requires large-scale experiments. We manipulated tree species richness by planting more than 150,000 trees in plots with 1 to 16 species. Simulating multiple extinction scenarios, we found that richness strongly increased stand-level productivity. After 8 years, 16-species mixtures had accumulated over twice the amount of carbon found in average monocultures and similar amounts as those of two commercial monocultures. Species richness effects were strongly associated with functional and phylogenetic diversity. A shrub addition treatment reduced tree productivity, but this reduction was smaller at high shrub species richness. Our results encourage multispecies afforestation strategies to restore biodiversity and mitigate climate change.

Impacts of species richness on productivity in a large-scale subtropical forest experiment.

Reforestation is a critical means of addressing the environmental and social problems of deforestation. China’s Grain-for-Green Program (GFGP) is the world’s largest reforestation scheme. Here we provide the first nationwide assessment of the tree composition of GFGP forests and the first combined ecological and economic study aimed at understanding GFGP’s biodiversity implications. Across China, GFGP forests are overwhelmingly monocultures or compositionally simple mixed forests. Focusing on birds and bees in Sichuan Province, we find that GFGP reforestation results in modest gains (via mixed forest) and losses (via monocultures) of bird diversity, along with major losses of bee diversity. Moreover, all current modes of GFGP reforestation fall short of restoring biodiversity to levels approximating native forests. However, even within existing modes of reforestation, GFGP can achieve greater biodiversity gains by promoting mixed forests over monocultures; doing so is unlikely to entail major opportunity costs or pose unforeseen economic risks to households. China’s Grain for Green Program is the world’s largest reforestation program, encompassing tens of millions of hectares since 1999. Here, Hua et al. show that the majority of areas have been reforested with tree monocultures, but that planting mixed forests could increase animal biodiversity without imposing additional economic costs.
