This research provides an overview of the quality requirements in tenders for youth care in the Netherlands. Most municipalities are focusing on the technical requirements for youth care in their tenders with detailed specifications, whereas functional requirements are more desired as these leave room for innovation. The use of technical specifications give municipalities more power in shaping the youth care. In addition to this are technical specifications also easier to cover themselves for mistakes. The technical specifications, made up for 82% of the total quality requirements observed when analysing the total requirements. This could be interpreted in a way that municipalities seem to have little trust towards youth care providers. This assumption is supported by the fact that nearly 90% of the included quality requirements were extra requirements arranged by municipalities in addition to the national quality requirements from the Dutch law. When looking at the care categories separately, the percentage of functional requirements is slightly higher. Not much variety was seen in the quality requirements compared per youth care category. Nearly one in five of the quality requirements per youth care category required a type of administration. Of these administrative requirements, 40% are returning tasks during the contract.

Quality requirements in youth care tenders

Supporting decision making is an important and potentially transformative research topic that is challenging for academic researchers to study. Anecdotal evidence suggests that computerized decision support systems (DSS) can improve decision quality and change the structure and functioning of organizations. To make progress in our understanding of this phenomenon there is an ongoing need for more decision support case study field research that includes documenting decision support impacts. Research case studies help understand the use and consequences associated with building and using computerized decision support. More descriptive and technical information about specific DSS will be helpful in explaining the variability of these technology artifacts. Current theory related to computerized decision support is inadequate and research case studies can potentially assist in theory building. The possibilities for improving and increasing decision support continue to evolve rapidly and research case studies can help define this expanding, changing field of study. More “good” case studies and more details about each specific case is useful, helpful, and a significant contribution to understanding how computing technologies can improve human decision making.

Real-World Decision Support Systems: Case Studies

If procurement processes are to be taken seriously, purchase managers need decision support tools beyond those that only ascertain that the formal requirements are met. This chapter demonstrates some fundamental flaws with common models used in procurement situations, flaws that are so serious that the evaluations of tenders often become meaningless and may lead to large and costly miscalculations. We demonstrate how the equitability of the tender evaluations can be significantly improved through the use of multi-criteria decision analysis with numerically imprecise input information. Due to this, the computational part of the evaluation step becomes more complex, and algorithms targeted for decision evaluation with imprecise data are used. We therefore present a procurement decision tool, DecideIT, implementing such algorithms that can be used as an instrument for a more meaningful procurement process. Of importance is to allow for a more realistic degree of precision in the valuation and ranking of tenders under each evaluation criterion, as well as the associated weighting of the criteria, since the criteria are often of a more qualitative nature. Through this, both quantitative and qualitative statements could be easily managed within the same framework and without the need to introduce ad-hoc and often arbitrary conversion formulas supposed to capture the trade-off between criteria.

A Decision Analytical Perspective on Public Procurement Processes

The goal of this thesis is to provide empirical evidence for the effects the different Dutch municipal approaches towards commissioning care have. The main research question is the following: 

“Does the approach of municipal commissioning of care influence quality of care and self-reliance of clients after the Dutch social domain decentralizations of 2015?” 

Municipal commissioning of care is conceptualized into three components: five commissioning archetypes, three financing- and contract types. Each of these approaches have mechanisms that potentially influences behaviour of care providers. Principal-agent- and service-triad theories form the background of these incentives. Outcome variables consist of client perceived assessments of quality of care and self-reliance. A quantitative analysis, using ANOVA, T-Tests and a Difference-in-Differences-analysis are conducted in order to see whether or not the choice for a certain commissioning approach affects the client perceived quality of care and self-reliance. Analysing the effect on quality of care, on first hand it appears that influence of the commissioning approach is very small. The same pattern is visible when looking at financing and contract types. However, when looking at the assessment of quality of care over time the commissioning effect surfaces. The new, more innovative approaches were structurally graded lower by especially relatives of clients. The lower assessment of these new approaches may perhaps be explained by reluctance towards changes in care provision by both groups. Looking at self-reliance Wijkgericht Contracteren and the corresponding financing and contracting models outperform the others. This was not expected based on service-triad theory and the models incentives.

Decentralisations in the Dutch social care sector : researching approaches of municipal commissioning of social care on patient perceived quality of care and self-reliance

On 1 January 2015 the new Law on Social Support (Wmo) was introduced in The Netherlands. This law made the
municipalities responsible for an important part of the care for their citizens. The municipalities are free to purchase
and arrange this care in the way they want.
Where the old system used payment per hour of care, the municipalities can now introduce forms of payment for
results. This paper analyses one form of payment for results: population based financing.
In a system with population based financing, a care provider receives a fixed payment for supplying a certain
population with a certain type of care. This form of financing can stimulate innovation and efficiency but can create
monopolistic care suppliers, municipalities without any influence on the spending of their budget and patients
without choice.
This paper identifies the risks associated with the introduction of population based financing as mentioned in theory.
Furthermore, the tender documents and contracts of four municipalities that chose to introduce population based
financing are analysed to identify counter measures against the presence of the identified risks.
