Although significant research has been conducted on the effectiveness of foster care services, the viewpoints of parents with children in foster care are routinely neglected. This manuscript describes a series of focus group interviews that included parents who have children in foster care. The purpose of the interviews was to learn about effective methods for designing an ongoing system for collecting client satisfaction data. In addition to providing insights on preferred methods for collecting this data, the parents provided extensive information about their perceived treatment as consumers of services within this privatized foster care system. In addition, the authors provide details on the methods utilized to conduct these groups.

Client Satisfaction Methods: Input from Parents with Children in Foster Care

Modern view of child protection services implies that to help young people, simply intervening on their behalf is not sufficient. It suggests that involving parents in the assistance process is essential in order to ensure that they are most likely to play their role as parents to their children in the fullest possible way. Although several articles have dealt with the issue of parent involvement, very few have attempted to document the practices used by practitioners to encourage such involvement. This article presents the findings of a study on child protection practices for involving parents in a child protection context. It is exploratory in nature, and uses a qualitative methodology. The study population is made up of 38 child protection service workers. An analysis of the practitioners’ discourse reveals that the behaviour and attitudes used by them to encourage parent involvement are very diverse. There also appear to be key moments in securing their involvement, that is, making contact, setting objectives and means of action, and applying the case plan. In addition to corroborating earlier studies on the issue of parent involvement, our findings indicate that the majority of the caseworkers interviewed practice an approach that aims to empower clients.

This article discusses the problems of medically fragile children, drug affected and/or HIV infected. Passage of the Adoption Assistance and Child Welfare Act of 1980 markedly increased the number of these children in foster care. The specific barriers to permanency planning for this group of children are discussed and include interviews with staff people, review of the literature and integration of material from pilot studies of families fostering and adoping children with HIV.

The family group conference (FGC) involves the extended family in a solution-focused, strengths-based approach to solving problems. As initially implemented in a state child welfare system, the FGC model was evaluated through questionnaires and comprehensive interviews with family members and professionals who participated in 21 conferences. Researchers (a) gathered descriptions of the process, (b) determined the perceptions of family members and professionals regarding the process, and (c) obtained recommendations for modifying the model. Families who participated in the study generally viewed the process as empowering; caseworkers and facilitators reported a high degree of satisfaction; and judges were optimistic about the potential for the model. Nevertheless, the FGC is not to be regarded as a panacea. The authors recommend several modifications and suggest questions for further research.
