Methodological nationalism is understood as the assumption that the nation/state/society is the natural social and political form of the modern world. We distinguish three modes of methodological nationalism that have characterized main- stream social science, and then show how these have influenced research on migra- tion. We discover parallels between nationalist thinking and the conceptualization of migration in postwar social sciences. In a historical tour d'horizon, we show that this mainstream concept has developed in close interaction with nation-state building pro- cesses in the West and the role that immigration and integration policies have played within them. The shift towards a study of 'transnational communities' - the last phase in this process - was more a consequence of an epistemic move away from methodo- logical nationalism than of the appearance of new objects of observation. The article concludes by recommending new concepts for analysis that, on the one hand, are not coloured by methodological nationalism and, on the other hand, go beyond the fluidism of much contemporary social theory. After the first flurry of confusion about the nature and extent of contemporary pro- cesses of globalization, social scientists moved beyond rhetorical generalities about the decline of the nation-state and began to examine the ways in which nation-states are currently being reconfigured rather than demolished. That nation-states and nationalism are compatible with globalization was made all too obvious. We wit- nessed the flouring of nationalism and the restructuring of a whole range of new states in Eastern Europe along national lines in the midst of growing global interconnec- tions. The concomitance of these processes provides us with an intellectual opening to think about the limitations of our conceptual apparatus. It has become easier to under- stand that it is because we have come to take for granted a world divided into discrete and autonomous nation-states that we see nation-state building and global inter- connections as contradictory. The next step is to analyse how the concept of the nation-state has and still does influence past and current thinking in the social sciences, including our thinking about transnational migration. It is our aim in this article to move in this direction by exploring the intellectual potential of two hypotheses. In this article a conceptual model for the study of child development in minority populations in the United States is proposed. In support of the proposed model, this article includes (a) a delineation and critical analysis of mainstream theoretical frameworks in relation to their attention and applicability to the understanding of developmental processes in children of color and of issues at the intersection of social class, culture, ethnicity, and race, and (b) a description and evaluation of the conceptual frameworks that have guided the extant literature on minority children and families. Based on the above considerations, an integrative conceptual model of child development is presented, anchored within social stratification theory, emphasizing the importance of racism, prejudice, discrimination, oppression, and segregation on the development of minority children and families.

An Integrative Model for the Study of Developmental Competencies in Minority Children

This article assesses the efficacy of the strategy of immigration control implemented by the US government since 1993 in reducing illegal entry attempts, and documents some of the unintended consequences of this strategy, especially a sharp increase in mortality among unauthorized migrants along certain segments of the Mexico–US border. The available data suggest that the current strategy of border enforcement has resulted in rechanneling flows of unauthorized migrants to more hazardous areas, raising fees charged by people-smugglers, and discouraging unauthorized migrants already in the US from returning to their places of origin. However, there is no evidence that the strategy is deterring or preventing significant numbers of new illegal entries, particularly given the absence of a serious effort to curtail employment of unauthorized migrants through worksite enforcement. An expanded temporary worker program, selective legalization of unauthorized Mexican workers residing in the United States, and other proposals under consideration by the US and Mexican governments are unlikely to reduce migrant deaths resulting from the current strategy of border enforcement.

▪ Abstract With nearly one in ten residents of advanced industrialized states now an immigrant, international migration has become a fundamental driver of social, economic, and political change. We review alternative models of migratory behavior (which emphasize structural factors largely beyond states' control) as well as models of immigration policy making that seek to explain the gaps between stated policy and actual outcomes. Some scholars attempt to explain the limited efficacy of control policies by focusing on domestic interest groups, political institutions, and the interaction among them; others approach the issue from an international or “intermestic” perspective. Despite the modest effects of control measures on unauthorized flows of economic migrants and asylum seekers, governments continue to determine the proportion of migrants who enjoy legal status, the specific membership rights associated with different legal (and undocumented) migrant classes, and how policies are implemented. California's Immigrant Children: Theory, Research, and Implications for Educational Policy

This paper evaluates the strategy for controlling “unwanted” immigration that has been implemented by the U.S. government since 1993, and suggests explanations for the failure of that strategy to achieve its stated objectives thus far. Available evidence suggests that a strategy of immigration control that overwhelmingly emphasizes border enforcement and short-changes interior (especially workplace) enforcement has caused illegal entries to be redistributed along the Southwest border; the financial cost of illegal entry has more than quadrupled; undocumented migrants are staying longer in the United States; migrant deaths resulting from clandestine border crossings have risen sharply; and there has been a surge in anti-immigrant vigilante activity. Consequences predicted by advocates of the concentrated border enforcement strategy have not yet materialized: There is no evidence that unauthorized migration is being deterred at the point of origin; that would-be illegal entrants are being discouraged at the border after multiple apprehensions by the Border Patrol and returning home; that their employment prospects in the U.S. have been curtailed; and that the resident population of undocumented immigrants is shrinking. It is argued that a severely constrained employer sanctions enforcement effort that has left demand for unauthorized immigrant labor intact is the fundamental reason why steadily escalating spending on border enforcement during the last ten years has had such a weak deterrent effect on unauthorized immigration to the United States. Reasons for the persistence of a failed immigration control policy are discussed, and alternatives to the current policy are evaluated.
