The purpose of this paper is to explore the field of open development in lower and middle income countries (LMIC) through a review of the literature. We examined 269 articles between 2010 and 2015, that were retrieved through keyword searches of the Scopus database and four ICT4D journals. This article adopts the pathway of effects model to analyze contributions according to inputs, mechanisms and outputs of open initiatives in LMICs. The review finds a fairly even spread of articles across the three stages of effects. Studies that disentangled reasons why or why not openness makes a difference provided the most insight to underlying mechanisms and impact of open initiatives. We found very little evidence that research within this area is concerned with the perspectives of poor and marginalized people – notably women. We therefore question the normative value of open development as a means to transform power relations. However, we argue that a more concentrated vision within this field is needed to exploit the full potential of digitally enabled openness for development.

The Impact of Open Development Initiatives in Lower- and Middle Income Countries: A Review of the Literature

PurposeThis paper studies the Digital Service Innovation (DSI) concept by systematically reviewing earlier studies from various scholarly communities. This study aims to recognize how recent advances in DSI literature from different research streams complement and can be incorporated into the growing digital servitization literature to define better and understand DSI.Design/methodology/approachAfter systematically identifying 123 relevant articles, this study employed complementary methods, such as author bibliographic coupling, linguistic text mining/textual analysis and qualitative content analyses.FindingsThis paper first maps the intellectual structure and boundaries of the DSI-related communities and qualitatively assesses their characteristics. These communities are (1) Innovation for digital servitization, (2) Service innovation in the digital age and (3) Adoption of novel e-services enabled by information system development. Next, the composition of the DSI concept is examined and depicted to comprehend the notion's critical dimensions. The findings discuss the range of theories and methods in the existing research, including antecedents, processes and outcomes of DSI.Originality/valueThis study reviews, extends the understanding of origins and critically evaluates DSI-related research. Moreover, the paper redefines and clarifies the structure and boundaries of the DSI-concept. In doing so, it elaborates on the substance of DSI and identifies the essential themes for its understanding and conceptualization. Thus, the study helps the future development of the concept and allows knowledge accumulation by bridging adjacent research communities. It helps researchers and managers navigate the foggy emerging research landscape.

The case has been developed for use in “e-government Management and Leadership” and “Strategic IT management” courses and is appropriate for MBA and Executive Development Programs, as well as corporate training programs incorporating information system and e-government dilemmas. The case is appropriate for courses that deal with e-government development.




Case overview




Ajman Digital Government (ADG) was established in 2017. It is a new government entity intended to deliver the Ajman e-Government Project to increase government efficiency and productivity, as well as transforming public services to meet citizen expectations of digital experiences and satisfying the UAE Federal e-government standard. The current UAE federal e-government ranking includes only two emirates, Abu Dhabi and Dubai. ADG intends to be part of the UAE federal e-government ranking and participating in the world digital competitiveness ranking. Many challenges lie ahead for ADG, which intends to add Ajman’s e-government to UAE’s federal e-government, supporting the digital competitiveness of UAE worldwide and participating in increasing the ranking for UAE federal government in IMD’s World Digital Competitiveness Ranking; in addition to this challenging goal, there are significant new obstacles to the implementation of the new digital government in Ajman. ADG requires specific ingredients for the maintenance and support of the UAE e-government standard to position the project toward the success. Study of the strategic positioning of ADG would help support success of the development of e-government and weigh which technology should be used and how the project should proceed strategically. The case also provides a very useful ground for discussing all challenges faced and how the innovative business model of e-government will address these issues and create a sustainable e-government environment.




Expected learning outcomes




The case is structured to achieve the following learning objectives: Students can recognise the dilemma faced by the Ajman Government in managing citizen expectations, stakeholder expectations and the wider implications of its actions on developing a coherent communication strategy. Students can recognise and critically evaluate the role of leadership and communication in using e-government strategies in hyper technology market. To bring out the challenges in the digital government and repositioning strategies in a highly competitive and dynamic technology environment. Differentiation and repositioning strategies in a highly competitive technology market. Learn how to effectively communicate the value of a digital government to the targeted citizens. Understand how to strike a balance between short-term objectives and long-term goals in e-government development. Analyse the environment, competition, industry and IT product positioning. List alternative IT strategies and e-government positioning. Understand the primary drivers of interaction in e-government.

Development of eGovernment services in the Autonomous Province of Vojvodina

Grants (non-repayable funds) are disbursed by provincial bodies in Autonomous Province Vojvodina to diverse recipients: local governments, vulnerable social groups, national communities, religious communities, nonprofit entities, educational institutions, churches, small and medium-sized businesses, or to individual citizens. Provincial administrative authorities grant funds for specific purposes by publishing calls for proposals. The purpose of this paper was to present results achieved and experiences gained in development and implementation of an electronic service facilitating non-repayable funds management process in a way to provide for horizontal integration of fund allocations in different sectors. Therefore, the paper presents the context of the development, the main functional and non-functional features, and deployment of the government grants management electronic service serving both the applicants and the provincial government institutions.

Development and implementation of the public electronic service for managing open competitions for government grants: Case study Autonomous Province of Vojvodina

Within the framework of methodology adopted for drawing up the document “Strategy of eAdministration of Provincial Authorities with the Action Plan until 2015”, the study was conducted with the aim to evaluate previous efforts and the adoption of the services, applications and infrastructure objects completed in the examined period (2007-2013). The purpose of this paper is to present several aspects related to defined methodology, as well as a part of the basic results of the study on evaluation of the eAdministration development at provincial level until 2013.
