Forest landscapes across western North America (wNA) have experienced extensive changes over the last two centuries, while climatic warming has become a global reality over the last four decades. Resulting interactions between historical increases in forested area and density and recent rapid warming, increasing insect mortality, and wildfire burned areas, are now leading to substantial abrupt landscape alterations. These outcomes are forcing forest planners and managers to identify strategies that can modify future outcomes that are ecologically and/or socially undesirable. Past forest management, including widespread harvest of fire- and climate-tolerant large old trees and old forests, fire exclusion (both Indigenous and lightning ignitions), and highly effective wildfire suppression have contributed to the current state of wNA forests. These practices were successful at meeting short-term demands, but they match poorly to modern realities. Hagmann et al. review a century of observations and multi-scale, multi-proxy, research evidence that details widespread changes in forested landscapes and wildfire regimes since the influx of European colonists. Over the preceding 10 millennia, large areas of wNA were already settled and proactively managed with intentional burning by Indigenous tribes. Prichard et al. then review the research on management practices historically applied by Indigenous tribes and currently applied by some managers to intentionally manage forests for resilient conditions. They address 10 questions surrounding the application and relevance of these management practices. Here, we highlight the main findings of both papers and offer recommendations for management. We discuss progress paralysis that often occurs with strict adherence to the precautionary principle; offer insights for dealing with the common problem of irreducible uncertainty and suggestions for reframing management and policy direction; and identify key knowledge gaps and research needs.

Wildfire and climate change adaptation of western North American forests: a case for intentional management.

This paper presents the results of a consensus-driven process identifying 50 priority research questions for historical ecology obtained through crowdsourcing, literature reviews, and in-person workshopping. A deliberative approach was designed to maximize discussion and debate with defined outcomes. Two in-person workshops (in Sweden and Canada) over the course of two years and online discussions were peer facilitated to define specific key questions for historical ecology from anthropological and archaeological perspectives. The aim of this research is to showcase the variety of questions that reflect the broad scope for historical-ecological research trajectories across scientific disciplines. Historical ecology encompasses research concerned with decadal, centennial, and millennial human-environmental interactions, and the consequences that those relationships have in the formation of contemporary landscapes. Six interrelated themes arose from our consensus-building workshop model: (1) climate and environmental change and variability; (2) multi-scalar, multi-disciplinary; (3) biodiversity and community ecology; (4) resource and environmental management and governance; (5) methods and applications; and (6) communication and policy. The 50 questions represented by these themes highlight meaningful trends in historical ecology that distill the field down to three explicit findings. First, historical ecology is fundamentally an applied research program. Second, this program seeks to understand long-term human-environment interactions with a focus on avoiding, mitigating, and reversing adverse ecological effects. Third, historical ecology is part of convergent trends toward transdisciplinary research science, which erodes scientific boundaries between the cultural and natural.

In this final paper, we summarize the results of the eco-archaeological project, address five research questions concerning anthropogenic burning on the central California coast in Late Holocene and early historical times, and outline plans for future research.

The purpose of this special issue is to present the findings of a collaborative, interdisciplinary eco-archaeological project that is examining evidence for indigenous landscape management practices in central coastal California in Late Holocene and historic times. In this introductory paper, we provide some background about traditional resource and environment management (TREM) practices in California, discuss the goals of the eco-archaeological project, outline testable expectations for anthropogenic burning, and introduce the papers in the volume. The papers represent a coordinated suite of investigations that empirically evaluate the degree to which native people may have ignited fires in and around the Quiroste Valley Cultural Preserve near Point Ano Nuevo. The papers represent a coordinated suite of investigations that empirically evaluate the degree to which native people may have ignited fires in and around the Quiroste Valley Cultural Preserve near Point Ano Nuevo. Employing diverse lines of evidence derived from archaeology, silica phytolith research, palynology, plant population genetics, and dendroecology, the authors reconstruct past fire histories, faunal and floral resources, veg- etation conversions, and indigenous cultural practices in the study area. The findings of these investigations indicate that people implemented sustained landscape burning practices that maintained productive grassland habitats from about AD 1000 to the time of Spanish colonization.

This paper briefly describes the history of landscape management practices among the Amah Mutsun Tribal Band and the devastating impact that European contact had on these practices. As part of the revitalization of ancient ways, the Tribe is working with members of the research team to understand better some of these past management practices that may be employed today to assist in the restoration of local habitats and the health and vitality of indigenous plants and animals.
