Water the critical resource of agriculture, has not been well managed in India, despite the country being an agricultural powerhouse. It has some 195 MH of land under cultivation of which some 62 per cent is rain-fed and 37 per cent, irrigated. Agriculture uses 85 per cent of the water resources with low efficiency. The rain-fed area is the critical area of cultivation with the largest concentration of rural poverty spanning several agro ecological regions. Water management is related to three important challenges in the agricultural front today namely raising productivity per unit of land, reducing poverty, and responding to food security needs. In the light of the new call to achieve “more crop per drop”, this paper discusses pertinent issues related to irrigation in India and the strategies and arrangements to address water scarcity for irrigation. The study finds that problems are largely institutional, structural, and administrative. Overcoming them is crucial for agricultural development in general and water management in particular.

Water Management in Agriculture: Issues and Strategies in India

In India there are healthy signs of transformation in agriculture and allied activities. Visible improvement has come about through adoption of management practices through on-farm and off-farm operations in this sector. Agri-business has evolved out of the new input-output matrix. Agriprenuers have come to realise the importance of quality changes and value addition in agriculture. Risk and uncertainty being inevitable parameters of modern business, serving farmers and saving farming has become the need of the hour. This paper examines how under liberalisation and globalisation, agri-business has opened new vistas for growth and development of the rural economy in general and of the agrarian economy in particular. The challenges of the rural economy can be balanced provided there is better management in the economy. We suggest that the right type of managerial skills and entrepreneurial expertise peppered with timely measures by the government would help fulfil the growing needs of agri-business.

If population of India is taken into consideration it can be said that this sector has a wide scope in India. Agribusiness industry deals with the production, processing, marketing and shipments of agricultural produce. It covers a variety of industrial, manufacturing and processing activities based on agricultural raw materials as also activities and services that go as inputs to agriculture. The development of the agribusiness industry can help stabilize and make agriculture more lucrative and create employment opportunities both at the production and marketing stages. This paper tries to explore the opportunities and challenges of agribusiness sector in the country. There is no doubt that agribusiness industry has a lot of potential to improve rural incomes and can play a very significant role in creation of employment for rural youths. The present study focused on the need to critically look at how can people get the opportunities and how can alleviate the constraints faced by the agribusiness sector in the country. There is also need to review the technological supply chain and storage facilities for a wide range of commodities produced in the country. A well-developed agribusiness system in country can make enables millions of farmers and agripreneurs to capitalize the emerging opportunities of the agriculture and allied sector. The development of agribusiness sector is the need of future to strengthening rural employment, food security and living standard of peoples in the country.

The Micro, Small and Medium Enterprises (MSME) sector is an important pillar of the Indian economy by way for creating employment for about 73 million persons through 31 million units, manufacturing more than 6,000 products, contributing about 44% to manufacturing output and about 40% of exports, directly and indirectly. The Small Industries Development Bank of India (SIDBI) is as an apex and the principal financial institution for promotion, financing and development of the Micro, Small and Medium Enterprises (MSME) sector and thus coordinates of the functions of other institutions engaged in similar activities. The micro small and medium enterprises (MSMEs) sector constitutes an important segment of the Indian economy in terms of its contribution to the country’s industrial production, exports, employment and creation of a broad entrepreneurial base. Hence, it is rightly regarded as the backbone of the modem Indian economy. With the advent of planned economy since 1951, and the subsequent industrial policy of Government of India, both planners and the Government have earmarked a special role for small scale industries in the economy. Their significance has not waned in the wake of LPG and thereafter. They enjoy certain inherent strengths such as lower over-head costs, flexibility in production, informality in labour relations, exploitation of local and latent resources and skills, capacity to execute small orders and to offer customised services. Empirical evidence indicates that small scale enterprises can be an important vehicle for meeting the growth and equity objectives of the developing economies (Ali, Jayasheela and Hans 2006), and also can meet the requirements of hi-tech and environment-friendly global standards.

Intensification of resource use and diversification of occupation (even if we call it as technological advancement) pose serious challenges to balanced economic development in India. Villagers are facing the growing needs of food, fodder and fuel on the one hand, and fast encroaching urbanisation on the other. Both have disastrous consequences on nature’s fragile fabric. Modern development in urban areas has resulted in stress and strain, and in the rural distress and drain of resources. Hence we need a though analysis of the strengths, weaknesses threats and opportunities for economic development now and in the future. This will create the much needed awareness for prioritisation of economic activities in the country to make the best use of relatively limited available natural resources. Keeping in mind the above factors the present study tries to draw the attention of academicians, policy makers, rural people and their urban brethren towards: (i) sustainable methods of environmental management, (ii) a holistic approach with multidisciplinary, multilocational and multiinstitutional involvement, and (iii) making the practice of SWOT analysis an inbuilt mechanism in resource management for sustainable development.

This paper examines how under liberalization and globalisation, agri-business has opened new vistas for growth and development of the rural economy in general and of the agrarian economy in particular. It also analyses the challenges in developing agribusiness arising out of the diversity and/or paucity of resources and difficulties of adaptation. The objectives of the paper are: (i) to put forth the real advantages of agribusiness from an Indian perspective; (ii)  to understand  the changes and challenges in the on-going process of Indian Agricultural Transformation in the context of  development of the domestic economy and for healthy integration of Indian Agriculture to the global economy; and (iii)  to examine alternative policy interventions for balancing the rural economies vis-a-vis urban economies.

Karnataka, which ranks 2nd in installation of drip irrigation, has vast potential for growth and export of horticulture crops of different variety. Horticulture in Karnataka contributes 40 per cent of the combined income from agricultural sector and its share in state GDP is about 17 per cent, both of which are significant for the growth of Karnataka economy in general and its agricultural sector in particular. This paper therefore, tries to revisit the domain of Karnataka horticulture in order to examine its growth and development in terms of area, productivity, output, export potential and income derived.Â  The primary objective of the authors herein is to highlight the horticultural development experience of the state in terms of the above mentioned variables so as to draw lessons for further progress of horticulture both in Karnataka and the rest of India. Such a study when viewed in a macro perspective is of immense value in todayâ€™s need for a globally integrated and locally sustainable agriculture.
