The relevance of this study is due to the problem of providing and increasing the competitiveness of enterprises operating in the regional market of medical services, which is possible only with a constant study of the characteristics of the market and factors of the external environment and is an indispensable criterion for survival in a competitive environment. The purpose of this article is to study the practical application of instrumental approaches to assessing the external environment of organizations in the market of medical services to the population of Magnitogorsk. The leading methods to study this problem are the methods of strategic analysis of the external environment, special methods of sociological expert study, tabular and graphical methods of visualizing the results of the study. The study covered medical centers operating in the territory of Magnitogorsk, Chelyabinsk region. The article substantiates that the use of strategic analysis methods to assess external environmental factors allows the organization to timely extract information about the business environment at the regional level and to develop programs for the development of the organization in the short and long term. Adapted, considering the specifics of medical organizations, methods form a unified system that facilitates a comprehensive assessment of the external environment and ensuring competitiveness. The study proved that the applied methods of strategic analysis can be used to conduct comparative competitive analysis and develop strategic development plans aimed at increasing the competitiveness of regional medical centers. The materials of the article can be useful for the leaders of medical organizations to ensure sustainable development and increase the efficiency of economic activity in a changing external environment.

Resource recycling as a key condition for maintaining the growth potential of the economy (a view from the perspective of the neo-industrial paradigm of modern development)

Subsea pipelines rely primarily on imaging sonar for detection and identification. We analyze the imaging principles of side scan sonar, multi-beam sonar, synthetic aperture sonar, seafloor penetrating sonar and forward-looking sonar. We discuss their effectiveness in detecting seabed pipelines, as well as their limitations in image recognition capabilities. As intelligent algorithms have become increasingly important in the field of image processing, we review the sonar image intelligent detection and recognition algorithms in the past six years and summarize the internal principles and application effects of classic algorithms such as Scale-Invariant Feature Transform, K-means algorithm, and constant false-alarm rate that currently show good application prospects. Simultaneously, we review the particular strengths exhibited by these algorithms, such as contour feature extraction, image segmentation and clustering, target recognition under background noise, etc. The research on intelligent processing of sonar images opens up a new way to solve the difficult problem of the seabed targets detection and recognition.

The article is dedicated to the study of recycling as a special factor of economic growth in conditions of the national economy transformation towards a neoindustrial society. The actuality of the problem is due to objective economic laws and leading trends of the modern era (primarily, the strengthening of global manifestations of environmental constraints on economic growth) and, on the other, stagnation in the export-raw material growth model in Russia and slipping of the country's economy into an autonomous recession.

Recycling as a Special Factor of the Russian Economy Growth in the Formula of Neo-Industrial Development

The primary factors influencing the positional accuracy of an ultra-short baseline (USBL) system are errors in sound speed, delay, installation deviation, and the bending of sound rays. Premised on the USBL positioning model, an error contribution model including ranging error, delay error, sound speed error and array element installation deviation was constructed. In parallel, an indirect difference correction method with additional coefficients was proposed based on the geometric correlation of the error function model. Specifically, a reference beacon was deployed on the seabed, and differential correction was achieved by directly computing target coordinates, integrating them with the positional data from the reference beacon. The proposed method demonstrated efficacy in mitigating errors associated with gradual variations or pronounced geometric correlations, including discrepancies in sound speed, bending of sound rays, and deviations in the installation of array elements. The correction method was applied to the USBL positioning, and the simulation results show that the proposed method notably enhanced both accuracy and consistency in positioning, particularly in shallow water environments characterised by significant sound speed errors. The sea trial data from the R/V Dayang Yihao in the Western Pacific demonstrate that the proposed method can effectively mitigate the errors induced by sound ray bending in deep-sea environments. The mean absolute error (MAE) and standard deviation (STD) were reduced by 51.3% and 55.3%, respectively, compared with the results of the USBL direct solution.
