TL;DR: The NANOGrav data is consistent with a primordial stochastic gravitational wave background. Assuming the signal is primordial, the data prefers instant reheating and a very blue tilt of the primordial power spectrum. However, the data is incompatible with the primordial power spectrum if extrapolated to lower frequencies. This incompatibility can be overcome by splitting the spectrum into astrophysical and primordial spectra, constraining the astrophysical and primordial components separately, or using other methods.
