Studies have shown that culture is one of the significant elements that influence the behavior of doing things the right way, without which there is a hindrance to the attainment of set goals. It has also been stated that culture is essential to maintaining public buildings, which is significant to national development. However, the level of abandonment and deterioration of public buildings is high due to a lack of culture among stakeholders in the maintenance process. Therefore, through a literature review from over 100 recent publications, this study measured culture as a variable that influences effective maintenance management of buildings. This was carried out to enlighten maintenance managers and policymakers within the developing countries regarding the significance of maintenance culture and possible measures for improving the attitude of stakeholders on the maintenance process. It was also carried out to develop a new maintenance focus (behavioral change) for maintenance managers and policymakers, especially in developing countries, to manage the available public buildings and other proposed ones effectively.

Review of Culture in Maintenance Management of Public Buildings in Developing Countries

The paper assessed the maintenance practices of traditional public stadia in Ghana. It also sought to evaluate the current state, causes, and effects of poor maintenance practices on the stadia. The study used structured questionnaires administered to 60 maintenance managers, equipment officers, and property officers. The questionnaire administration was done using the purposive sampling technique.  The findings show that failing to respond on time, routine inspection, stadium design and structure and utilization of unstandardized material were perceived by respondent as the main causes of poor maintenance practices. The findings of this study indicate that poor maintenance practices have effects on the full usage of the public stadia. The results clearly indicate that the grievances are mainly man-made. The paper contributes to the literature on the practices of maintenance of public infrastructure especially for West Africa countries and other emerging countries. The study may be great to professionals on the key activities in the esteem of best maintenance management practices on stadia in Ghana and beyond.

Practice of Maintenance Management of Infrastructures on Sports Stadia in Ghana

The purpose of the study is to evaluate key factors considered in the maintenance and management of property and facilities in a public tertiary institution in Ghana, taking reflective cognizance of the poor maintenance culture in the country.,The cross-sectional design was adopted, employing both structured and semi-structured interview questionnaires for quantitative and qualitative interview data, respectively from multiple individuals in the Koforidua Technical University. The Statistical Package for the Social Sciences (SPSS) tool was deployed to analyze the quantitative data, while the focus group interview was recorded, transcribed and thematically analyzed.,The paper reveals the need for a working policy and strategy for the maintenance of public property to ensure sustainability of practices. Essential factors such as effective communication flow and the competence of the maintenance team were highly ranked in the maintenance of public property. The use of computerized systems and other technological tools in maintenance practice featured low, and this calls for improvement in the delivery of maintenance services. Another critical finding was the need for effective engagement of all stakeholders in the planning and development of strategies to improve property maintenance.,The findings have practical implications for practitioners and society at large. Notably, they enjoin public sector institutions to embrace policy-driven public property management and maintenance, strategic outlooks for public property maintenance, technological advancement in property management and effective engagement of all stakeholders in property maintenance delivery.,This paper reviews a collection of maintenance practices and moves further to evaluate them using a case study of a public institution to draw useful outcomes. It offers new knowledge pursued to fill a revealed gap in the literature.

An evaluative study of public property maintenance practices in a tertiary institution in Ghana

This study examined the current states and maintenance culture in some selected public buildings in Ibadan. Case study research approach was adopted using researchers' observation and structured interviews as a tool for data collection. Three public buildings (Adeoyo Maternity Hospital, Yemetu, Queen's School, Apata and Lekan Salami Stadium, Adamasingba), were purposively selected. Descriptive and content analysis was used, and the results were presented using pictures and tables. The major findings show that building structures at Adeoyo Maternity Hospital appears neat and physically sound. However, building structures at Lekan Salami Stadium and Queen's School were observed not to be in good working conditions due to insufficient funds and high cost of maintenance work among others. Routine cleaning exercise was identified as the only regular maintenance carried out on these facilities aside Adeoyo maternity hospital where servicing and repairs was done as need be. The study conclusively revealed that maintenance culture in public buildings is observed to be poor on a general note. The study thus recommends that government should respond quickly to maintenance request to keep the building in good working condition and extends its lifespan.

Maintenance Culture in Selected Public Buildings within Ibadan Metropolis

A national maintenance policy is a maintenance strategy that outlines the rules for triggering maintenance actions for buildings and other structures within a country. This study assessed critical factors affecting the development of a national maintenance policy in Nigeria. Through a Delphi survey, the required data for this study was obtained. The Delphi findings indicate twelve (12) factors affecting the development of a national maintenance policy in Nigeria. Among these twelve (12) factors, five (5) had a very high impact (VHI: 9.00-10.00) on the factors affecting the development of a maintenance policy/law in Nigeria, while three (3) of the factors had a high impact (HI: 7.00-8.99) and four (4) other factors scored a medium impact (MI: 5.00-6.99). The study's key finding indicates that the critical factors affecting Nigeria's development of a national maintenance policy were corruption and corrupt practices, lack of clear national maintenance vision, lack of continuity in governance, lack of accurate data of buildings stocks, and inadequate legislation on infrastructure. The study suggested a need for independent authority established by law responsible for implementing maintenance policies or laws. The study concluded that there should be a standalone national maintenance policy or law that will holistically address maintenance-related issues in the country.

Assessing critical factors affecting the development of a national maintenance policy

This study assessed the maintenance practices and quality improvements of public infrastructure by adopting the National Theatre of Ghana as a case study. This research specifically examined maintenance practices of the National Theatre, a national asset and the biggest auditorium used by the country to host major national events. A single case study design was employed for the study. Both questionnaires and interviews were used to obtain data from sampled staff and management of the National Theatre. The study revealed that the maintenance practices at the theatre are mostly routine involving cleaning, fumigation and servicing. There are also quarterly and annual maintenance schedules, but all these are predictive and preventive maintenance works. The maintenance works at the theatre have also ensured that the National Theatre is serene and habitable in the short term. The maintenance practices also help to maintain the aesthetics and attraction of the theatre in the medium term, and in the long term, maintenance practices can forestall the sudden breakdown of major equipment hence prevented the sudden collapse of the entire facility. However, the study found a gap between maintenance practices and quality maintenance practices at the National Theatre. The theatre has not integrated quality management practices, hence some of the important long-term benefits of maintenance practices have been missed and there is a backlog of maintenance that need to be worked out. Staff of the National theatre are not oblivious to the backlog of maintenance that the facility faced with but suggested that this is a result of inadequate budgetary allocation for maintenance. The study concludes that increasing budgetary appropriation for maintenance, there is a need to improve public cooperation and support for the National Theatre in order to improve the quality of the edifice.
