A polyester resin based toner binder that excels in not only toner antiblocking property in a high-temperature high-humidity environment but also low-temperature fixability. There is provided a toner binder for static charge image development constituted of a polycondensation produced polyester resin, characterized in that the polyester resin is a resin produced in the presence of at least one titanium-containing catalyst (a) represented by the following general formula (I) or (II). Ti(-X)m(-OH)n (I) O=Ti(-X)p(-OR)q (II) wherein X is a residue resulting from removing of H of one OH group from a C2-C12 (poly)alkanolamine; R is H or a C1-C8 alkyl optionally containing one to three ether bonds; and m is 1 to 4, n is 0 to 3, the sum of m and n is 4, p is 1 to 2, q is 0 to 1 and the sum of p and q is 2 (each an integer).

The toner contains toner particles produced by a suspension polymerization method or a dissolution suspension method. The volume-average particle diameter (Dv) of silica particles is 50 nm or more and 800 nm or less. The mass loss rate due to heating of the silica particles from 105° C. to 200° C. is 0.60% or less. The hydrophobicity of the silica particles is 5% or more and less than 40%.

A toner containing a toner particle including a binder resin, a resin A having a pKa of 6.0-9.0, and a pigment having a pKb of 4.0-7.0, wherein the pKa is an acid dissociation constant measured by preparing a resin solution in which 1.0 part by mass of the resin A, 70.0 parts by mass of toluene and 30.0 parts by mass of ethanol are mixed, and carrying out neutralization titration with a potassium hydroxide ethanol solution of 0.1 mol/L, and the pKb is a basic dissociation constant measured by preparing a pigment dispersion in which 10.0 parts by mass of the pigment, 140.0 parts by mass of toluene and 60.0 parts by mass of ethanol are mixed, and carrying out neutralization titration with a hydrochloric acid ethanol solution of 0.1 mol/L.
