Public agencies aiming to enforce environmental regulation have limited resources to achieve their objectives. We demonstrate how machine-learning methods can inform the efficient use of these limited resources while accounting for real-world concerns, such as gaming the system and institutional constraints. Here, we predict the likelihood of a facility failing a water-pollution inspection and propose alternative inspection allocations that would target high-risk facilities. Implementing such a data-driven inspection allocation could detect over seven times the expected number of violations than current practices. When we impose constraints, such as maintaining a minimum probability of inspection for all facilities and accounting for state-level differences in inspection budgets, our reallocation regimes double the number of violations detected through inspections. Leveraging increasing amounts of electronic data can help public agencies to enhance their regulatory effectiveness and remedy environmental harms. Although employing algorithm-based resource allocation rules requires care to avoid manipulation and unintentional error propagation, the principled use of predictive analytics can extend the beneficial reach of limited resources. Machine learning using big data can enhance environmental law monitoring. Applied to the US Clean Water Act, such methods can help public agencies to increase the likelihood of inspecting non-compliant facilities up to sevenfold.

The purpose of this paper is to provide a feasible scheme for local governments to regulate corporate environmental data fraud and to discuss whether the influence of the construction of online information disclosure platform on the environmental behavior of enterprises is better than the offline spot check.,Under the background of changing environmental fees into taxes in China, this paper conducts evolutionary game analysis between local governments and enterprises in view of the existing problem of environmental data fraud. Furthermore, through the introduction of government information disclosure platform, this paper discusses the impact of the integration of direct government regulation and indirect public concern regulation on the evolution of environmental behavior of both sides. Finally, the evolutionary game is simulated by adopting system dynamics to analyses the implementation effect of different cases on the game process and game equilibrium.,The results showed that the introduction of information disclosure platform mechanism can effectively suppress the fluctuations existing in the game play and stabilize the game. Moreover, it is worth noting that the regulatory effect of local governments investing part of the monitoring cost in the construction of online information platform is proved to be better than that of putting all the monitoring cost into offline investigation. While optimizing the monitoring cost allocation, the local government still needs to attach great importance to organically combine the attention of the public and media with the governmental official platform.,The obtained results confirm that the proposed model can assist local government in refining the effects of their environmental regulatory decisions, especially in the case of corporate data fraud under environmental tax enforcement.,Previous literature only suggested that local governments should reduce the cost of supervision to change the corporate behavior to a better direction, but no further in-depth study. Thus, this study fills the gap by discussing the positive transformation effect of local government cost allocation scheme on corporate environmental behavior.

The integration role of governmental information disclosure platform: An evolutionary game analysis of corporate environmental monitoring data fraud

Organizations wax and wane, and some cease to exist altogether. The Standards Board for England was abolished after a 10-year life. Created to regulate the ethical behavior of local politicians in England, the ethics of politics was undermined by the politics of ethics. This article analyzes the life of the Standards Board initially through the lens of a life-cycle approach to organizations but finds that a problem-cluster approach provides a sharper picture. Over its lifetime, the Standards Board faced a number of crises; its failure to resolve these crises and an unfavorable political climate led to its demise.

From Birth to Death: The Life of the Standards Board for England

How environmental regulation affects factor allocation is becoming an emerging hot topic in academia. In this paper, we construct a dynamic general equilibrium model accommodating environmental regulatory shock based on the H-K framework to explain the impact of environmental regulation on factor misallocation from the perspective of aggregate total factor productivity loss changes, and numerical simulation results are provided for several representative scenarios. The results show that environmental regulation has a significant effect on factor market misallocation, but this effect is not simply positive or negative, and it mainly depends on the firms’ initial factor allocation status and the intensity of the shock. Reducing the intensity of environmental regulation for firms that face stronger distortion helps mitigate factor misallocation and, on the contrary, the same policy could exacerbate factor market misallocation. Under the environmental regulatory shock condition, firms’ overhead labor input has a moderating effect on the factor allocation mitigation of environmental regulation. Distorted firms’ higher overhead labor share inhibits the correction of factor misallocation by environmental regulation. And reducing firms’ overhead labor share amplifies the correcting effect of environmental regulation on factor misallocation.

Does Environmental Regulation Help Mitigate Factor Misallocation?—Theoretical Simulations Based on a Dynamic General Equilibrium Model and the Perspective of TFP

Several major environmental programmes require regulated entities to measure and self-report pollutant levels to state regulatory agencies. This data is used to assess compliance, but critics suggest that it could be used more effectively to detect fraud in self-reports, a criminal offense. Efforts to develop and implement fraud detection tools are restricted by a lack of knowledge regarding how regulatory and enforcement systems operate in regulatory agencies and whether/how data is used, particularly for fraud detection. To address this gap in knowledge, we conducted a case study of these issues in one state environmental agency. We triangulate interview, focus group and observational data to describe the current system and assess points in the system in which data is being used. We draw upon organisational learning theory to suggest the ways to use data more effectively in the future, particularly to improve fraud detection.
