The number of non-native plant species established outside of cultivation in the New Zealand archipelago is higher than for any other islands worldwide. Faced with this scale of plant invasions, there has been considerable investment in the scientific and operational aspects of prevention, eradication and control. As a result, New Zealand is ideally placed to illustrate the many challenges that plant invasions present worldwide as well as the possible solutions. New Zealand has been at the forefront of biosecurity policy developments to tackle plant invasions being one of the first countries to: (a) implement national legislation to address the management of non-native plants; (b) establish a national permitted list (white-list) for plant imports; and (c) introduce bans on the sale, distribution, or propagation of non-native plant species. However, these preventative measure are only effective where there are also adequate border inspection regimes, compliance monitoring of the horticulture industry, and surveillance of internet trade. While New Zealand has successfully eradicated several non-native plant species from its territory, the small number of successes reflects the short-term, local and often uncoordinated efforts to manage non-native plants rather than national programmes backed by legislation and financed over several decades. New Zealand supports a world-leading biological control programme, but this has led to sustained, large-scale control for only a handful of species. In natural areas, most management attempts using mechanical or herbicide treatments have failed to achieve control and there has been a progressive reduction in the area, and frequency of these programmes over time. This is illustrative of the challenges facing those responsible for managing non-native plants in any region of the world. A general insight is that a shift in mindset is required that overcomes significant cognitive biases that include succumbing to the pressure to always intervene, underestimating the non-linear trajectories of invasions, failing to articulate the values at stake, and underestimating the time programmes require to succeed. Important lessons of global relevance include the need for managers to: (a) recognise when and where sleeper weeds are likely to become a national issue, especially as a result of climate change; (b) quantify impacts on those values that stakeholders most cherish rather than those that are easy to measure; (c) provide accurate estimates of the potential future extent of the invasion in the absence of management; and (d) identify clear indicators of successful progress over the course of a long-term management programme.

Plant invasions in New Zealand: global lessons in prevention, eradication and control

In New Zealand, pastoral farming for dairy and meat production is the major land use. As with any agricultural production system, weeds are a threat to efficient pasture production in New Zealand. In this review, we outline the problems caused by weeds in New Zealand pastures, and the management strategies being used to control them. There are currently 245 plant species from 40 plant families that are considered to be troublesome weeds in New Zealand pastures. The application of herbicides is an important approach to manage weeds in New Zealand pastures; however, a key to the success of these pastures is the use of clovers in combination with the grasses, so the challenge is to find herbicides that selectively control weeds without damaging these legumes. The use of spot spraying and weed wiping are often required to ensure selective control of some weed species in these pastures. Non-chemical agronomic approaches such as grazing management and using competitive pasture species often play a more important role than herbicides for weed management in many New Zealand pastures. Thus, integrated weed management using a combination of herbicides and good pasture management strategies leads to the most cost-effective and efficient control of pasture weeds in New Zealand.

Weed Management in New Zealand Pastures

The New Zealand Environmental Protection Authority (EPA) is responsible for regulating the importation and development in containment and release of new organisms in New Zealand. This includes exotic biological control agents. We highlight the regulatory process that biocontrol practitioners need to comply with in addition to the costs to apply to the EPA to seek approval for the development and release of new biocontrol agents in New Zealand. We discuss the structure of the costs to develop and take new microbial endophytes to control pests of economically valued plants to market and to develop and release new microbial pathogen and invertebrate biocontrol agents of weeds. We conclude by examining the benefit–cost ratio of weed biocontrol agents that were approved for release and the economic benefit of endophytes within the context of the costs to seek approval from the EPA.

The regulatory process and costs to seek approval for the development and release of new biological control agents in New Zealand

Precision agriculture has provided supporting applications for farmers with the use of Artificial Intelligence (AI) for processing farming data. Pastures are one of the main sources for dairy farming that have a great share in economy of agriculture. Weeds are the main issue of pastures, which impose a huge cost to dairy farmers annually. This paper proposes designing a software framework based on a fuzzy logic system for pasture assessment and pasture clean-up. Once weeds and empty spots of any pasture reduce its productivity, we considered them as two uncertainties that affect the weed management process. Applying our system to any pasture can measure the weed density and bareness through images and score the state of pasture’s productivity. With the aid of our software framework we can produce 2D weed density maps, 2D bareness maps, and scoring maps, which provide a better insight into the pastures. The types of 2D maps and the yield score can help and support dairy farmers to schedule, organize, and manage pastoral weeds.

Fuzzy Logic Based Pasture Assessment Using Weed and Bare Patch Detection

Forestry management worldwide has become increasingly effective at obtaining high timber yields from productive forests. In New Zealand, a focus on improving an increasingly successful and largely Pinus radiata plantation forestry model over the last 150 years has resulted in some of the most productive timber forests in the temperate zone. In contrast to this success, the full range of forested landscapes across New Zealand, including native forests, are impacted by an array of pressures from introduced pests, diseases, and a changing climate, presenting a collective risk of losses in biological, social and economic value. As the national government policies incentivise reforestation and afforestation, the social acceptability of some forms of newly planted forests is also being challenged. Here, we review relevant literature in the area of integrated forest landscape management to optimise forests as nature‐based solutions, presenting ‘transitional forestry’ as a model design and management paradigm appropriate to a range of forest types, where forest purpose is placed at the heart of decision making. We use New Zealand as a case study region, describing how this purpose‐led transitional forestry model can benefit a cross section of forest types, from industrialised forest plantations to dedicated conservation forests and a range of multiple‐purpose forests in between. Transitional forestry is an ongoing multi‐decade process of change from current ‘business‐as‐usual’ forest management to future systems of forest management, embedded across a continuum of forest types. This holistic framework incorporates elements to enhance efficiencies of timber production, improve overall forest landscape resilience, and reduce some potential negative environmental impacts of commercial plantation forestry, while allowing the ecosystem functioning of commercial and non‐commercial forests to be maximised, with increased public and biodiversity conservation value. Implementation of transitional forestry addresses tensions that arise between meeting climate mitigation targets and improving biodiversity criteria through afforestation, alongside increasing demand for forest biomass feedstocks to meet the demands of near‐term bioenergy and bioeconomy goals. As ambitious government international targets are set for reforestation and afforestation using both native and exotic species, there is an increasing opportunity to make such transitions via integrated thinking that optimises forest values across a continuum of forest types, while embracing the diversity of ways in which such targets can be reached.

Transitional forestry in New Zealand: re‐evaluating the design and management of forest systems through the lens of forest purpose

Here we review published research on the costs of weeds to New Zealand’s pastoral, arable and forestry sectors, and propose an alternative dynamic approach for future research. The studies reviewed had little in common methodologically, often contained guesswork, or were outdated. Their aggregation resulted in a conservative estimate of the cost of weeds to New Zealand’s agricultural economy of $1658 million (2014 NZD). To address deficiencies in previously used methodologies, a dynamic approach is developed and applied to a case study on giant buttercup in dairy pastures. This approach accounts for probable temporal changes in both the geographic extent of the weed and in producer prices and indicates annuitized costs (over the period 2012–2030) of $166 million, $259 million and $592 million for rates of spread of 144, 60 and 20 years for giant buttercup to invade all dairy regions in New Zealand.
