Abstract Particle physics today faces the challenge of explaining the mystery of dark matter, the origin of matter over anti-matter in the Universe, the origin of the neutrino masses, the apparent fine-tuning of the electro-weak scale, and many other aspects of fundamental physics. Perhaps the most striking frontier to emerge in the search for answers involves new physics at mass scales comparable to familiar matter, below the GeV-scale, or even radically below, down to sub-eV scales, and with very feeble interaction strength. New theoretical ideas to address dark matter and other fundamental questions predict such feebly interacting particles (FIPs) at these scales, and indeed, existing data provide numerous hints for such possibility. A vibrant experimental program to discover such physics is under way, guided by a systematic theoretical approach firmly grounded on the underlying principles of the Standard Model. This document represents the report of the FIPs 2022 workshop, held at CERN between the 17 and 21 October 2022 and aims to give an overview of these efforts, their motivations, and the decadal goals that animate the community involved in the search for FIPs. 

Feebly-interacting particles: FIPs 2022 Workshop Report

We revisit the various measures of practical naturalness for models of weak-scale supersymmetry (SUSY) including: 1. electroweak (EW) naturalness; 2. naturalness via sensitivity to high-scale (HS) parameters [Ellis-Enquist-Nanopoulos-Zwirner/Barbieri-Giudice (EENZ/BG)]; 3. sensitivity of Higgs soft terms due to high-scale radiative corrections; and 4. stringy naturalness (SN) from the landscape. The EW measure is most conservative and seems unavoidable. We debut a new numerical routine for calculating the EENZ/BG measure from any SUSY Les Houches Accord file. We implement a careful analysis and comparison of these measures in the mSUGRA/CMSSM and NUHMi model parameter spaces and via parameter-space scans. We demonstrate the reasoning behind why---and the extent to which---the EENZ/BG and HS measures overestimate the degree of fine-tuning. We find the overestimation can range up to a factor of over 1000. While EENZ/BG and HS have ambiguities when applied to models such as anomaly- and mirage-mediation, the EW measure has no such ambiguity and so we display the natural parameter space regions of these models. SN depends on the landscape distribution of soft terms, but is closely related to EW naturalness via the atomic principle. 

Practical naturalness and its implications for weak scale supersymmetry

The construction of an electron--positron collider"Higgs factory"has been stalled for a decade, not because of feasibility but because of the cost of conventional radio-frequency (RF) acceleration. Plasma-wakefield acceleration promises to alleviate this problem via significant cost reduction based on its orders-of-magnitude higher accelerating gradients. However, plasma-based acceleration of positrons is much more difficult than for electrons. We propose a collider scheme that avoids positron acceleration in plasma, using a mixture of beam-driven plasma-wakefield acceleration to high energy for the electrons and conventional RF acceleration to low energy for the positrons. We emphasise the benefits of asymmetric energies, asymmetric bunch charges and asymmetric transverse emittances. The implications for luminosity and experimentation at such an asymmetric facility are explored and found to be comparable to conventional facilities; the cost is found to be much lower.

A hybrid, asymmetric, linear Higgs factory based on plasma-wakefield and radio-frequency acceleration

Abstract C 3 is an opportunity to realize an e + e - collider for the study of the Higgs boson at √ s = 250 GeV, with a well defined upgrade path to 550 GeV while staying on the same short facility footprint [2,3]. C 3 is based on a fundamentally new approach to normal conducting linear accelerators that achieves both high gradient and high efficiency at relatively low cost. Given the advanced state of linear collider designs, the key system that requires technical maturation for C 3 is the main linac. This paper presents the staged approach towards a facility to demonstrate C 3 technology with both Direct (source and main linac) and Parallel (beam delivery, damping ring, ancillary component) R&amp;D. The primary goal of the C 3 Demonstration R&amp;D Plan is to reduce technical and cost risk by building and operating the key components of C 3 at an adequate scale. This R&amp;D plan starts with the engineering design, and demonstration of one cryomodule and will culminate in the construction of a 3 cryomodule linac with pre-production prototypes. This R&amp;D program would also demonstrate the linac rf fundamentals including achievable gradient and gradient stability over a full electron bunch train and breakdown rates. It will also investigate beam dynamics including energy spread, wakefields, and emittance growth. This work will be critical to confirm the suitability of the C 3 beam parameters for the physics reach and detector performance in preparation for a Conceptual Design Report (CDR), as well as for follow-on technology development and industrialization. The C 3 Demonstration R&amp;D Plan will open up significant new scientific and technical opportunities based on development of high-gradient and high-efficiency accelerator technology. It will push this technology to operate both at the GeV scale and mature the technology to be reliable and provide high-brightness electron beams. The timeline for progressing with C 3 technology development will be governed by practical limitations on both the technical progress and resource availability. It consists of four stages: Stage 0) Ongoing fundamental R&amp;D on structure prototypes, damping and vibrations. Stage 1) Advancing the engineering maturity of the design and developing start-to-end simulations including space-charge and wakefield effects. This stage will include testing of strucutres operating at cryogenic temperatures. Beam tests would be performed with high beam current to test full beam loading. Stage 2) Production and testing of the first cryomodule at cryogenic temperatures. This would provide sufficient experimental data to compile a CDR and it is anticipated for Stage 2 to last 3 years and to culminate with the transport of photo-electrons through the first cryomodule. Stage 3) Updates to the engineering design of the cryomodules, production of the second and third cryomodule and their installation. Lower charge and lower emittance beams will be used to investigate emittance growth. The successful full demonstration of the 3 cryomodules to deliver up to a 3 GeV beam and achieve the C 3 five gradient will allow a comprehensive and robust evaluation of the technical design of C 3 as well as mitigate technical, schedule, and cost risks required to proceed with a Technical Design Report (TDR). 

Status and future plans for C3 R&D

We revisit the various measures of naturalness for models of weak scale supersymmetry including 1. electroweak (EW) naturalness, 2. naturalness via sensitivity to high scale parameters (EENZ/BG), 3. sensitivity of Higgs soft term due to high scale (HS) radiative corrections and 4. stringy naturalness (SN) from the landscape. The EW measure is most conservative and seems unavoidable; it is also model independent in that its value is fixed only by the weak scale spectra which ensues, no matter which model is used to generate it. The EENZ/BG measure is ambiguous depending on which ``parameters of ignorance'' one includes in the low energy effective field theory (LE-EFT). For models with calculable soft breaking terms, then the EENZ/BG measure reduces to the tree-level EW measure. The HS measure began life as a figurative expression and probably shouldn't be taken more seriously than that. SN is closely related to EW naturalness via the atomic principle, although it is also sensitive to the distribution of soft terms on the landscape. If the landscape favors large soft terms, as in a power law distribution, then it favors m(h) ~ 125 GeV along with sparticles beyond present LHC reach. In this context, SN appears as a probability measure where more natural models are expected to be more prevalent on the landscape than finetuned models. We evaluate by how much the different measures vary against one another with an eye to determining by how much they may overestimate finetuning; we find overestimates can range up to a factor of over 1000. In contrast to much of the literature, we expect the string landscape to favor EW natural SUSY models over finetuned models so that the landscape is not an alternative to naturalness.

On practical naturalness and its implications for weak scale supersymmetry

The 2021-22 High-Energy Physics Community Planning Exercise (a.k.a. ``Snowmass 2021'') was organized by the Division of Particles and Fields of the American Physical Society. Snowmass 2021 was a scientific study that provided an opportunity for the entire U.S. particle physics community, along with its international partners, to identify the most important scientific questions in High Energy Physics for the following decade, with an eye to the decade after that, and the experiments, facilities, infrastructure, and R&D needed to pursue them. This Snowmass summary report synthesizes the lessons learned and the main conclusions of the Community Planning Exercise as a whole and presents a community-informed synopsis of U.S. particle physics at the beginning of 2023. This document, along with the Snowmass reports from the various subfields, will provide input to the 2023 Particle Physics Project Prioritization Panel (P5) subpanel of the U.S. High-Energy Physics Advisory Panel (HEPAP), and will help to guide and inform the activity of the U.S. particle physics community during the next decade and beyond.
