The monitoring of trends in the status of species or habitats is routine in developed countries, where it is funded by the state or large nongovernmental organizations and often involves large numbers of skilled amateur volunteers. Far less monitoring of natural resources takes place in developing countries, where state agencies have small budgets, there are fewer skilled professionals or amateurs, and socioeconomic conditions prevent development of a culture of volunteerism. The resulting lack of knowledge about trends in species and habitats presents a serious challenge for detecting, understanding, and reversing declines in natural resource values. International environmental agreements require signatories undertake systematic monitoring of their natural resources, but no system exists to guide the development and expansion of monitoring schemes. To help develop such a protocol, we suggest a typology of monitoring categories, defined by their degree of local participation, ranging from no local involvement with monitoring undertaken by professional researchers to an entirely local effort with monitoring undertaken by local people. We assessed the strengths and weaknesses of each monitoring category and the potential of each to be sustainable in developed or developing countries. Local Participation in Natural Resource Monitoring: a Characterization of Approaches

Governments have set the ambitious target of reducing biodiversity loss by the year 2010. The scientific community now faces the challenge of assessing the progress made towards this target and beyond. Here, we review current monitoring efforts and propose a global biodiversity monitoring network to complement and enhance these efforts. The network would develop a global sampling programme for indicator taxa (we suggest birds and vascular plants) and would integrate regional sampling programmes for taxa that are locally relevant to the monitoring of biodiversity change. The network would also promote the development of comparable maps of global land cover at regular time intervals. The extent and condition of specific habitat types, such as wetlands and coral reefs, would be monitored based on regional programmes. The data would then be integrated with other environmental and socioeconomic indicators to design responses to reduce biodiversity loss.

Towards the global monitoring of biodiversity change.

Classic studies have successfully linked single-species abundances, life-history traits, assemblage structures and biomass of carabid beetles to past and present, human-caused environmental impacts and variation in ‘natural’ conditions. This evidence has led many to suggest carabids to function as ‘indicators’ − a term that bears multiple meanings. Here, a conservation-oriented definition for an indicator is used, carabid indicator potential from seven views is evaluated, and ways to proceed in indicator research are discussed. (1) Carabid species richness poorly indicates the richness and abundance of other taxa, which underlines the importance of using multiple taxa in environmental assessments. The ability of assemblage indices and specialist or functional-group abundances to reflect rare species and habitats should be examined in detail. (2) Experimental evidence suggests that carabids may potentially serve as keystone indicators. (3) Carabids are sensitive to human-altered abiotic conditions, such as pesticide use in agro-ecosystems and heavy metal contamination of soils. Carabids might thus reflect ecological sustainability and ‘ecosystem health’. (4) Carabid assemblages host abundant species characteristic of particular habitat types or successional stages, which makes them promising dominance indicators. (5) Carabids reflect variation in ‘natural’ conditions, but vegetation and structural features are more commonly adopted as condition indicators. Carabids nevertheless provide yet another, equally accurate, view on the structure of the environment. (6) Carabids may function as early-warning signalers, as suggested by recent studies linking climate and carabid distributions. (7) Carabids reflect natural and human-caused disturbances and management, but the usefulness of these responses for conservation purposes requires further research. In summary, European carabids appear useful model organisms and possibly indicators because they are diverse, taxonomically and ecologically well-known, efficiently reflect biotic and abiotic conditions, are relevant at multiple spatial scales, and are easy to collect in sufficiently large numbers to allow statistical analyses. The assumption that carabid responses would reflect rare environmental conditions or the responses of rare and threatened species ‒ crucial information for conservationists and managers ‒ has not yet been critically evaluated. Even if it holds, the usefulness will be context dependent: species and their populations vary, conditions vary, questions put forward vary, and assessment goals vary.

Collaborative research by networks of amateurs has had a major role in ornithology and conservation science and will continue to do so. It has been important in establishing the facts of migration, systematically recording distribution, providing insights into habitat requirements and recording variation in numbers, productivity and survival, thus allowing detailed demographic analyses. The availability of these data has allowed conservation work to be focussed on priority species, habitats and sites and enabled refined monitoring and research programmes aimed at providing the understanding necessary for sound conservation management and for evidence-based government policy. The success of such work depends on the independence of the science from those advocating particular policies in order to ensure that the science is unbiased. Wetland birds are surveyed in much of the world. Most countries also have a ringing scheme. Other forms of collaborative ornithology are strong in North America, Australia and Australasia, more patchily distributed in Asia (but with strong growth in some countries) and even patchier in Africa and South America. Such work is most successful where there is a strong partnership between the amateurs and the professional, based on their complementary roles. The participation of large numbers of volunteers not only enables work to be done that would otherwise be impossible but also facilitates democratic participation in the decisions made by society and builds social capital. The recruitment to and subsequent retention of people in the research networks are important skills. Surveys must be organized in ways that take into account the motives of the participants. It is useful to assess the skills of potential participants and, rather than rejecting those thought not to have adequate skills, to provide training. Special attention needs to be paid to ensuring that instructions are clear, that methods are standardized and that data are gathered in a form that is easily processed. Providing for the continuity of long-term projects is essential. There are advantages to having just one organization running most of the work in each country. Various sorts of organizations are possible: societies governed by their (amateur) members but employing professional staff to organize the work seem to be a particularly successful model. Independence from government and from conservation organizations is desirable.

Citizens, science and bird conservation

Summary In many bird monitoring surveys, no attempt is made to estimate bird densities or abundance. Instead, counts of one form or another are made, and these are assumed to correlate with bird density. Unless complete counts on sample plots are feasible, this approach can easily lead to false conclusions, because detectability of birds varies by species, habitat, observer and many other factors. Trends in time of counts often reflect trends in detectability, rather than trends in abundance. Conclusions are further compromised when surveys are conducted at unrepresentative sites. We consider how to avoid these problems. We give a brief description of distance sampling methods, which allow detectability to be estimated. We consider strategies to ease their implementation, to enhance their reliability, to adapt the methods for difficult species, and to deal with circumstances in which representative sampling is problematic. We also consider some of the common problems encountered, and suggest solutions.
