The positive initiatives developed toward smart city realization and designing to make the city more “smarter” and sustainable. The smart city represented by a unique system where diverse utility companies, stakeholders, local authorities and citizens are involved to create numerous active interactions and interdependencies. To understand the key indicators for the establishment and “acceptance of smart city” is a tough challenge for the researchers. A number of parameters such as, governance, technologies, citizens, economy, livability and so on, which are important for smart city evaluation, are evaluated in this article. The main aim of this research is to propose an appropriate methodology for the development and acceptance of smart city. A mathematical fuzzy-based model is proposed in this research for the evaluation and prediction of parameters which contribute significantly for a city to be successfully accepted as a smart city. This mathematical based model proved to be a highly scalable and cost-effective solution for the prediction of appropriate parameters for smart city acceptance.

Fuzzy-Based Model to Evaluate City Centric Parameters for Smart City

With the continuous development of smart city construction, smart rural construction is also steadily advancing. Energy consumption of rural residential buildings in China is imminent. As an energy-saving way, air source heat pump (ASHP) accounts for a large proportion. Therefore, the application and promotion of energy-saving technology in rural areas has attracted much attention due to its convenient use and low installation cost. This paper studies the comprehensive performance of photovoltaic coupled ASHP applications in smart rural houses. This paper selects 270 persons engaged in photovoltaic coupled ASHP work as the survey objects, investigates, and analyzes the proportion of ASHP in the field of domestic hot water, and discusses and analyzes the results. It was concluded that the application satisfaction of photovoltaic coupled ASHP in smart rural housing reached more than 93%, which played an important role in the construction of smart countryside. The research in this article is of pertinent significance for discovering problems and providing suggestions and references for the reform of smart rural housing. 

Analyze the Application of Photovoltaic Coupling in Smart Rural Housing Based on the Data Survey Results

The media industry should be connected with the future. At this stage, the media industry is in a critical period of reform and transformation. The promotion of national strategies such as “media integration”, “Internet +” and “triple play” has provided comprehensive support and implementation path for the media industry. This paper mainly studies the integrated development of smart city and smart new media. Firstly, he put forward the application principles of the smart city concept, which is divided into three parts: overall planning, urban management and people’s livelihood services. Then it expounds the concept of smart new media, and puts forward the strategy and method of integrated development of smart city and smart new media. Through a questionnaire survey, investigate the convenience of citizens for smart cities and smart new media. From the results of the questionnaire survey, we can know that the integrated development of smart city and smart new media will help promote urban development and improve citizens’ well-being. 

Integrated Development of Smart City and Smart New Media

Indonesia aims to strengthen its local regions and villages. This has led to the encouragement of smart village development through several forms of assistance, including Information Technology (IT) services from the government. Koto Gadang, one of the many Minangkabau customary villages in West Sumatra, has been used as a model for the development of an IT service that can support tourism known as a Web- and mobile-based geographic information system (GIS) for buildings (GB) in order to map and visualize buildings and their inhabitants. This paper reports the development of the GB. This study takes the form of a literature review, a survey, data collection, and software development. The results of the literature review and survey were used as the basis for software development. Aerial photographs of micro, small, and medium enterprises (MSMEs), mosques, offices, schools, and health service centers, as well as residential buildings, were taken using a drone, while attribute data were collected directly by visiting the buildings. The users of the GB were divided into two groups: visitors and village officers. Moreover, there confidentiality was maintained for all the data provided, so the visitors were only allowed to search for buildings (MSMEs, offices, mosques, schools, and health centers) based on certain criteria, view locations, found information, and survey routes, while village officers were allowed to collect data on residents, buildings, and houses, and also search people’s homes. Furthermore, in situations where a visitor needs to find a resident’s house, the village officers are required to provide this assistance. These provisions were applied in the GB and implemented using the PostgreSQL/PostGIS database, PHP, CSS Bootstrap, jQuery, and Basic4Android, created according to the needs of the Koto Gadang smart customary village. The GB allows the village officers to better understand and monitor all the buildings, houses, and residents in the village and could also encourage many travelers to visit and see historic buildings and shop for embroidery and silver crafts.

A Smart Village knows “What its Needs “and When it Needs”. It knows the requirements of its citizens, available resources, applicable services and schemes. Smart Village Initiative focuses on improved resources-use efficiency, empowered local self-governance, access to assured basic amenities and responsible citizens. The present research paper discusses about rural development in developing world for the up-liftman of livelihood of the rural villages. An emerging progressive counter-movement within Indian rural hinterlands that seeks an alternative to both smart cities and traditional village models. This movement articulates a new vision for the “Smart Village” that blends ICT-based knowledge production and community problem-solving to improve the sustainability of its agricultural production, rural institutions, and social mobility. It seeks specifically to institutionalize a different future for rural villages that reverses the new patterns of rural to urban migration, particularly among young adults, that smart city development has amplified in this region. Now the need of the hour is, Strategy, Integrated Planning and all over the above Monitoring and Execution of the activities using appropriate governance models. The present era is increase in Information and Communication Technology. This Technology has proved its potential in various sectors of development in Urban and Rural areas. Researcher has made an attempt to correlate the different factors of the smart village and its implications.
