Migration contributes to the circulation of goods, knowledge, and ideas. Using community and individual-level data from Moldova, we show that the emigration wave that started in the late 1990s strongly affected electoral outcomes and political preferences in Moldova during the following decade, eventually contributing to the fall of the last Communist government in Europe. Our results are suggestive of information transmission and cultural diffusion channels. Identification relies on the quasiexperimental context and on the differential effects arising from the fact that emigration was directed both to more democratic Western Europe and to less democratic Russia.

The Effect of Labor Migration on the Diffusion of Democracy: Evidence from a Former Soviet Republic

This paper investigates whether in 2010 ethnic minorities continued to give overwhelming support to Labour or whether the Conservatives made inroads, especially among the more middle‐class or entrepreneurial sections of the ethnic minority electorate. Does ethnicity over‐ride other social cleavages such as the class cleavage? Or does religion, especially Islam, now represent a cross‐cutting cleavage alongside ethnicity? Using a major new survey, the 2010 Ethnic Minority British Election Study (EMBES), substantial variation was found between ethnic minorities in their level of support for Labour, although overall minority support for Labour remains double that of White British voters. In general the Conservatives have failed to make greater inroads than would be expected on the basis of uniform swing. The Political Resocialization of Immigrants: Resistance or Lifelong Learning?

Numerous studies demonstrate that immigrant and ethnic minority populations’ sense of belonging to the political communities in which they reside depends in part on the welcoming context: the constellation of policies, discourses, identities and prevailing attitudes relating to ethnocultural diversity in those political communities. However, while these studies typically focus on national belonging, in multilevel political communities belonging may be expressed at the national and subnational levels. Relying on a survey of ethnic minority group members in Canada, this study compares national and subnational belonging in three provinces where subnational and national welcoming contexts are very similar, to one case, Quebec, where the subnational welcoming context is significantly different from the national one. The results show a distinctive set of dynamics in Quebec, where ethnic minorities who feel excluded are more likely than those in other provinces to hold the subnational community responsible for their exclusion.

Growing Apart?: Value Change in Europe and North America: Convergence or Something Else?

A large body of empirical research in Canadian political science points to regional differences in basic political orientations, or regional “political cultures.” One aspect of regionalism that has thus far received relatively little attention concerns the dynamics of regional political cultures. This paper focuses on one potential source of change in regional political cultures, namely, immigration. The conventional wisdom is that successive waves of European immigrants who settled in each region of the country had a significant impact on the founding political cultures of different regions, but far less is known about the relationship between contemporary immigration and Canadian regional political cultures. We rely on the 2000 Canadian component of the World Values Survey and the 1993, 1997, and 2000 Canadian Election Studies, to explore how immigrants adapt to regional political norms in the short and long term. Two possibilities are investigated: Do social pressures and networks may lead immigrants to conform to existing regional political norms? Or do the unique preand post-migration experiences of contemporary immigrants transform or attenuate regional differences in basic political orientations? The central finding is that the transformative impact of immigration on regional political cultures is both limited and short-lived. Interpersonal social networks appear to play an important role in the dissemination of regional norms to immigrant Canadians.
