The article is devoted to the study of the current state of theoretical and practical development of the problem of forming competence in the basics of radiation safety for bachelors of secondary education. In particular, the main leitmotifs of the international scientific and pedagogical community on this topic are studied. Three directions of research on the formation of competence in radiation safety of bachelors of secondary education are distinguished, namely: content and axiological, organizational and methodological directions and mechanisms of cooperation of interested authorities. It has been recorded that the vast majority of studies are driven by radiation accidents at nuclear facilities. The analysis of «negative» experience allows us to identify risks and focus educational impact on them. In some cases, a preventive approach to exposure to low doses of ionizing radiation in everyday life was studied. A number of studies have been identified that focus on the effectiveness of cooperation between educational institutions and specialized organizations in the field of nuclear energy use and radiation safety. Among the most extraordinary models are the following: «socio-pedagogical problem (educational institutions) – technical support (service organization) –- expert assessment (regulatory authority)», «man-made accident – social problem – public involvement – formation of basic safety competencies – implementation of collective terms of reference» and «comprehensive public and governmental discussion». Analyzing the current state of research on the formation of competence in the basics of radiation safety of bachelors of secondary education, a number of little-studied aspects have been identified, namely: there is no unanimity in the requirements for the content of teaching RSB; the content and scope of RSB training for secondary school teachers of different subject areas remain unclear; the issue of formal regulation of ways to ensure the formation of competence in the basics of RSB remains controversial; there are no clear organizational and pedagogical approaches to organizing the formation of competence in the basics of RSB; there are no clear organizational and pedagogical approaches to the formation of competence in the basics of RSB.

Formation of competence in the basics of radiation safety for bachelors of secondary education: theoretical and practical analysis

Стаття висвітлює результати теоретичного порівняльного аналізу понять «компетентність із радіаційної безпеки» та «радіаційна грамотність» у розрізі вимог до сучасного вчителя загальноосвітньої школи.Обґрунтовано твердження, що володіння основами радіаційної безпеки педагогами загальноосвітньої школи надважливе й одне з першочергових завдань сучасної освітньої системи.Водночас використання таких знань і вмінь не передбачено в повсякденній роботі вчителя, отже, постає проблема обґрунтування методології, змістово-аксіологічних вимог і результатів підготовки вчителів з питань радіаційного захисту.У зазначеному контексті дилема полягає в такому: сучасний учитель повинен бути компетентним з радіаційної безпеки чи радіаційно грамотним?З метою уточнення досліджуваних понять проведено сутнісно-термінологічний аналіз з погляду педагогіки та психології.Визначено, що в контексті радіаційної безпеки сучасний учитель повинен мати відповідну підготовку, щоб виконувати свою роль у формуванні радіаційної освіченості учнів і гарантуванні 

Comparative analysis of the concepts of “radiation safety competence” and “radiation literacy” in the context of requirements for a modern teacher

This article reports on the research by a working group, comprising members from the Association of University Radiation Protection Officers, on the radiation safety culture in the UK higher education, research and teaching sectors. The impetus for this research arises from the work of the International Radiation Protection Association and their emphasis that embedding radiation safety culture within an organisation is the most effective way of delivering the standards of radiation safety and security that society expects. The deficiency in radiation safety culture has been a large contributor to major nuclear disasters, such as Chernobyl and Fukushima Daiichi. The working group designed an on-line survey aimed at higher education students, higher education academics, and researchers. The survey did not try to obtain an indication of safety performance, but of people's views on behaviours and attitudes of radiation safety that reflect the current radiation safety culture in their organisation. The findings of the survey are reported in this article along with a discussion of the analysis and recommendations for improving radiation safety culture. The responses from the survey strongly indicate that the radiation safety culture in UK higher education, research and teaching sectors has worrying shortfalls, particularly in communication and training.
