Purpose – This paper aims to provide insight into the use of a standard for condition assessment. Design/methodology/approach – The paper is based on a literature review, an analysis of the development, content and practical use of the Dutch Standard for Condition Assessment of Buildings, and the findings of several research projects about condition assessment and maintenance planning by Dutch housing associations. Findings – By using the standard for condition assessment, building inspectors can provide property managers with objective data about the condition status of building components. Aggregated condition data could be used for setting condition targets for built assets and for benchmarking. It is anticipated that as a result of the standardisation, condition surveys will become more reliable and as a consequence more popular among large-scale property owners. Research limitations/implications – The standard has been introduced recently. At present there is little experience of the use of (aggregated) condition data for maintenance planning and benchmarking built assets. Practical implications – The standard is a tool to assess the technical status of the properties to underpin the long-term maintenance expectations. Condition assessment is not meant for preparing the annual maintenance budget and planning of the work. A Framework for Efficient Condition Assessment of the Building Infrastructure

Building condition assessment is growing and become more important in the context of the built environment and Asset Management in Malaysia. This paper presents the method and the use of a standard guidelines for Building Condition Assessment (BCA) as a tool to evaluate the physical condition of the building. The purpose of this paper is to understand the use of BCA in assessing building condition. The methodology was based on literature review, review contents from archive document of Public Work Department (PWD) Malaysia which is involved study on the existing methods, proposal, discussion, piloting, improvement, approval and analysis of data. A case study involved of 15 buildings with various function such as office, health clinic, quarters and learning institution involved by more than 300 numbers of building inspectors or assessors. The findings shows that the using of the standard for condition assessment, the building inspectors or assessors can provide the data and condition rating to the buildings according to the standard. The results then used to examine a level consistency of BCA in data collection and it will easily assessed and understood, and the appropriateness of BCA to different types of buildings.

Building Condition Assessment: Lesson Learnt from Pilot Projects

Engineering analysis to quantify the effects of earthquake forces on the structural strength of components requires determining the damage mode and severity of the components. The analysis requires strength computations and visual damage assessments, which are information intensive, potentially error-prone, and slow. This study develops a building-information-modeling (BIM) based approach to support the engineering analysis of reinforced concrete structures. In the proposed approach, the damage information is represented along with the geometric, topological, and structural information. Transformation and reasoning mechanisms are proposed to utilize the information contained in the BIM to perform strength analysis and visual assessment tasks. The approach is validated on a case study building, which contains 42 damaged piers and spandrels.

Building-Information-Modeling–Based Earthquake Damage Assessment for Reinforced Concrete Walls

Objective, accurate, and fast assessment of damage to buildings after an earthquake is crucial for timely remediation of material losses and safety of occupants of buildings Laser scanners are promising sensors for collecting geometrical data regarding the damaged states of buildings, as they are able to provide high coverage and accuracy at long ranges Yet, we have limited knowledge on the performance of laser scanners for detecting earthquake damage, and requirements of such data collection This paper focuses on characterizing the performance of laser scanners for detecting thin cracks for damage assessment of reinforced concrete frames We identified a series of crack parameters based on the state-of-the-art damage assessment codes and standards Similarly, we identified parameters, which affect the performance of laser scanners for detecting cracks, based on prior research in this area We studied the width, depth, and orientation of cracks; sampling interval of the scanner, and the range of the laser beam from the surface Effects of these parameters on the detection of the minimum crack size were determined in an experimental setting An automated algorithm was used to analyze the data The results show that it is possible to detect as small as ~1mm cracks

Characterization of Laser Scanners for Detecting Cracks for Post-Earthquake Damage Inspection

Deals with surveyor variability, in terms of identifying defects, when undertaking surveys of residential properties. It is based on a sample of 38 surveyors who took part in a large‐scale house condition survey (LSHCS). Seeks to quantify the extent of the variability of surveyors in LSHCS, and proposes methods to try to reduce the incidence of variability. Discusses not only the variability of surveyors in identifying defects to building elements, but also their perceptions of lifetimes for building elements. Concludes that the accuracy of data collection (i.e. the process of surveying a dwelling) is paramount if the information derived from the data is to be of value to the parties described. Also concludes that a mechanism for assessing individual surveyor’s variable tendencies needs to be developed to try to reduce the impact of variability at the survey data analysis stage.
