Development of hydrocarbon resources in the Arctic is one of the priority tasks for the economy of the Russian Federation; however, such projects are associated with significant risks for the environment of nearby regions. Large-scale development of hydrocarbon resources in the Arctic should be based on the principles of sustainable development, which imply a balance between socio-economic benefits and environmental risks. The purpose of this study is to analyze the gaps in scientific knowledge on the issues of assessing sustainability of Arctic oil and gas projects (OGPs) and systematize the key problematic elements of such assessments. The analysis was carried out in terms of four key elements that determine the feasibility of implementing Arctic OGPs in the context of sustainable development: economic efficiency, social effects, environmental safety and technological availability. The methodology for conducting bibliometric analysis, which included more than 15.227 sources from the Scopus database over the period of 2005-2020, was based on PRISMA recommendations for compiling systematic reviews and meta-analyses. Methodological problems of assessing sustainability of Arctic OGPs were mapped and divided into four key sectors: consideration of factors that determine sustainability; sustainability assessment; interpretation of assessment results; sustainability management. This map can serve as a basis for conducting a series of point studies, aimed at eliminating existing methodological shortcomings of the sustainable development concept with respect to Arctic OGPs.

Critical analysis of methodological approaches to assessing sustainability of arctic oil and gas projects

The article considers modern technological directions for the electrification of hydrocarbon production facilities in the poorly developed or hard-to-reach territories of the Arctic, the Far North or offshore fields, due to the remoteness of the Arctic and Far Eastern regions from existing large energy hubs, which makes it practically impossible to use a unified energy system of RF (UES RF) as the main source of electricity for needs of the oil and gas industry. The conditions of the UES RF using necessitates the additional generation sources for oil and gas companies and the solution of related issues of economic and environmental efficiency of technological projects for the electrification of hydrocarbon production facilities in hard-to-reach and poorly developed territories. The study performed a cluster analysis of literary sources in order to determine the current trends in the electrification and power supply of the oil and gas industry. An assessment of the conditions for the application of modern technological directions for the electrification of hydrocarbon production facilities in the poorly developed and hard-to-reach territories of Russia is presented. The system analysis covers electrification options using gas-fired generators; based on the integration of renewable energy sources and their combination with traditional types of electricity supply; using complexes of unified energy networks for several offshore production facilities and additional energy centers. The study of technological directions for the electrification of hydrocarbon production facilities in poorly developed territories is the basis for further practical application of the results of the analysis in the field of pre-project planning and evaluation of proposed technological solutions based on the rational choice of a power source for remote fields, taking into account the optimal composition of equipment and the location of elements of power supply systems, construction schedule and indicators of the cost of construction and operation of energy supply systems.

Analysis of technological directions of electrification of hydrocarbon production facilities in poorly developed territories.

This study explored both the evolution and the integration of digital competencies within the context of open innovation, emphasizing the impact of technological advances across various sectors. The goal was to analyze documents indexed in Scopus from 2017 to 2023 using a quantitative and bibliometric approach. The methodology employed RStudio version 4.3.2 and Microsoft Excel 365 for data analysis, focusing on variables such as documents per year, h-index, total citations, and academic sources. The findings indicated a significant increase in research, highlighting a diversity of approaches, a trend towards international collaboration, and an evolution from basic concepts to complex applications, particularly the integration of digitization with sustainability and innovation. This research underscores the transformation of the business sector through digital competencies in open innovation and suggests further exploration into the effects of the pandemic on digital competencies, the role of artificial intelligence, the digital competencies–sustainable development relationship, and their application across different sectors.

Navigating Digital Transformation: Current Trends in Digital Competencies for Open Innovation in Organizations

The article is devoted to the integrated interdisciplinary study of multiple aspects of the conceptosphere of the Arctic and the North and its representation in the collective consciousness of Russian students. The purposes of this paper are to examine the current status of the creation of an integrated paradigm of knowledge about the Arctic in humanities and the social sciences, and to draw conclusions about the emerging trends of understanding of the cultural and symbolic constants of the Arctic area. The respondents (students of Saint Petersburg Mining University) gave 2357 responses to the stimulus “the Arctic” in the course of the free associative experiment. The obtained associates were distributed into culturally significant thematic groups. The main thesis of this study is that the meaningfulness of the image of the Arctic and the North is in many respects determined by key ideas present in the collective consciousness, and by the life priorities and orientations of today’s young people. The idea of the extreme, severe conditions, and the danger of this region of the Earth dominates in minds of Russian students. Nevertheless, this land is rich in natural resources and is a unique platform for a wide range of research. A further tendency is identified in the formation of the image of the Arctic and the North in the mass media: new trends are affected by geopolitical factors, focusing on the pivotal role of the Arctic area as a territory of national interests. The creation of a “conflict image” of the Arctic region is counterproductive. In this regard, it is necessary to put into practice the concept of Arctic solidarity, in order to promote integration processes in the exploration of the circumpolar region.

The Interdisciplinary Approach to the Conceptualization of the Image of the Arctic and the North in the Mass Consciousness: An Example of Russian Students

This paper analyses the process of transforming specialist training systems for oil and gas projects in the Arctic, which has been taking place within the structure of education in Russia over the past decade. Using classical methods of analysis, synthesis, and classification, the authors studied the main global trends in training personnel for the Arctic and the manifestations of these trends in the system of training Russian specialists. To identify the qualitative characteristics of the educational system development, the authors applied the survey method and composed a list of leading universities in training personnel for the Russian Arctic, as well as the “Arctic professions of the future”. As a result of the study, the authors came to the conclusion that global trends in training “Arctic personnel” show the need to develop an interdisciplinary approach, to form basic knowledge in Natural Sciences, to study the socio-cultural specifics of the region, to develop new educational standards, to implement the concept of ‘Life Long Learning’, to widely introduce digital technologies and to internationalize education. In general, the Russian personnel training system is adapting to changing conditions, in particular, some progress has been made in the formation of “digital” competencies and skills to work in a developed IT infrastructure. The introduction of “digital fields” has led to an increase in the demand for IT specialists in the Arctic oil and gas sector. With the help of an expert survey, it was revealed that in the future, the most popular professions, along with “drillers” and transport specialists, will be IT specialists who ensure the “digital fields” functioning. The leading Russian universities that train specialists for modern oil and gas projects in the Arctic have been identified. It is noted that not all leading industry universities in Russia are participating in international educational projects and organizations. There is skepticism about the internationalization of education.

Transformation of the Personnel Training System for Oil and Gas Projects in the Russian Arctic

The symbol of the second decade of the 21st century is the renaissance of artificial intelligence technologies. Today, the consequences of introducing such systems are still not fully understood (especially when the results prepared by the neural network are completely incomprehensible to humans, unlike the results of the logical conclusion of an expert system) in the informational and technological processes of modern society, but the question already concerns such issues as the "ethics of machine intelligence", about a person’s readiness to transfer the right to make decisions to artificial intelligence instead of himself. The object of the paper is to study strategic documents that determine the prospects for the development of artificial intelligence technologies, primarily in the largest economies of the world to determine the contours of global socio-economic and technological development. In the framework of the system-structural and institutional approaches, a comparative and conceptual analysis of the strategies of the leading countries in process of development of artificial intelligence was carried out. The mechanisms for implementing the strategic priorities of the most advanced countries are identified and described. Authors noted the intensification of international competition in the field of development and implementation of artificial intelligence technology and, accordingly, the transformation of complex security threats.
