Uluslararası ticaret küresel düzeyde pek çok devletin taraf ve üye olduğu anlaşma ve örgütler aracılığıyla daha serbest hale getirilmeye çalışılmaktadır. Mal ve hizmet piyasalarının adeta devlet sınırları yokmuş gibi bütünleştirilme çabaları birbirinden farklı ekonomik entegrasyonlar içerisinde görülebilmektedir. Öte yandan dış ticaret politikalarının serbestleştirilmesi de çoğunlukla ülkelerin çıkarlarına hizmet etmemekte ve korumacılık önlemlerine sıklıkla başvurulduğu gözlemlenmektedir. Her ne kadar uluslararası ticari örgütler bu müdahalelere onay vermese de devletlerin korumacı politikalar kullanarak temelde kendi refahlarını artırmayı amaçladığını söylemek doğru olacaktır. Bu araştırmanın amacı, her ne sebeple olursa olsun ithalat politikalarında başvurulan korumacı uygulamaların ekonomik büyüme üzerinde etkisi olup olmadığının ortaya konulmasıdır. Araştırma amacına hizmet etmesi için ticari mal ithalatında kullanılan vergi oranları ile Gayri Safi Yurt İçi Hâsıla (GSYİH) temel değişkenleri belirlenerek 56 ülkeyi kapsayan bir model oluşturulmuş ve Panel ARDL yöntemi ile analiz gerçekleştirilmiştir. Analiz sonuçlarına bakıldığında korumacılık önlemi olarak ele alınan gümrük vergi oranlarındaki artışın uzun dönemde ekonomik büyümeyi negatif etkilediği görülmektedir. Ürün grupları üzerinde uygulanan vergi oranlarının ekonomik büyüme üzerindeki detaylı etkilerine çalışmada yer verilmiştir.

Dünyada insan nüfusunun artmasıyla karşılanması gereken ihtiyaçları da artmaktadır. Bu ihtiyaçların karşılanabilmesi için çevreye ve hayvanlara zarar verilmektedir. One Health insan, hayvan ve çevre sağlığını birlikte korumayı ve geliştirmeyi hedeflemektedir. İnsan-hayvan-çevre birbirlerini olumlu-olumsuz etkileyebilmektedir. Bunlardan birinde yaşanan olumsuzluklar ciddi sorunlar yaratabilmektedir. Sağlık ve ekonomik krizler en önemli sorunlardır. Sağlık krizleri ekonomik krizleri de beraberinde getirmektedir. Bu bağlamda çalışmada; COVID-19 pandemisinin sektör ve ülkelere yönelik yarattığı değişiklikler One Health kapsamında incelenmektedir. Giriş bölümünde pandemi, ekonomi ve ekonomik kriz tanımlarına yer verilmektedir. Literatür bölümünde COVID-19’un ekonomik etkilerine yönelik çalışmalardan bahsedilmektedir. Kavramsal çerçeve bölümünde One Health, küresel salgınlar ve COVID-19’un ekonomik etkileri incelenmektedir. Sonuç olarak, pandemiyle mücadelede yerel ve küresel olarak alınan önlemler krizden etkilenme derecesini artırmıştır. Ülkelerin sağlık alt yapı ve işgücü ile gelişmiş-gelişmekte olan bir ekonomiye sahip olmaları da etkilenme derecelerinde önemlidir. One Health konsepti ile çok fazla disiplin bir araya gelerek söz konusu etkileri en aza indirgeyecek çözümler üretebilecektir.

ONE HEALTH BİLEŞENLERİNİN ÖNEMİ, EKONOMİ ve FİNANSAL PİYASALARLA İLİŞKİSİ

Ekonomik politika belirsizliği ve politik riskin bir çok makroekonomik değişken üzerinde etkileri söz konusudur. Bu değişkenlerin en önemlilerinden biri doğrudan yabancı yatırımlardır. Yabancı yatırımcılar, politika belirsizliğinin yüksek olduğu ekonomilere yatırım yapmaktan kaçınarak, yatırımlarını siyasi istikrarın olduğu ve ekonomide belirsizliğin olmadığı ekonomilere yönlendirmek istemektedirler. Bu çalışma, ekonomi politikası belirsizliğinin finansal piyasalar üzerindeki etkisini derinlemesine incelemiş ve kompleks ilişkileri aydınlatmıştır. Bulgular, ekonomi politikası belirsizliğinin borsa endeksi, tahvil faiz oranları, politika faiz oranları ve döviz kurları arasında uzun vadede kointegre ilişkilerinin mevcudiyetine işaret etmektedir. Ekonomi politikası belirsizliğindeki artışlar, borsa endeksini ve faiz oranlarını negatif bir şekilde etkileyerek düşüşe sebep olmaktadır, aksine döviz kurlarını ise artıran bir etkisi bulunmaktadır. Ekonomi politikası belirsizliğinin tüm bu finansal göstergeler arasından en çok politika faiz oranları üzerinde olumsuz yönde etkili olduğu da araştırmanın bir diğer bulgusu olarak yer almaktadır. Ayrıca, çalışmada ekonomi politikası belirsizliği ile diğer finansal göstergeler arasındaki nedensel ilişkilere de ilgi gösterilmiştir. Bu bağlamda, ekonomi politikası belirsizliği ve borsa endeksi ile ülkelerin döviz kurları arasında karşılıklı nedensel ilişkilerin gözlendiği saptanmıştır; ekonomi politikası belirsizliği ile politika faizi ve tahvil faizi arasında tek yönlü bir nedensel ilişki olduğu kaydedilmiştir. Bu sonuçlar, finansal modellemelerin daha hassas bir şekilde yapılandırılmasına katkı sağlamakta ve ekonomi politikası belirsizliğinin finansal piyasalar üzerindeki etkilerinin daha ayrıntılı bir şekilde anlaşılmasına yardımcı olmaktadır

The world has spent the 20th century mostly with wars and deep political crises. In the 21st century, problems have become more complex by adding new ones to existing problems. The last crisis, the effects of which are deeply felt all over the world, has already taken its place in world history as the Covid-19 pandemic. Although Covid-19 started with a health crisis, it soon evolved into a deep global economic crisis. During this period, all countries of the world have applied for a large number of financial support to minimize the economic turbulence caused by the pandemic.Within the scope of the fight against the pandemic, one of the countries that provide direct and indirect financial support to many people who have lost income within the framework of monetary and fiscal policies is the USA. The quarantine measures implemented and the deep uncertainty environment necessitated these financial practices. However macroeconomic indicators deteriorated in the period when the pandemic was felt most severely, and ultimately, public expenditures and budget deficits increased significantly. Considering the place and size of the USA in the global economy, the policies put forward by the USA in the fight against the Covid-19 pandemic are more important for the global economy. In this context, in this study, the effects of the Covid-19 pandemic on the USA economy were discussed and policy recommendations were made for the global economic problems caused by the pandemic.

The Reflections of the Covid-19 Pandemic on the USA Economy and Global Economic Challenges

The economic policies implemented in a country can directly or indirectly affect many macroeconomic indicators. One of these macroeconomic indicators is the unemployment rate. The government's aim to reduce unemployment with the economic policies they implement. Especially in times of crisis, fiscal policies come to the fore, find a wider application area and support employment. The effects of fiscal policies may differ between expansionary and contractionary policies. The aim of this study is to investigate the effect of fiscal policies implemented in Türkiye on unemployment. For this purpose, monthly data for the period 2014:1-2022:12 were used in the study. In the study, public expenditures, direct and indirect tax revenues are used to represent fiscal policy. The ARDL bounds test was used in the analysis. In addition, the frequency domain causality test developed by Breitung and Candelon (2006) was used to the robustness check of the findings. The findings show that increases in government expenditures increase unemployment in the long run. On the other hand, while increases in indirect taxes reduce unemployment, increases in direct taxes have no effect on unemployment. The findings obtained from the causality test also support this situation.
