Group decision models that contemplate the particularities of the decision-making process help organizations pursue their strategic objectives. In the financial market, the primary interest of organizations consists in ensuring financial returns, which guarantee stability for the organization. This study identifies major problems in the current process of credit granting in the financial market and argues the need for automatizing the organizational decision process while respecting the autonomy of decision-makers. To this end, this study proposes a group decision model based on the Strategic Choice Approach (SCA) for granting credit in a financial market organization. The results show that the adoption of the proposed model offers considerable gains in terms of organizational goals, transparency of the decision-making process, security for decision-makers, and reduction of organizational conflicts.

Organizations adopt specific decision-making models that do not consider the intrinsic strategic aspects of the process, such as culture, target audience, decision-makers, organizational environment, and strategic goals. This article aims to present a group decision model that links the structuring of the problem to strategic organizational goals to work with the uncertainties of the process, helping decision-makers search for information and direct decision-making, allowing actors a broad and systemic vision linked to organizational goals. This model was developed for application in credit analysis and granting in financial organizations. The study is proven by the possibility of applying organizational strategy to the decision process using a problem-structuring model and the multi-criteria decision model. The model ensures that the paths reflect the corporate reality, and the vision regarding decision problems adopted serves the process, classifying the decision into answers representing the decision-maker's perception following the strategic aspects.

Die oder der Studienpräses kann insbesondere eine Änderung des Themas anordnen oder mehrere Themenvorschläge festlegen, aus denen die oder der Studierende zur Fortsetzung seiner Arbeit einen Vorschlag auszuwählen hat. Erforderlichenfalls ist anzuordnen, dass die oder der Studierende eine neue Arbeit zu einem anderen Thema aus einem anderen Fach des jeweiligen Studiums zu verfassen hat. Die Betreuerin oder der Betreuer ist auf ihr oder sein Verlangen von ihren oder seinen Verpflichtungen zu entbinden.(3) Wird nach positiver Beurteilung aufgedeckt, dass eine wissenschaftliche Arbeit den Regeln der guten wissenschaftlichen Praxis widerspricht (insbesondere bei Vorliegen eines Plagiats), ist ein Verfahren zur Nichtigerklärung der Beurteilung nach § 74 Abs. 2 Universitätsgesetz 2002 durchzuführen. Wird die Beurteilung der wissenschaftlichen Arbeit für nichtig erklärt, ist in weiterer Folge eine bereits erfolgte Verleihung eines akademischen Grades gemäß § 89 Universitätsgesetz 2002 zu widerrufen. Im Falle, dass die oder der Studierende ihr oder sein Studium wiederaufnehmen oder fortsetzen will, gilt Abs. 2 entsprechend.

Taking into consideration the theory that the “Communicative Turn” in spatial planning is also visible in the planning methods used, this article discusses the Strategic Choice Approach (SCA) as a complex toolbox of planning methods, which has yet to gain significant currency in Germany. Following a short introduction to the central elements of the SCA, the international resonance of this approach in terms of planning theory and planning practice over the years is presented. Based on the material of quasi-experimental applications of the SCA in teaching modules, the approach is then compared with other planning methods as regards the significance of its rational, communicative and creative dimensions, and problems in its application are analyzed. Ziel des Beitrags ist es, auf der Basis einer vereinfachten theoretischen Fundierung empirische Hinweise auf den Charakter von unterschiedlichen Planungsmethoden zu gewinnen, um daraus Folgerungen fur ihre Weiterentwicklung zu ziehen. Dabei wird der Frage nachgegangen, inwieweit sich unterschiedliche Verstandnisse von Planungsrationalitat auch in unterschiedlichen Planungsmethoden ausdrucken. Dazu wird zunachst die Debatte um den Rationalitatsbegriff in der Planung wiedergegeben, die sich vor allem auf die Dichotomie zwischen analytischer Zweck-Mittel-Rationalitat einerseits und kommunikativer Rationalitat andererseits zuspitzen lasst. Hierauf aufbauend werden empirische Ergebnisse aus einem Forschungsvorhaben vorgestellt, in dem verschiedene Planungsmethoden auf die drei Hauptdimensionen „rational“, „kommunikativ“ und „kreativ“ hin bewertet wurden. Daran anknupfend wird am Beispiel der klassischen Planungsmethode der Nutzwertanalyse dargelegt, ob und wie vermeintlich rationale Planungsmethoden bislang im Hinblick auf den Communicative Turn in der Planung weiterentwickelt wurden. In der noch systematischeren kommunikativen Ausgestaltung bewahrter rationaler Planungsmethoden wird im Fazit auch ein wichtiges und praxisrelevantes Feld der Planungsforschung erkannt.

In dem Beitrag geht es um die Frage, in welchen Phasen des politischen Planungsprozesses Planende ihr methodisches Handwerkszeug einsetzen. Dazu werden Ergebnisse eines Forschungsprojekts vorgestellt, die vor allem im Rahmen einer Auswertung von in Fachzeitschriften dargestellten Planungsfallen gewonnen wurden. Zunachst wird dargelegt, welches Modell des Planungsprozesses die betrachteten Falle am besten widerspiegelt und wie sich dieses zu Modellen des politischen Prozesses verhalt. Sodann wird analysiert, welche Arten von Planungsmethoden in den einzelnen Planungsphasen eingesetzt werden. Die zentralen Ergebnisse: Planungsprozesse sind zwar komplex, viele lassen sich aber in einem linearen Modell mit uberwiegend einfach Ruckkopplungsschleifen durchaus abbilden. Planende sollten beim methodischen Handwerkszeug darauf achten, dass auch in Zeiten des communicative turn nicht nur kommunikative Methoden eingesetzt werden, sondern auch klassische analytisch-rationale Methoden erhalten bleiben. Sie helfen vor allem beim Verstandnis des politischen Prozesses vor und nach der eigentlichen Planungsphase.
