Cities are challenged by climate change, natural and technological disasters and related injustices. At least three fields address these challenges within cities: sustainability, emergency management and resilience. However, these three fields often still work in silos, separated by administrative structures. One way to promote a synergistic and integrative city-level approach across the three fields is through actively fostering collaboration. This can be facilitated through a competency-based capacity building program. So far, only few capacity building programs attempted to foster collaboration across departments and fields. To address this gap the researchers collaborated with the City of Tempe, Arizona, USA to implement a program that addresses the respective sets of competencies and concepts in these fields. The question was asked how these competency sets and concepts can be integrated into one capacity building program to support collaboration across departments. The focus was on emergency management and sustainability competencies respectively, as a literature review revealed paucity of a resilience competency framework. Three capacity building trainings were implemented and competency development was evaluated using a pre-post survey and analysis of training interactions. The results show that: i) overall collaboration across departments was facilitated; ii) participants demonstrated sustainability and emergency management competencies in at least one of the three trainings, iii) participants were satisfied with the trainings individually and combined into one training program. The work concludes with recommendations to increase the development of collaborative competencies and to foster collaboration in practice in the long-term as part of “institutional work” in order to influence administrative structures as well.

A case study of collaborative disaster management in Malaysia.

Emergency management (EM) professionals play an integral role in preparing healthcare organizations for disasters but evidence of their pervasiveness in Canadian healthcare is limited. Through an exploratory Canada-wide survey of EM in healthcare organizations, we aim to develop understanding of the prevalence and effectiveness of the disaster preparedness activities enacted in preparation for COVID-19. The online survey generated 161 responses; 150 (93%) had EM responsibility. EM reported that reviewing infectious disease (pandemic) plans and protocols was the most widespread activity (82%), while simulation-based exercises was the least (26%). Organizational incident management response to COVID-19 was led by a sole ‘incident commander’ 61% of the time, while 39% of ‘incident commands’ were led by multiple individuals. Of all those assigned to lead IM, only 68% received training in that role. Overall, the prevalence of disaster preparedness activities in healthcare organizations was positively associated with leaders who received training in incident response and having a dedicated EM resource. Meanwhile, the overall effectiveness of activities was positively correlated with having a sole ‘incident commander’ and was found to improve as the overall prevalence of activities rose. The study provides strong evidence for regional, organizational, and EM resource variation in the delivery of disaster preparedness activities and training for leaders in Canadian healthcare. Hence, we recommend the creation of a national health emergency preparedness system which includes legislated standards and a national training centre to ensure Canadian healthcare is bolstered against future disasters including pandemics.

Canadian health emergency management professionals’ perspectives on the prevalence and effectiveness of disaster preparedness activities in response to COVID-19

PurposeSocial vulnerability in the context of disaster management refers to the sociodemographic characteristics of a population and the physical, social, economic, and environmental factors that increase their susceptibility to adverse disaster outcomes and capacity to anticipate, cope with, resist, and recover from disaster events. Because disasters do not impact people equally, researchers, public health practitioners, and emergency managers need training to meet the complex needs of vulnerable populations.Design/methodology/approachTo address gaps in current education, the CONVERGE initiative, headquartered at the Natural Hazards Center at the University of Colorado Boulder, developed the Social Vulnerability and Disasters Training Module. This free online course draws on decades of research to examine the factors that influence social vulnerability to disasters. Examples of studies and evidence-based programs are included to illuminate common methods for studying social vulnerability and ways that research can guide practice. To evaluate the module, all trainees completed a pre- and post-training questionnaire.FindingsBetween July 2019 and September 2021, 1,089 people completed the module. Wilcoxon signed rank tests demonstrated a significant perceived increase in self-rated knowledge, skills, and attitudes (KSA). Students, members of historically underrepresented populations, and those new to or less experienced in the field, had the greatest perceived increase.Practical implicationsThis training module can help participants understand the specific needs of socially vulnerable populations to help reduce human suffering from disasters.Originality/valueThis article describes a novel web-based training and offers evaluation data showing how it can help educate a broad hazards and disaster workforce on an important topic for disaster management.

Social vulnerability and disasters: development and evaluation of a CONVERGE training module for researchers and practitioners

Environmental emergency management is an important practical subject for local governments. Understanding the different dimensions of environmental emergency management capability is crucial for enabling a well-informed governance performance. Based on the crisis management 4R theory (comprising four stages: reduction, readiness, response and recovery), PPRR emergency management theory (emergency management is categorized into four stages: prevention, preparation, response and recovery), crisis life cycle theory and ISO 22320, this paper divided local government environmental emergency management capability into four dimensions of a dynamic pre–during–post process: preparedness, early warning, response and recovery. This paper applied a confirmatory factor analysis model to confirm the classification standards of the four capabilities, which are strongly correlated within environmental emergency management. We found that China’s local government environmental emergency management capability is generally at an upper-middle level, according to the empirical data. We also analyzed the regional differences in local government environmental emergency management capability across China and concluded that the environmental emergency management capability of local governments in the eastern region is higher than those in other regions. The capability levels in the central, western and northeastern regions are more similar to each other and show a decreasing distribution in the east–central–west–northeast region.

Empirical Evaluation of the Environmental Emergency Management Capability of Local Governments in China

The Next Generation Core Competencies (NGCC) guide the professional development of future emergency managers. Once familiar roles are evolving as the world grows more interdependent; at the same time, disaster risk factors are intensified by the changing interactions between the social, built, and physical environments. The updated edition of emergency management core competencies is particularly important for refining the trajectory of the emergency management discipline and developing capacities requisite to reducing disaster risk and building resilient communities in the midst of a turbulent, complex, and uncertain future. The NGCC project was a multiphase study conducted by a FEMA-sponsored focus group. Oriented toward future needs, the competencies have been built on the current emergency management competencies, a review of related competencies and global risk trends, a multiphase Delphi study, and wider emergency management community listening sessions. Behavioral anchors and key actions for measurement accompany the new core competencies. The overarching goal of the work is to establish the next generation emergency management core competencies, which are likely to underpin the emergency management workforce of 2030 and beyond. The 13 core competencies fall into three nested categories that are interrelated, but have attributes that build the individual, the practitioner, or relationships.
