This introductory essay looks back on the two decades since the journal Public Understanding of Science was launched. Drawing on the invited commentaries in this special issue, we can see narratives of continuity and change around the practice and politics of public engagement with science. Public engagement would seem to be a necessary but insufficient part of opening up science and its governance. Those of us who have been involved in advocating, conducting and evaluating public engagement practice could be accused of over-promising. If we, as social scientists, are going to continue a normative commitment to the idea of public engagement, we should therefore develop new lines of argument and analysis. Our support for the idea of public engagement needs qualifying, as part of a broader, more ambitious interest in the idea of publicly engaged science.

Why should we promote public engagement with science

: Citizen-science programs are often touted as useful for advancing conservation literacy, scientific knowledge, and increasing scientific-reasoning skills among the public. Guidelines for collaboration among scientists and the public are lacking and the extent to which these citizen-science initiatives change behavior is relatively unstudied. Over two years, we studied 82 participants in a three-day program that included education about non-native invasive plants and collection of data on the occurrence of those plants. Volunteers were given background knowledge about invasive plant ecology and trained on a specific protocol for collecting invasive plant data. They then collected data and later gathered as a group to analyze data and discuss responsible environmental behavior with respect to invasive plants. We tested whether participants without experience in plant identification and with little knowledge of invasive plants increased their knowledge of invasive species ecology, participation increased knowledge of scientific methods, and participation affected behavior. Knowledge of invasive plants increased on average 24%, but participation was insufficient to increase understanding of how scientific research is conducted. Participants reported increased ability to recognize invasive plants and increased awareness of effects of invasive plants on the environment, but this translated into little change in behavior regarding invasive plants. Potential conflicts between scientific goals, educational goals, and the motivation of participants must be considered during program design.

Knowledge Gain and Behavioral Change in Citizen‐Science Programs

This paper explores how people from low-income, minority ethnic groups perceive and experience exclusion from informal science education (ISE) institutions, such as museums and science centers. Drawing on qualitative data from four focus groups, 32 interviews, four accompanied visits to ISE institutions, and field notes, this paper presents an analysis of exclusion from science learning opportunities during visits alongside participants’ attitudes, expectations, and conclusions about participation in ISE. Participants came from four community groups in central London: a Sierra Leonean group (n = 21), a Latin American group (n = 18), a Somali group (n = 6), and an Asian group (n = 13). Using a theoretical framework based on the work of Bourdieu, the analysis suggests ISE practices were grounded in expectations about visitors’ scientific knowledge, language skills, and finances in ways that were problematic for participants and excluded them from science learning opportunities. It is argued that ISE practices reinforced participants preexisting sense that museums and science centers were “not for us.” The paper concludes with a discussion of the findings in relation to previous research on participation in ISE and the potential for developing more inclusive informal science learning opportunities.

"Not Designed for Us": How Science Museums and Science Centers Socially Exclude Low-income, Minority Ethnic Groups.

While theoretical work and empirical research have examined science policy-informing “dialogue events,” dialogue events that do not seek to inform public policy are under-theorized and under-researched, even though they are common and growing in popularity in the UK. We describe how, from a critical perspective, it may initially appear that such events cannot be justified without returning to the deficit model. But with this paper, we seek to open up a discussion about these non policy-informing events by arguing that there are in fact further ways to understand and frame them. We deliberately draw on different literatures and seek to make use of practitioner expertise within our discussion, in order to display several perspectives on the value of non-policy dialogue on science as sites of symmetrical individual or small-scale learning —rather than institutional learning—through social processes .

Such engagement is described as taking place within the context of a “new mood for dialogue” between scientific and technical experts and the public. Mechanisms to increase PEST have taken a number of forms.
