Multivariate assessment of droughts: Frequency analysis and dynamic return period
TL;DR: In this paper, a new concept of Dynamic Return Period, formulated using the theory of Copulas, and calculated via a Survival Kendall's approach, is introduced, which can be used to monitor the temporal evolution of a drought event, and to perform real time assessment.

Analytical derivation of rain intensity–duration–area–frequency relationships from event maxima
TL;DR: In this paper, the authors derived IDAF curves from the statistical properties of event maxima of rainfall intensity in area and duration, which are assumed scale invariant in time and space and Lognormal distributed, with a Poissonian chronology of rain events.

Multi-scale hydrological system-of-systems realized through WHOS: the brokering framework
TL;DR: The WMO Hydrological Observing System (WHOS) as discussed by the authors allows to discover and access historical and near real-time hydrological observations through the Discovery and Access Broker technology.
