The Environmental Protection Agency (EPA) provides access to information on a variety of topics related to the environment and strives to inform citizens of health risks. The EPA also has an extensive library network that consists of 26 libraries throughout the United States, which provide access to a plethora of information to EPA employees, scientists, and researchers. The EPA implemented a reorganization project to digitize their materials so they would be more accessible to a wider range of users, but this plan was drastically accelerated when the EPA was threatened with a budget cut. It chose to close and reduce the hours and services of some of their libraries. As a result, the agency was accused of denying users the “right to know” by making information unavailable, not providing an adequate strategic plan, and discarding vital materials. This case study explores the background of the digitization project, the practices implemented, and the critiques of the project.

We critically review recent literature on carbon storage and fluxes within natural and constructed freshwater wetlands, and specifically address concerns of readers working in applied science and engineering. Our purpose is to review and assess the distribution and conversion of carbon in the water environment, particularly within wetland systems. A key aim is to assess if wetlands are carbon sinks or sources. Carbon sequestration and fluxes in natural and constructed wetlands located around the world has been assessed. All facets of carbon (solid and gaseous forms) have been covered. We draw conclusions based on these studies. Findings indicate that wetlands can be both sources and sinks of carbon, depending on their age, operation, and the environmental boundary conditions such as location and climate. Suggestions for further research needs in the area of carbon storage in wetland sediments are outlined to facilitate the understanding of the processes of carbon storage and removal and also the factors that influence them.

Carbon Storage and Fluxes within Freshwater Wetlands: a Critical Review

Emergent plants used in free water surface constructed wetlands: A review

Purpose : Many agricultural and brownfield soils are polluted and more have become marginalised due to the introduction of new, risk-based legislation. The European Environment Agency estimates that there are at least 250,000 polluted sites in the member states that require urgent remedial action. There is also significant volumes of wastewaters and dredged polluted sediments. Phytotechnologies potentially offer a cost-effective in situ alternative to conventional technologies for remediation of low to medium-contaminated matrices, e.g. soils, sediments, tailings, solid wastes and waters. For further development, social and commercial acceptance, there is a clear requirement for up-to-date information on successes and failures of these technologies based on evidence from the field. This review reports the outcomes from several integrated experimental attempts to address this at both field and market level in the 29 countries participating in COST Action 859. Results and discussion : This review offers insight into the deployment of promising and emergent in situ phytotechnologies, for sustainable remediation and management of contaminated soils and water, that integrative research findings produced between 2004 and 2009 by members of COST Action 859. Many phytotechnologies are at the demonstration level, but relatively few have been applied in practice on large sites. They are not capable of solving all problems. Those options that may prove successful at market level are (a) phytoextraction of metals, As and Se from marginally contaminated agricultural soils, (b) phytoexclusion and phytostabilisation of metal- and As-contaminated soils, (c) rhizodegradation of organic pollutants and (d) rhizofiltration/rhizodegradation and phytodegradation of organics in constructed wetlands. Each incidence of pollution in an environmental compartment is different and successful sustainable management requires the careful integration of all relevant factors, within the limits set by policy, social acceptance and available finances. Many plant stress factors that are not evident in short-term laboratory experiments can limit the effective deployment of phytotechnologies at field level. The current lack of knowledge on physicochemical and biological mechanisms that underpin phytoremediation, the transfer of contaminants to bioavailable fractions within the matrices, the long-term sustainability and decision support mechanisms are highlighted to identify future R&D priorities that will enable potential end-users to identify particular technologies to meet both statutory and financial requirements. Conclusions : Multidisciplinary research teams and a meaningful partnership between stakeholders are primary requirements that determine long-term ecological, ecotoxicological, social and financial sustainability of phytotechnologies and to demonstrate their efficiency for the solution of large-scale pollution problems. The gap between research and development for the use of phytoremediation options at field level is partly due to a lack of awareness by regulators and problem owners, a lack of expertise and knowledge by service providers and contractors, uncertainties in long-term effectiveness and difficulties in the transfer of particular metabolic pathways to productive and widely available plants. Networks such as COST Action 859 are highly relevant to the integration of research activity, maintenance of projects that demonstrate phytoremediation at a practical field scale and to inform potential end-users on the most suitable techniques. Biomass for energy and other financial returns, biodiversity and ecological consequences, genetic isolation and transfer of plant traits, management of plant-microorganism consortia in terrestrial systems and constructed wetlands, carbon sequestration and soil and water multi-functionality are identified as key areas that need to be incorporated into existing phytotechnologies.

Successes and limitations of phytotechnologies at field scale: outcomes, assessment and outlook from COST Action 859

There is growing awareness in Europe of the importance of ponds, and increasing understanding of the contribution they make to aquatic biodiversity and catchment functions. Collectively, they support considerably more species, and specifically more scarce species, than other freshwater waterbody types. Ponds create links (or stepping stones) between existing aquatic habitats, but also provide ecosystem services such as nutrient interception, hydrological regulation, etc. In addition, ponds are powerful model systems for studies in ecology, evolutionary biology and conservation biology, and can be used as sentinel systems in the monitoring of global change. Ponds have begun to receive greater protection, particularly in the Mediterranean regions of Europe, as a result of the identification of Mediterranean temporary ponds as a priority in the EU Habitats Directive. Despite this, they remain excluded from the provisions of the Water Framework Directive, even though this is intended to ensure the good status of all waters. There is now a need to strengthen, develop and coordinate existing initiatives, and to build a common framework in order to establish a sound scientific and practical basis for pond conservation in Europe. The articles presented in this issue are intended to explore scientific problems to be solved in order to increase the understanding and the protection of ponds, to highlight those aspects of pond ecology that are relevant to freshwater science, and to bring out research areas which are likely to prove fruitful for further investigation.

The ecology of European ponds: defining the characteristics of a neglected freshwater habitat

The free surface flow Integrated Constructed Wetlands (ICW) concept explicitly combines the objectives of cleansing and managing water flow from farmyards with that of integrating the wetland infrastructure into the landscape and enhancing its biological diversity. This leads to system robustness and sustainability. Hydraulic dissipation, vegetation interception, and evapotranspiration create an additional freeboard at the outlet of each wetland segment and at the point of discharge, thus enhancing hydraulic residence time and cleansing capacity during hydraulic fluxes. The principal design criteria leading to adequate effluent water quality (i.e., molybdate reactive phosphorus less than 1 mg/1) from ICW are that the wetland area needs to be sized by a factor of at least 1.3 times the farmyard area and the aspect ratio for the individual wetland segments (i.e., approximately four cells) needs to be less than 1:2.2 (width to length). Within a year of ICW commissioning, approximately 75% of farmyard runoff was intercepted, leading to improvements in the receiving surface waters of the catchment. Most of the recorded phosphate concentrations after ICW treatment agreed with the Irish Urban Wastewater Treatment Regulation 2001, which can be used as a benchmark to assess ICW treatment performance and which is usually applied unofficially to ICW even if it may appear to be too stringent. A case study of 13 ICW systems suggested that phosphorus exported from an ICW system was similar to the typical background concentrations of phosphorus export rates from land to water.

It may be necessary to use constructed wetlands as a land use practice to mitigate phosphorus (P) loss from agriculture in Ireland. The objectives of this study were to determine the ability of two constructed wetland site soils to retain and sorb P. Intact soil/water column studies were used to determine P release/retention rates during a 30-day incubation period. Soil columns flooded with distilled water released P during the first 2 days; however, soluble reactive P (SRP) concentrations in overlying floodwaters decreased thereafter. Soils with overlying floodwaters spiked at 5 and 15 mg SRP L(-1) retained highest amounts of P (p < 0.05) with retention at these concentrations controlled by SRP in overlying waters. Retention rates by soils ranged between 0.3 and 60.9 mg Pm(-2) d(-1). Maximum P sorption capacity (Smax) was higher for wetland soils at Dunhill, Waterford (1464 mg P kg(-1)) in comparison to soils at Johnstown Castle, Wexford (618 mg P kg(-1)). Equilibrium P concentrations (EPC0) were low (in the microg SRP L(-1) range), indicating a high capacity of these soils to sorb P. Phosphorus sorption parameters were significantly related to ammonium oxalate extractable aluminium (Al) and iron (Fe) content of soils.
