The Production of Space

The challenges of adopting agile software development methods vary from one context to another. This work investigates how the European and Asian cultural backgrounds may impact agile practices adoption. The focus is on three countries: Belgium, Malaysia and Singapore. We gathered data about practices, challenges and impediments encountered by software development teams from interviews of 19 practitioners and two agile software development events (discussion groups). The results of the analysis are prioritized and discussed using the Hofstede Model for national cultures comparison. The identified hypotheses can serve as a guidance for contextual agile practices improvement. The results need to be considered carefully since more empirical data are required to confirm the practitioners' opinion. In fact, studying socio-cultural differences is sensitive. Yet such information may be valuable for onshore teams (culturally homogeneous) as well as teams working on globally distributed projects.

Agile cultural challenges in Europe and Asia: insights from practitioners

Over the last years, geospatial web platforms, social media, and volunteered geographic information (VGI) have opened a window of opportunity for traditional Public Participatory GIS (PPGIS) to usher in a new era. Taking advantage of these technological achievements, this paper presents a new approach for a citizen-orientated framework of spatial planning that aims at integrating participatory community work into existing decision-making structures. One major cornerstone of the presented approach is the application of a social geoweb platform (the GeoCitizen platform) that combines geo-web technologies and social media in one single tool allowing citizens to collaboratively report observations, discuss ideas, solve, and monitor problems in their living environment at a local level. This paper gives an account of an ongoing participatory land-zoning process in the Capital District of Quito, Ecuador, where the GeoCitizen platform is applied in a long-term study.

The GeoCitizen-approach: community-based spatial planning – an Ecuadorian case study

The continuous development of Spatial Data Infrastructures SDI provides a favourable context for environmental management and planning. However, it appears that the actual contribution of SDIs should also depend on the correlation between users’ expectations and the services delivered to them. Several studies have addressed some organizational, methodological and technological aspects of the development of SDIs. However, only a few studies have, to the best of our knowledge, studied SDI use at large. This article introduces a methodological approach oriented towards the study of the relationship between SDIs and the users interacting with them as part of their professional practices. Our study is applied to coastal zone management and planning in France. This approach combines structural and data flow modelling. The former is based on Social Network Analysis SNA and the latter on Data Flow Diagrams DFD. This modelling approach has been applied to an online questionnaire and semi-structured interviews. The results identify the SDIs, geographical data flows and institutional levels implied in French coastal zone management and planning.

A modelling framework for the study of Spatial Data Infrastructures applied to coastal management and planning

Based on the idea of Spatial Citizenship, which endeavours to promote individuals' maturity and participation in the geospatial society, we focus on teachers' competence in the field of Geographic Information Systems (GIS) teaching and learning. By employing methods of qualitative social research, we have determined the dimensions and structures of Spatial Citizenship competence which, in turn, were used to create a Spatial Citizenship competence model for teacher education and training. In light of the derived competence framework, we argue for a shift in learning with GIS from the expert-based view to the everyday non-expert use of digital geomedia.

User-Centred Map Applications Through Participatory Design: Experiences Gained During the ‘YouthMap 5020’ Project

How is the Googlization of space, people and things affecting the production and dissemination of knowledge within society? Which spatial patterns characterize the searching and finding of information on the Web, and vice versa? Beyond doubt, the spreading GeoWeb in general and the user-driven production of geo-referenced information in particular, has pluralized the representation of spatial conceptions in global networks of communication. But it has also created a domain of scarcity within digital information. Increasingly, the Web – which once held the promise of unimpeded access to the wide world – is beginning to segment our view of the world through social and spatial filtering, with implica­tions for various societal action fields. On the one hand we are dealing with a ‘Backend Googlization’ through the way localization technologies profile countries, cultures and communities, but on the other, we are dealing with user practices that are changed by ‘Frontend Googlization,’ created through individual appropriation of new geomedia technologies.The aim of this discussion paper is firstly to provide an overview of current georeferencing and localization services, and secondly to introduce and discuss their appropriation practices and their role in the societal processes of the creation of order and institutionalized arrangements. To this end, the paper takes geomedia to be an integral part of the everyday constitution of reality that renews the relationship between the Web and the social ground. It argues that the role of geomedia in the processes of the creation of order (within and through the Web) is constituted through specific production and consumer practices. This conceptualization of geomedia as cultural products distinguishes the paper from already existing research projects in the fields of media studies, geography, and critical GIS/cartography. Finally, relevant policy areas are deduced from the interlocking description of practices and social impacts of geomedia technologies. The consequences of the analyzed Googlization of space for social and political spheres of activity are as follows. First, we can recognize a repersonalization of the Internet, through the mobilization of media, but also through the ever greater importance of social networks. Both of these factors are increasingly turning the public space into a semi-public, more and more privatized and personalized space. This development is strengthened by the currently favored political efforts at regulation, in that all geographic location data are allocated the same protection rights as any other type of personal data. Secondly, we can detect a reterritorialization of the Internet, in that ever more contents are being georeferenced, either through cartographic visualization (GeoWeb), or through adaption to the geographical origin of the IP address (geotargeting). Space is thus becoming classifiable sociologically and available for exploitation economically. In this case, mobile Internet applications, which can be located per se and thus can permanently provide us with a ‘sense of space,’ are acting as an additional catalyst. Both developments, that of repersonalization and that of reterritorialization, are making the Internet less and less of a virtual reality. Instead, they lead to more calculable Web practices and therefore a more account-able Web: a medium that is at once ‘able to give account of’ and ‘able to be accounted for’ with reference to social action.

During recent years spatial data infrastructure (SDI) concepts have developed towards user-centered initiatives, whose creation is strongly driven by user requirements. Closely related to (user-centric) SDIs is the vision of spatially enabled societies where access to and use of spatial data is regarded as relevant support for everyone to organize their activities. Both user-centric SDI models and the concept of spatially enabled societies focus on large and diverse user communities encompassing, besides public and private sector organizations, the general public as well. Although the benefits of spatial data use for professional reasons are widely recognized, awareness of the potential advantages for private life such as activities related to citizenship (civic duties and rights) has only recently been raised. Nevertheless, most citizens, as non-professionals regarding spatial data use, face difficulties when carrying out tasks related to the use of resources provided by a SDI. While capacity building is a long-established feature to ensure effective use by professionals, the need for citizens’ spatial education has lately become an important consideration. This asks, on the one hand, for the specification of skills and competencies required on the part of citizens to open up opportunities to benefit from SDIs and on the other hand, suitable education initiatives addressing the general public. Therefore, this paper argues that “Spatial Citizenship” seems to be an appropriate education approach to train user groups as pupils/ students and adults (non-GI professionals), who demand for different education initiatives adjusted to their particular situation.
