Before the Primary: Party Participation in Congressional Nominating Processes

This article provides a theoretical framework for analyzing the recruitment and selection of legislative candidates in Latin America. It argues that political recruitment and candidate selection are undertheorized for Latin America yet have determinative impacts on political systems, often overriding the influence of more commonly studied institutional variables. The article elucidates a typology of legislative candidates based on the legal and party variables that lead to the emergence of particular selection methods, as well as the patterns of loyalty generated by those methods. It analyzes the recruitment and selection processes as independent and dependent variables, underscoring the significant effect these procedures have on the incentive structure and subsequent behavior of legislators. Those factors, in turn, have important consequences for democratic governability and the performance of presidentialism.

Candidate Recruitment and Selection in Latin America: A Framework for Analysis

A long-standing line of inquiry in legislative research has dealt with the social backgrounds, recruitment, and career experiences of legislators. This review essay begins by considering the ways in which opportunities to serve in a legislative assembly are distributed in a variety of societies. It then reviews studies of the motives, incentives, and goals of persons seeking legislative offices, and assesses the relationship between the opportunity to serve as a legislator and the desire to do so. Next it considers the processes through which people become members of legislative assemblies, especially contrasting the United States with non-American systems. Finally, the essay takes stock of research on the careers of legislators, and notes findings on the professionalization of the legislative career. Who belongs to legislative assemblies and how they got there are questions which have attracted the attention of a wide variety of scholars. Researchers interested in political elites, in social stratification, in the political role of personality, in the processes of modernization, and many other large matters have studied the backgrounds and careers of legislators. And next to college sophomores, legislators may be the most accessible subjects for social science research around. The result is a large amount of research which seems, on its face, to have little to say to students of legislative institutions. Legislative Recruitment And Legislative Careers

Employing data from a survey of state legislators in Connecticut, Pennsylvania, and Washington, this article assesses the effects of different systems of nomination on the overlap of public (governing) and party elites. The extent of the overlap of political leadership in these two arenas is found to vary systematically with the degree of "open ness," or access, of nonparty forces to the nominating process. The links between the nature of the nominating system and indicators of elite overlap remain strong even after controls for demographic and interparty competitive factors are introduced. The results indicate that the nomination aspect of the political environment has effects on the struc tures and processes of the political parties that should neither be underestimated nor overlooked in future analyses.
