The British Commonwealth and Victory in the Second World War

The inter-war years are a nomansland in the history of British decolonization. Conventional as it is to see the first World War as a great watershed in British imperial history, separating the era of strength and success from the age of decline and dissolution, it remains difficult to show conclusively that the disintegration of the imperial system had become inevitable before the second World War. Yet historians have felt instinctively that after 1918 much of the crude self-confidence had drained out of British imperialism. The age when Curzon could proclaim heroically that ‘efficiency of administration is in my view a synonym for the contentment of the governed’; when Cromer could lecture the khedive of Egypt like a schoolboy; or when Milner could set out to demolish everything that preserved a separate identity to the Afrikaners, appears in striking contrast to the post-war era when statesmen spoke the language of trusts and mandates, genuflected before the image of self-determination and claimed that self-government was the ultimate purpose of colonial rule. But for all the piety of its new principles, post-war imperial policy seemed strangely reluctant to liberate Britain's dependencies or hold out firm promises of independence; and the imperial government periodically repressed its recalcitrant subjects with a vigour and efficiency that would have impressed Lord Kitchener.

Imperialism in Decline? Tendencies in British Imperial policy between the wars

Given the low standard of contact between environmental and military historians, it is unsurprising, if regrettable, that the relationship between military activity and natural landscapes in Canada has received minimal scholarly attention. This paper seeks to open space for such an environmental history of militarism and militarization. Focusing on the Cold War and its aftermath, the essay documents the history of military activity on Canadian soil, with an emphasis on the North, specifically examining a set of crucial projects and operations that redefined not only physical terrain but associated imaginative understandings of nature. The history of Cold War Canada is littered with suitable examples, from early military exercises and the construction of the Distant Early Warning (DEW) radar line to more recent missile tests and low-level training flights. While it is crucial that these are understood in environmental terms, a genealogy of military activity in the Canadian North reveals changing and at times contrasting approaches to the military-environment relationship. Equally, however, as northern nature was viewed through a series of shifting strategic perspectives, it remained a target of state-driven modernization linked consistently to military objectives.

AN EMBASSY EXPRESSES the internal unity and coherence of a country in its relations with other powers. As long as the components of a given country accept its diplomatic service and services as their spokesmen and channels, foreigners are, by the prescriptions of international law, obliged to follow suit.
