This book by a teacher of statistics (as well as a consultant for \"experimenters\") is a comprehensive study of the philosophical background for the statistical design of experiment. It is necessary to have some facility with algebraic notation and manipulation to be able to use the volume intelligently. The problems are presented from the theoretical point of view, without such practical examples as would be helpful for those not acquainted with mathematics. The mathematical justification for the techniques is given. As a somewhat advanced treatment of the design and analysis of experiments, this volume will be interesting and helpful for many who approach statistics theoretically as well as practically. With emphasis on the \"why,\" and with description given broadly, the author relates the subject matter to the general theory of statistics and to the general problem of experimental inference. Purpose
Good background data are an important requirement in LCA. Practitioners generally make use of LCI databases for such data, and the ecoinvent database is the largest transparent unit-process LCI database worldwide. Since its first release in 2003, it has been continuously updated, and version 3 was published in 2013. The release of version 3 introduced several significant methodological and technological improvements, besides a large number of new and updated datasets. The aim was to expand the content of the database, set the foundation for a truly global database, support regionalized LCIA, offer multiple system models, allow for easier integration of data from different regions, and reduce maintenance efforts. This article describes the methodological developments.

Many environmental problems can be directly related to flows of substances, materials and products through the economy. Several methods have been developed to study such flows, but these include no description of economic mechanisms (allocation, optimisation, substitution) or costs and benefits. Economic models, on the other hand, have focused mainly on abstract externalities and do not explicitly describe the flows and transformation of materials. Some form of integration of these two classes of model thus seems desirable.

In het kader van de lopende discussie over de bestrijding van onkruid op verharde oppervlakken
heeft het Ministerie van Infrastructuur en Milieu gevraagd om een “LCA-quickscan” over dit
onderwerp uit 2012 nader te beschouwen. Het gaat om de studie die door N. Jonkers van IVAM
in opdracht van Plant Research International (PRI) is geschreven.
Deze review gaat in op twee aspecten:
• Wat is de waarde van een levenscyclusanalyse (LCA) voor de beoordeling van
onkruidbestrijdingstechnieken?
• In hoeverre biedt de gerapporteerde LCA-quickscan bruikbare aanknopingspunten?
In de review wordt dus niet ingegaan op de correctheid van de getallen en aannames voor wat
betreft de diverse technieken voor onkruidbestrijding. Wel wordt er stilgestaan bij de vraag wat
de waarde van een LCA en van een quickscan is, los van de kwaliteit van IVAM’s rapport.
Het antwoord op de eerste vraag luidt als volgt. LCA is een methode om de milieueffecten van
producten en diensten over de gehele keten in beeld te brengen. Een LCA brengt nuttige
inzichten naar voren over verborgen knelpunten op verschillende plaatsen in de keten, waarbij
bovendien verschillende typen milieueffecten tegen elkaar afgewogen kunnen worden. Een LCA
gaat echter niet in op lokale actuele effecten, zoals normoverschrijdingen en risico’s. Juist bij een
studie over onkruidbestrijding, waarbij toxische effecten zowel onderling als in relatie tot niettoxische
effecten beoordeeld moeten worden, is de afweging tussen lokale actuele effecten en
potentiele effecten in de keten van centraal belang. Een LCA alleen biedt een te beperkte blik
voor het onderhavige onderwerp. Lokale actuele effecten zijn het domein van risicoanalyse (RA).
Een aanvullende RA moet daarom als een parallel traject worden uitgevoerd. Nadrukkelijk wordt
dus geconcludeerd dat een RA alleen onvoldoende is, omdat er dan eenzijdig gefocust wordt op
de risico’s van gif voor drinkwater en ecosystemen. Maar een LCA alleen is evenmin voldoende.
De problematiek van onkruidbestrijding rechtvaardigt een uitputtende analyse, waarbij de lokale
milieueffecten met een RA en de milieueffecten over de keten met een LCA worden berekend.
Het antwoord op de tweede vraag is moeilijker te formuleren. De review heeft zich gericht op de
volgende aspecten:
• conformiteit met de algemeen geaccepteerde principes in LCA (critical review,
volledigheid en helderheid);
• gegevens, aannames en rekenstappen (software, gegevens en weging);
• resultaten en discussie;
• herberekening en analyse.
De quickscan is – tegen de gebruiken en ISO-normen in – nauwelijks gereviewed, en er zijn geen
stakeholders bij betrokken geweest. Op veel punten is de studie onvolledig gerapporteerd. Voor
deze complexe materie is een quickscan duidelijk niet genoeg. Verder zijn veel gegevens door de
opdrachtgever aangeleverd, iets dat voor een bedrijfsinterne analyse prima is, maar dat voor een
openbare vergelijkende studie niet volstaat. Dankzij de bereidwillige medewerking van de auteur
van de quickscan kon de reviewer een aantal berekeningen controleren en een aantal nadere
analyses uitvoeren. Hieruit komt naar voren dat er een aantal merkwaardige elementen in de

studie zitten, onder meer wat betreft karakterisering en weging, maar dat geen enkele van deze
dubieuze punten geisoleerd bezien veel invloed heeft op het resultaat van de studie. Wel zou het
beeld kunnen wijzigen wanneer er op meerdere fronten duidelijk andere technieken gebruikt
zouden worden.
Met een meer gedetailleerde analyse, waarbij verschillende karakterisatie- en weegmethoden
gebruikt worden en de basisgegevens en aannames aan stakeholders voorgelegd worden, kan een
beter beeld verkregen, dat tegelijkertijd robuuster is en op een breder draagvlak kan bogen. De
quickscan van IVAM laat vooral zien dat de problematiek van de vergelijking van
onkruidbestrijdingsmethoden een dergelijke gedetailleerde analyse verdient.

Omstreden bestrijding- Een review van IVAM’s “LCA-quickscan vergelijking onkruidbestrijdingsmethoden” en van het gebruik van LCA’s en quickscans

Abstract Purpose When resources are extracted and used by society, they are not necessarily lost for future generations. Therefore, recent publications on impact assessment of abiotic resource use in life cycle assessment focus on a decreased accessibility of resources due to dissipation, rather than depletion. In a previous study, dissipation was defined as a function of the global change in accessible stock due to human actions, and the global amount of the accessible stock, assuming a very long-term time perspective (more than 500 years). In this paper, a short-term time perspective (25 years) is adopted. Methods The same generic characterization model is used, but different choices are outlined to derive characterization factors for a short-term perspective (25 years). To illustrate how the short term might be approached, a preliminary set of characterization factors is developed, based on assumptions and estimates. Results The problem of resource use is defined as follows: the decrease of accessibility on a global level of primary and/or secondary elements over the short term due to the net result of compromising actions (i.e., emissions, dissipation in the technosphere, occupation in use, and exploration for new stocks). Characterization factors are derived based on assumptions, like the following: the accessible stock is based on present estimates of accessible stocks in the environment and the technosphere; estimates of accessible stocks in the technosphere are based on past extractions and generic recycling rates; all flows that are presently not recycled are assumed to be inaccessible. Finally, weighting between elements and the functions they have for the present society is based on the added value of the economic sector that is affected due to the decreased accessibility. Discussion and conclusion A preliminary set of characterization factors is proposed for 55 elements. They assess the impact of the present use of resources on the decreased accessibility in the short term due to emissions and dissipation in the technosphere. However, calculation of impact category scores is still hampered by a lack of appropriate data for dissipative flows in life cycle inventory databases. The presented calculations are based on several simplifications and proxies. A more detailed distinction of dissipative flows and estimates of stocks in the technosphere may be possible based on (dynamic) SFA modelling of elements in different applications. To derive a more mature set of characterization factors, it is recommended to use the presented model as a basis and further elaborate or replace the proxies.
