Whether holding resources in excess of what is needed to sustain routine operations (i.e., having slack) increases or decreases firm performance is a question of ongoing interest to management scholars. We contribute to existing theory by arguing that human resource slack generally decreases a firm's performance but that holding excess numbers of employees who possess important tacit knowledge that is specific to firms may benefit the firm. We find that the value of these excess resources increases as firms face competitive pressures and decreases when firms' operational choices facilitate the standardization of workflows. We obtain initial empirical evidence for our predictions by testing them on a novel dataset comprising six years of data for 4,070 manufacturing plants in Mexico.

The purpose of this article is to demonstrate that a low-budget information system using knowledge bases can be developed and adopted in a manufacturing firm to improve the productivity of the organization. The automotive industry uses complex software systems to perform product engineering at all stages of the production process, from conceptual design to manufacture. For each of these stages, different software tools of great complexity are employed, and the people using these tools need constant support in order to continue being productive even when problems arise with the software they are using. Given the amount and variety of queries made by product engineering personnel to the software support staff, said staff can benefit from a software tool that stores their expertise for reuse and can be queried in order to generate quick solutions to problems with product engineering software. In this article, we describe an information system that uses these ideas related to case-based reasoning in order to flexibly and efficiently reply when problem situations are encountered by the product engineering staff of a major automobile manufacturer. This setup can relieve some of the burden placed on the software support staff and reduce their response time. The information system resulted from a collaboration between a large multinational company and our university, specifically its undergraduate computer engineering students, benefitting all parties involved in the project and helping in the development of our country, Mexico. © 2007 Wiley Periodicals, Inc.

El objetivo del articulo es establecer un perfil inicial de las empresas multinacionales en Mexico,
centrandose en algunos aspectos laborales y sindicales, como un primer avance de los resultados
de un proyecto de investigacion empirica sobre las practicas de recursos humanos en este tipo
de empresas. Este estudio forma parte de una red academica que ha realizado simultaneamente
este tipo de trabajo en otros ocho paises. En los analisis se busca establecer diferentes comportamientos
de las empresas en funcion de su pais de origen, sector de actividad y tamano de
empleo. En general, se puede advertir en los resultados esa heterogeneidad, aunque en algunos
aspectos especificos, mas bien existe un comportamiento homogeneo. Se espera que los resultados
de los analisis presentados favorezcan la discusion sobre el papel de las multinacionales en
Mexico, a fin de contribuir a un conocimiento cada vez mas profundo sobre el tema, particularmente
por su gran importancia en el empleo.

Purpose: This study analyzes the current situation on the knowledge and use of Industry 4.0-related technologies of specialized human resources (SHR), mainly engineers from seven industries in Baja California, Mexico. Methodological design: Based on an online survey of 164 SHR employees in seven industries (automotive, aerospace, electronics, medical devices, plastics, metalworking and technical and technological services), respondents' opinions of their knowledge of I4.0-associated technologies and their level of application in the companies where respondents work were analyzed. Results: From the assumptions raised, it is observed that the majority, both interviewees and companies, have a low level of knowledge and implementation of I4.0 technologies. Tangible technologies, with less complexity and less novel than I4.0, is where SHR have the greatest knowledge and are widely used in companies. The automotive industry did not turn out to have the highest level of knowledge or implementation as expected.  Research limitations: This is a perception survey. Findings: A relevant theoretical and practical implication of the study is the following: Baja California has a long tradition of export industrialization; however, achieved learning can contribute to the development of new skills. The capabilities achieved are not sufficient to adopt technologies associated with I4.0 since they are of a different nature than previous technologies.
