Increasing complexity of power grids, growing demand, and requirement for greater reliability, security and efficiency as well as environmental and energy sustainability concerns continue to highlight the need for a quantum leap in harnessing communication and information technologies. This leap toward a ?smarter? grid is widely referred to as ?smart grid.? A framework for cohesive integration of these technologies facilitates convergence of acutely needed standards, and implementation of necessary analytical capabilities. This paper critically reviews the reliability impacts of major smart grid resources such as renewables, demand response, and storage. We observe that an ideal mix of these resources leads to a flatter net demand that eventually accentuates reliability challenges further. A gridwide IT architectural framework is presented to meet these challenges while facilitating modern cybersecurity measures. This architecture supports a multitude of geographically and temporally coordinated hierarchical monitoring and control actions over time scales from milliseconds and up.

In this paper, we review the functions and architectures of control centers: their past, present, and likely future. The evolving changes in power system operational needs require a distributed control center that is decentralized, integrated, flexible, and open. Present-day control centers are moving in that direction with varying degrees of success. The technologies employed in today's control centers to enable them to be distributed are briefly reviewed. With the rise of the Internet age, the trend in information and communication technologies is moving toward Grid computing and Web services, or Grid services. A Grid service-based future control center is stipulated.

Power System Control Centers: Past, Present, and Future

This paper develops a systematic procedure of designing a centralized damping control system for power grid interarea oscillations putting emphasis on the signal selection and control system structure assignment. Geometric measures of controllability/observability are used to select the most effective stabilizing signals and control locations. Line power flows and currents are found to be the most effective input signals. The synthesis of the controller is defined as a problem of mixed H 2/H infin output-feedback control with regional pole placement and is resolved by the linear matrix inequality (LMI) approach. A tuning process and nonlinear simulations are then used to modify the controller parameters to ensure the performance and robustness of the controller designed with linear techniques. The design process is tested on the New England 39-bus ten-machine system.

Design of Wide-Area Damping Controllers for Interarea Oscillations

This paper reports on the development and subsequent use of the electric power and communication synchronizing simulator (EPOCHS), a distributed simulation environment. Existing electric power simulation tools accurately model power systems of the past, which were controlled as large regional power pools without significant communication elements. However, as power systems increasingly turn to protection and control systems that make use of computer networks, these simulators are less and less capable of predicting the likely behavior of the resulting power grids. Similarly, the tools used to evaluate new communication protocols and systems have been developed without attention to the roles they might play in power scenarios. EPOCHS integrates multiple research and commercial off-the-shelf systems to bridge the gap.

As background, we describe frequently used feedforward wide-area discontinuous power system stability controls. Then we describe online demonstration of a new response-based (feedback) Wide-Area stability and voltage Control System (WACS). The control system uses powerful discontinuous actions for power system stabilization. The control system comprises phasor measurements at many substations, fiber-optic communications, real-time deterministic computers, and transfer trip output signals to circuit breakers at many other substations and power plants. Finally, we describe future development of WACS. WACS is developed as a flexible platform to prevent blackouts and facilitate electrical commerce.
