The key drivers for the changes in global water scarcity: Water withdrawal versus water availability

ABSTRACT Cropland redistribution to marginal land has been reported worldwide; however, the resulting impacts on environmental sustainability have not been investigated sufficiently. Here we investigated the environmental impacts of cropland redistribution in China. As a result of urbanization-induced loss of high-quality croplands in south China (∼8.5 t ha–1), croplands expanded to marginal lands in northeast (∼4.5 t ha–1) and northwest China (∼2.9 t ha–1) during 1990–2015 to pursue food security. However, the reclamation in these low-yield and ecologically vulnerable zones considerably undermined local environmental sustainability, for example increasing wind erosion (+3.47%), irrigation water consumption (+34.42%), fertilizer use (+20.02%) and decreasing natural habitats (−3.11%). Forecasts show that further reclamation in marginal lands per current policies would exacerbate environmental costs by 2050. The future cropland security risk will be remarkably intensified because of the conflict between food production and environmental sustainability. Our research suggests that globally emerging reclamation of marginal lands should be restricted and crop yield boost should be encouraged for both food security and environmental benefits.

Cropland redistribution to marginal lands undermines environmental sustainability

Achieving food-system sustainability is a multidimensional challenge. In China, a doubling of crop production since 1990 has compromised other dimensions of sustainability1,2. Although the country is promoting various interventions to enhance production efficiency and reduce environmental impacts3, there is little understanding of whether crop switching can achieve more sustainable cropping systems and whether coordinated action is needed to avoid tradeoffs. Here we combine high-resolution data on crop-specific yields, harvested areas, environmental footprints and farmer incomes to first quantify the current state of crop-production sustainability. Under varying levels of inter-ministerial and central coordination, we perform spatial optimizations that redistribute crops to meet a suite of agricultural sustainable development targets. With a siloed approach—in which each government ministry seeks to improve a single sustainability outcome in isolation—crop switching could realize large individual benefits but produce tradeoffs for other dimensions and between regions. In cases of central coordination—in which tradeoffs are prevented—we find marked co-benefits for environmental-impact reductions (blue water (−4.5% to −18.5%), green water (−4.4% to −9.5%), greenhouse gases (GHGs) (−1.7% to −7.7%), fertilizers (−5.2% to −10.9%), pesticides (−4.3% to −10.8%)) and increased farmer incomes (+2.9% to +7.5%). These outcomes of centrally coordinated crop switching can contribute substantially (23–40% across dimensions) towards China’s 2030 agricultural sustainable development targets and potentially produce global resource savings. This integrated approach can inform feasible targeted agricultural interventions that achieve sustainability co-benefits across several dimensions. Spatial optimizations of high-resolution data from China on crop-specific yields, harvested areas, environmental footprints and farmer incomes shows that crop switching can enhance environmental sustainability and farmer incomes, and contribute substantially towards China’s agricultural sustainable development targets.

Increased human water use combined with climate change have aggravated water scarcity from the regional to global scales. However, the lack of spatially detailed datasets limits our understanding of the historical water use trend and its key drivers. Here, we present a survey-based reconstruction of China’s sectoral water use in 341 prefectures during 1965 to 2013. The data indicate that water use has doubled during the entire study period, yet with a widespread slowdown of the growth rates from 10.66 km3⋅y−2 before 1975 to 6.23 km3⋅y−2 in 1975 to 1992, and further down to 3.59 km3⋅y−2 afterward. These decelerations were attributed to reduced water use intensities of irrigation and industry, which partly offset the increase driven by pronounced socioeconomic development (i.e., economic growth, population growth, and structural transitions) by 55% in 1975 to 1992 and 83% after 1992. Adoptions for highly efficient irrigation and industrial water recycling technologies explained most of the observed reduction of water use intensities across China. These findings challenge conventional views about an acceleration in water use in China and highlight the opposing roles of different drivers for water use projections.
