This book has been written at a crucial time in global history in general and
African history in particular. On the one hand, the history is dominated by
a climate of interventionist global neoliberal imperialism which increasingly
manifests its violent character through the military invasion of Iraq,
bombardment of Libya, imposition of sanctions on Zimbabwe and military
invasion of Afghanistan. Violent invasions of weaker countries by the United
States of America (USA) and its North Atlantic Treaty Organization (NATO)
partners, are often justified as humanitarian interventions to introduce
democracy and human rights, dethrone dictators, eradicate terrorism and
restore order within those states characterized by United States as outposts
of tyranny and part of ‘the axis of evil’. But the military interventions,
rhetorically premised on the noble ‘right to protect’, seem to be selective and
guided by the West’s permanent strategic interests rather than genuine global
humanitarian concerns.
On the other hand, there was the unexpected outbreak of popular uprisings
in North Africa that have resulted in the collapse of dictatorial regimes in
Tunisia and Egypt, and the aerial bombardment of Libya by NATO-led forces
in support of an onslaught by disparate opposition groups that culminated in
the overthrow of Colonel Muammar Gaddafi’s 42-year iron rule and his death.
These new developments in global history have provoked animated debates
with some scholars like David Harvey (2003, 2007) and Ellen Meiksin Wood
(2003) raising issues of the spectre of ‘new imperialism’ that is involving
new players from East and South-East Asia. Some left-leaning scholars have
concluded that we are living in a new world of ‘universal capitalism in which
capitalist imperatives are universal instruments of capitalist domination’. They
see this development as a very recent phenomenon (Wood 2003: 127).

Participation in organized violent collective action against a government carries significant penalties should one be apprehended. Further, because such actions generally pursue collective goods, the participants will receive that good (if the action is successful) regardless of whether they participate. The free-rider hypothesis suggests that rational people will forego partici pation in large "N" collective action, unless they receive side payments of some kind. Yet, large numbers of people have periodically engaged in the type of behavior the free-rider hypothesis suggests they would not. This essay examines the solutions to this apparent paradox that have been pro posed in the literature and asks whether there has been any progress or cumulation of knowledge. Using Lakatosian criteria to evaluate this research program, the essay contends that there has indeed been progress. The Analytic Hierarchy Process (AHP) is a theory of measurement. When applied in decision‐making, it assists one to describe the general decision operation by decomposing a complex problem into a multi‐level hierarchic structure of objectives, criteria, subcriteria and alternatives. The AHP provides a fundamental scale of absolute magnitudes to represent judgments in the form of paired comparisons. A ratio scale of relative magnitudes expressed in priority units is then derived from each set of comparisons. An overall ratio scale of priorities is synthesized to obtain ranking of the alternatives. What is illustrated here is an application of the AHP to a retributive ongoing conflict in which the parties maximize both their benefits from and costs to the opponent. Using the AHP, benefit and cost hierarchies are constructed for the parties, four for each, involving actual and perceived benefits and costs of concessions. Similarly, a mediator must construct his own hierarchies to evaluate and propose changes in judgments and new concessions to improve an impasse in negotiation.

Minor, but relevant, reasons for dissatisfaction are provided by Onyioha's style. The book is replete with repetitions, questionable assertions, specious logic, and self-aggrandizing statements. There is too much rehashing of well-known ideas. A number of analyses are so simplified they border on being ludicrous. Onyioha deviates too often and too widely, including discussions on apartheid in South Africa, the Irish problem, the Arab-Israeli conflict, and the civil rights movement of the United States, which contribute little to the dissertation. There are strengths to this book. The passages on Igbo land tenure practices are insightful. The analyses of relationships between chiefs and their people and the functions of age grades in Igbo society are authoritative. Even better is the chapter on traditional medicine. Despite the book's shortcomings, the author should be commended for drawing attention to a little examined religious movement. Hopefully, he will inspire others to present more comprehensive and comprehensible studies on the topic.
