Forty years of wicked problems literature: forging closer links to policy studies

Fifty important research questions in microbial ecology

Public policy requires public support, which in turn implies a need to enable the public not just to understand policy but also to be engaged in its development. Where complex science and technology issues are involved in policy making, this takes time, so it is important to identify emerging issues of this type and prepare engagement plans. In our horizon scanning exercise, we used a modified Delphi technique [1]. A wide group of people with interests in the science and policy interface (drawn from policy makers, policy adviser, practitioners, the private sector and academics) elicited a long list of emergent policy issues in which science and technology would feature strongly and which would also necessitate public engagement as policies are developed. This was then refined to a short list of top priorities for policy makers. Thirty issues were identified within broad areas of business and technology; energy and environment; government, politics and education; health, healthcare, population and aging; information, communication, infrastructure and transport; and public safety and national security.

Identifying the science and technology dimensions of emerging public policy issues through horizon scanning

In order to inform decision making and policy, research to address sustainability challenges requires cross-disciplinary approaches that are co-created with a wide and inclusive diversity of disciplines and stakeholders. As the UN Decade of Ocean Science for Sustainable Development approaches, it is therefore timely to take stock of the global range of cross-disciplinary questions to inform the development of policies to restore and sustain ocean health. We synthesized questions from major science and policy horizon scanning exercises, identifying 89 questions with relevance for ocean policy and governance. We then scanned the broad ocean science literature to examine issues potentially missed in the horizon scans and supplemented the horizon scan outcome with 11 additional questions. This resulted in an unprioritized list of 100 general questions that would require a cross-disciplinary approach to inform policy. The questions fell into broad categories including: coastal and marine environmental change, managing ocean activities, governance for sustainable oceans, ocean value, and technological and socio-economic innovation. Each question can be customized by ecosystem, region, scale, and socio-political context, and is intended to inspire discussions of salient cross-disciplinary research directions to direct scientific research that will inform policies. Governance and management responses to these questions will best be informed by drawing upon a diversity of natural and social sciences, local and traditional knowledge, and engagement of different sectors and stakeholders.

100 opportunities for more inclusive ocean research: cross-disciplinary research questions for sustainable ocean governance and management

Interest in climate engineering research has grown rapidly owing to the slow progress of international climate negotiations. As some scientists are proposing to expand research and conduct field tests, there is an emerging debate about whether and how it should proceed. It is widely accepted both by the supporters and critics that public engagement from the early stage of research is necessary. Nonetheless, most, if not all, of existing research projects of climate engineering were designed predominantly by experts. To produce socially relevant knowledge, and hence, pursue transdisciplinary research that integrates interdisciplinary research and public engagement, it is desirable for scientists to decide together with the public on what kind of research should be done. In this paper, we both as Japanese scientists and stakeholders collaboratively identify 40 socially relevant research questions on climate engineering with a particular emphasis on stratospheric aerosol injection, using a method designed to encourage science–policy collaboration. While we acknowledge some methodological problems and the difficulty in obtaining active participation from stakeholders, the list of identified questions covers broad interdisciplinary perspectives and diverse interests, and may provide an important foundation for future transdisciplinary research on climate engineering. Given the dynamic nature of climate change and policy responses, research agendas should be periodically and iteratively reviewed and updated through transdisciplinary processes.

Transdisciplinary co-design of scientific research agendas: 40 research questions for socially relevant climate engineering research

Reducing poverty is important for those affected, for society and the economy. Poverty remains entrenched in the UK, despite considerable research efforts to understand its causes and possible solutions. The Joseph Rowntree Foundation, with the Centre for Science and Policy at the University of Cambridge, ran a democratic, transparent, consensual exercise involving 45 participants from government, non-governmental organisations, academia and research to identify 100 important research questions that, if answered, would help to reduce or prevent poverty. The list includes questions across a number of important themes, including attitudes, education, family, employment, heath, wellbeing, inclusion, markets, housing, taxes, inequality and power.
