Mozambique has been described as a model of ‘state resilience’ as the ruling Frelimo party has managed to maintain power through years of economic collapse and civil conflict. However, such a description can be misleading and I argue that in most senses, apart from the symbolic, the state largely collapsed through much of the country during the civil war (1977-1992). By tracing the social formation of the elite who eventually went on to dominate the Frelimo party leadership I demonstrate how they were able to maintain internal unity and survive the trials of the post-independence period. However, the social basis of the unity that has maintained the Frelimo party is also very exclusionary, and in many ways unique to themselves. Thus, instead of a model of state resilience I argue that it is the Frelimo party that has survived, but that the reestablishment of the hegemony of the party-state could deepen the divisions and inequalities that helped fuel civil war.

In this paper I compare race-targeted affirmative action policies in higher education in Brazil and South Africa. A few questions guide this comparison. Why are countries with completely different racial structures and histories currently implementing similar policies to address racial inequality? And, more specifically, why did Brazil - a country with historically less rigid racial boundaries than South Africa - implement a more radical form of affirmative action than South Africa? How do these different national understandings of race influence the implementation and debates about race-targeted affirmative action? And, maybe more importantly, how do these "imported" policies influence the above mentioned national contexts?

Il compare les differentes cultures coloniales britannique et portugaise pour mettre a jour la tension qui existe entre doctrines assimilationnistes et segregationnistes. Cette tension se diffuse jusque dans la situation post-coloniale du Mozambique produisant pendant la periode socialiste une politique d'assimilation tout a fait explicite en meme temps qu'une aspiration croissante a s'associer etroitement aux valeurs occidentales tout en celebrant les traditions locales. En analysant la place de plus en plus determinante qu'occupent aujourd'hui dans le pays les notions anglo-americaines du multiculturalisme et de la difference ethnique, l'A. tente de montrer qu'elles representent a bien des egards les sequelles logiques contemporaines de l'ancienne segregation.
