The financial war on terror is a sham. Motivated by greed, driven by politics, manipulated by an American administration eager to show results, and sustained by rabid prejudice against Islam, the US government has undertaken measures, ostensibly to starve terrorists of their financial backing, that have in fact discredited the government's efforts and given succor to terrorists they were intended to fight. This is the principal message of Ibrahim Warde's important book on the consequences of America's attack on terrorist finances.

Warde is a seasoned writer on the themes covered by this book (he published a book on the subject prior to September 11; see Warde 2000). In his latest missive, Warde asserts that America's responses to terrorism in general, and to its financial aspects in particular, have been based on faulty assumptions and been fueled by a zeal borne of a rigid world view and the political need to show immediate results. The George W. Bush administration has created a “parallel universe” of reality (Warde uses quotation marks liberally to express skepticism) imbued with dubious axioms, assumptions, and founding myths. These principles created a situation where action on the financial front has become a substitute for action on other fronts. : These comments today are informed, in part, by a two-part scenario exercise recently developed and conducted at the RAND Corporation. The first part of the exercise attempted to simulate a debate among Jihadist leaders about their future strategic goals and attack operations. The objective was to have people think like the Jihadists. In the second part of the exercise, participants assessed how the National Strategy for Combating Terrorism prepares the country to contend with possible next moves of the Jihadist movement. Exercise participants included RAND staff from a variety of different disciplines as well as outside experts, including senior congressional staff and former counterterrorism officials from the Clinton and Bush administrations. These exercises were not designed to be predictive. They provided a process to systematically explore possible futures, identify gaps in planning, and highlight insufficiently examined issues. Even though the data set of exercises is limited in size and qualitative in approach, the findings were insightful and bear on the subject of today's hearing.
