Climate change 2014 - Synthesis Report

The global response to warming of 1.5oC comprises transitions in land and ecosystem, energy, urban and infrastructure, and industrial systems. The feasibility of mitigation and adaptation options, and the enabling conditions for strengthening and implementing the systemic changes, are assessed in this chapter.

Strengthening and Implementing the Global Response

The concept of “Green Finance” (GF) has evolved over a period of time in accordance with the aspirations of the economies. Growing global concern towards environment protection, climate change mitigation and adaptation has directed the attention of academic researchers and policymakers towards GF, which is an initiative of economies for innovative and sustainable transition on their financial systems. The present study aims to conduct a bibliometric analysis for exploring the growth and academic evolution of GF concept. The academic literature is surveyed from the Scopus database during the period 1997–2021 (February). The intellectual structure and bibliographic analysis of the selected articles is done using VoS Viewer and Bibliometrix R Package. Several inclusion and exclusion criteria is applied to ensure precision in the results obtained. The study has also attempted to identify the enablers of GF by reviewing articles published during the period 2018–2021(February). The identified enablers are classified into 10 broad parameters namely; macroeconomic enablers, development of regulatory structure, making investment environment conducive, capacity building, increase in the levels and forms institutional engagement, technology and technological advancements, financial instruments, financial policies and regulations, well-developed capital market and supportive political environment. This study is one of the preliminary attempts to study the growth and evolution of GF and its enablers. It thus contributes to the literature on GF and provides scope of further research in the given field. 

Evolution of green finance and its enablers: A bibliometric analysis

Stabilizing climate change well below 2 °C and towards 1.5 °C requires comprehensive mitigation of all greenhouse gases (GHG), including both CO2 and non-CO2 GHG emissions. Here we incorporate the latest global non-CO2 emissions and mitigation data into a state-of-the-art integrated assessment model GCAM and examine 90 mitigation scenarios pairing different levels of CO2 and non-CO2 GHG abatement pathways. We estimate that when non-CO2 mitigation contributions are not fully implemented, the timing of net-zero CO2 must occur about two decades earlier. Conversely, comprehensive GHG abatement that fully integrates non-CO2 mitigation measures in addition to a net-zero CO2 commitment can help achieve 1.5 °C stabilization. While decarbonization-driven fuel switching mainly reduces non-CO2 emissions from fuel extraction and end use, targeted non-CO2 mitigation measures can significantly reduce fluorinated gas emissions from industrial processes and cooling sectors. Our integrated modeling provides direct insights in how system-wide all GHG mitigation can affect the timing of net-zero CO2 for 1.5 °C and 2 °C climate change scenarios. Stabilizing climate change requires simultaneous mitigation of all greenhouse gas emissions (GHGs). Here the authors examine 90 mitigation scenarios pairing different levels of CO2 and non-CO2 GHG abatement pathways to demonstrate the contributions of different GHGs towards 1.5 °C and 2 °C goals.

Deep mitigation of CO2 and non-CO2 greenhouse gases toward 1.5 °C and 2 °C futures

Land is integral to human habitation and livelihoods, providing food and resources, and also serves as a source of identity and cultural meaning. However, the combined impacts of climate change, desertification, land degradation and food insecurity pose obstacles to resilient development and the achievement of the Sustainable Development Goals (SDGs). This chapter reviews and assesses literature on risk and uncertainty surrounding land and climate change, policy instruments and decision-making that seek to address those risks and uncertainties, and governance practices that advance the response options with co-benefits identified in Chapter 6, lessen the socio-economic impacts of climate change and reduce trade-offs, and advance SLM.

Risk management and decision-making in relation to sustainable development

Approaches that root national climate strategies in local actions will be essential for all countries as they develop new nationally determined contributions under the Paris Agreement. The potential impact of climate action from non-national actors in delivering higher global ambition is significant. Sub-national action in the United States provides a test for how such actions can accelerate emissions reductions. We aggregated U.S. state, city, and business commitments within an integrated assessment model to assess how a national climate strategy can be built upon non-state actions. We find that existing commitments alone could reduce emissions 25% below 2005 levels by 2030, and that enhancing actions by these actors could reduce emissions up to 37%. We show how these actions can provide a stepped-up basis for additional federal action to reduce emissions by 49%—consistent with 1.5 °C. Our analysis demonstrates sub-national actions can lead to substantial reductions and support increased national action. Climate action from local actors is vital in achieving nationally determined contributions under the Paris Agreement. Here the authors show that existing commitments from U.S. states, cities and business could reduce emissions 25% below 2005 levels by 2030, with expanded subnational action reducing emissions by 37% and federal action by up to 49%.
