Humanity already possesses the fundamental scientific, technical, and industrial know-how to solve the carbon and climate problem for the next half-century. A portfolio of technologies now exists to meet the world's energy needs over the next 50 years and limit atmospheric CO2 to a trajectory that avoids a doubling of the preindustrial concentration. Every element in this portfolio has passed beyond the laboratory bench and demonstration project; many are already implemented somewhere at full industrial scale. Although no element is a credible candidate for doing the entire job (or even half the job) by itself, the portfolio as a whole is large enough that not every element has to be used.

Car and the city: Socio-technical transition pathways to 2030

The objective of this study is to provide a strategic evaluation of the mitigation of CO 2 emissions via modal substitution of high-speed rail for short-haul air travel on the Sydney–Melbourne, Australia city-pair from a life cycle perspective. It has been demonstrated that when considering CO 2 emissions from vehicle operations, the modal shift from air to high-speed rail on this city-pair has the potential to provide a means of CO 2 mitigation. However, uncertainty exists with regard to the level of mitigation potential when considering the whole-of-life performance of the systems. Given the significant difference in the infrastructure requirements between the air mode and the high-speed rail mode, this study quantifies the life cycle CO 2 load attributable to each system and examines the effect on CO 2 mitigation potential. The study concluded that while the inclusion of the linehaul infrastructure did increase the CO 2 load associated with high-speed rail mode, it did not equate to or exceed the CO 2 load per trip as experienced by the air mode. The avoided annual life cycle CO 2 emission in the target year 2056 was 0.37 Mt representing an 18% reduction when compared to the air mode only on the city pair. In fact, the scenario comparison indicated that the substitution of high-speed rail for short-haul air travel on the city pair resulted in CO 2 emissions avoidance throughout the longitudinal period.

Comparing the impact of management support on police officers’ perceptions of discretionary power and engagement : Australia, USA and Malta

The research examined the impact of management upon employee outcomes (perceptions of discretionary power, well-being, engagement, and affective commitment), comparing public and private sector nurses in Australia, the United Kingdom, and Italy. Overall, 1,945 nurses participated in a self-report survey within these core- and laggard-New Public Management countries. While management influenced employee outcomes for each country, there were significant differences between the public and private sectors, with private sector nurses reporting higher perceptions of outcomes. Importantly, nurses’ engagement was affected by management practice for each country. This study raises important implications for nurse managers, especially public sector managers, described within.

Transport energy futures: Exploring the geopolitical dimension

This paper compares the impact of management practices on employee’s perception of resource adequacy and in turn engagement of local government employees in Australia and the USA. A survey design was used involving 250 local government employees working in Australia and 265 working in the USA. The overall findings identify significant paths from management practice, through to resource adequacy and in turn, employee engagement. Additionally, the findings identify a significant difference in perceptions of the work environment for US local government employees compared with those in Australia. In particular, employees in the US perceive a significantly higher level of satisfaction with management (both perceived organisational support and leader-member exchange), perceive significantly lower levels of resource inadequacy and are much more engaged than their local government counterparts in Australia. A Comparison of Impact of Management on Local Government Employee Outcomes in US and Australia

There has been much debate over the past few decades regarding the implementation of an Australian high-speed rail (HSR) system along the nation's eastern seaboard. The cost of building such infrastructure has meant that Australian governments have been reluctant to pursue its development. Changing contextual circumstances, such as the likelihood of an Australian emissions trading scheme, concerns about peak oil, restrictions on airport capacity and the desirability of enhancing transport infrastructure, have added impetus to the call for an Australian HSR system. The magnitude of the investment required implies that a wide range of public-private relationships would be necessary for the network's construction and management. This paper draws on international experiences relating to the arrangements between government funders of HSR projects and service providers contracted to provide HSR services. This review analyses the contractual issues that need to be addressed in any future infrastructure development with respect to HSR and examines the extent to which international contractual arrangements are able to provide insights into the relationship between funding the construction of these assets and their management in an Australian context.
