Sustainable development (SD) is commonly defined as development that meets the needs of current generations without compromising the ability of future generations to meet their needs and aspirations. This paper addresses the concept not with regard to economic, social or environmental policy challenges, but regarding its key implications for public governance. It shows that in terms of governance, SD requires horizontal integration of sectoral policies, closer co-operation between different tiers of government (vertical integration), integrating different stakeholders in decision-making (participation), considering different types of knowledge throughout the policy-making process (reflexivity), and balancing short- and long-term time scales (intergenerational equity). This paper contributes to the SD as well as the governance discourse in basic ways by aggregating these widely accepted normative SD principles to a comprehensive governance reform agenda. By doing so, it also highlights the considerable yet rarely noticed overlap between the discourses on SD and (good) governance.

Overexploitation of natural resources is often associated with poverty among local populations. A multi-disciplinary team studied artisanal fishers along the Kenyan coast on the Indian Ocean. The main focus of the research was on income diversification of fishers, the pressure on marine resources and the relation between the two. Income diversification did not reduce the pressure on the marine environment. Rather, indications are that many part-time fishers are entering the profession. Moreover, fishers with alternative employment stayed in-shore and used damaging gear more often. Policies to stimulate employment opportunities for coastal communities cannot be expected to lessen the pressure on marine resources and need to be planned carefully in terms of industry location, labour requirements and degree of coastal pollution.

Evaluative practice is described as an integrated or ‘embedded’ part of urban design processes,
helping to establish, trace and refine designers’ intentions, supporting the rational enhancement
of design decisions and associated actions. This assumption is central to standard evaluative
frameworks, such as the UK sustainable neighbourhood masterplan standard, BREEAM
Communities (BC). There is a need to better understand this concept of ‘embedded evaluation’,
by examining how evaluation functions in the transition from masterplan design to end-use.
This includes examining to what extent standard evaluative frameworks like BC promote an
embedded evaluative approach, directing decisions and material outcomes towards the
standard’s definition of a sustainable neighbourhood.
Adopting an empirical lens of green infrastructure (GI) evaluation and an analytical framework
of Strategy-as-Practice, this research examines the enactment of formal evaluative practices in
six English masterplanned sites. Based on 48 interviews and document analysis, thirteen
evaluative episodes are presented, reviewing how different actors structure, enact and respond
to evaluative practices. The findings reveal dynamic relationships between evaluation, design,
construction and in-use practices. In most of the episodes (11 of 13) GI intentions are
compromised in the transition from design to construction. Four drivers of evaluative
embeddedness are identified that affect these relationships: external drivers, responsibility,
negotiation and reflexivity. The research considers the potential implications for GI evaluation
and BC, including the need to address dominant evaluative practices, such as cost appraisal, to
build non-specialist knowledge of GI and to assign evaluative responsibility throughout the
masterplan journey.

Sustainable neighbourhood masterplans : an analysis of the role of BREEAM Communities in green infrastructure evaluation

This thesis investigates whether the regeneration, and in particular, housing 
refurbishment-led regeneration of deprived urban areas can contribute to the creation 
of sustainable communities, by looking specifically at the impact of the current 
Housing Market Renewal Programme on three areas in the North of England. 
Research has long acknowledged the multifaceted nature of sustainable communities. 
Evidence has shown how sustainable communities are determined by the complex 
interdependencies of economic, social, environmental and institutional phenomena 
and the need to balance these over time. At the same time, the government’s drive to 
‘create sustainable communities’ through its prominent and ‘holistic’ Housing 
Market Renewal Programme has been well publicised. Many studies have challenged 
what is and what is not a sustainable community, and whether progress towards 
sustainable communities is currently being made in Housing Market Renewal areas. 
This study addresses these two issues. 
First, the thesis seeks to address issues related to framing, defining and evaluating 
sustainable communities within the context of the built environment. It suggests a 
framework for doing so which is anchored in the Housing Market Renewal context 
and draws on the values and understandings of those involved in the ‘making’ of 
sustainable communities in this context. Second, the framework is applied to three 
case study Housing Market Renewal areas: Langworthy North in Salford, North 
Benwell in Newcastle and the Triangles in Wirral. The study involves a survey of 
approximately 150 residents, semi-structured interviews with over 50 regeneration 
officials and other stakeholders, and secondary analysis of existing survey data and 
Census analysis. 
We find that the proposed framework for assessing sustainable communities is overwhelmingly supported by residents in the three areas and that housing refurbishment-led regeneration has had an overall positive impact on community sustainability in those areas. However, the impact is varied in intensity and scale: all aspects of an area’s physical environment and some economic and social aspects of 
areas benefit significantly following regeneration, while aspects of local governance, resource use, services and facilities benefit to a lesser degree. We also examine the 
scale and extent of the Housing Market Renewal Programme and assess how the Programme’s wider challenges impact on local communities. 
The research concludes by acknowledging that sustainable communities are subject to a continual process of change and that housing refurbishment-led regeneration can contribute to creating more sustainable communities. The thesis also observes that urban intervention, no matter how holistically’ delivered, is only one among many dimensions of sustainable communities; the integration of different policy areas, continued investment and support, and, above all, community empowerment are key to the sustainable communities agenda.
