At the present stage of development, one of the major problems of regions is ensuring their economic security. This requires the development of effective methodological approaches to assessing economic security at the regional level by governing bodies, and the development of directions for regulating economic security at the local and state levels. The purpose of the article is to form methodological tools for assessing the economic security of regions based on the method of fuzzy modeling, to develop approaches to managing the economic security of a region by public authorities and local governments. The article has proposed and analyzed indicators for assessing the economic security of regions. The expediency of using fuzzy logic tools to assess economic security at the meso-level has been substantiated. The effectiveness of the proposed approach has been tested on the example of Dnipropetrovsk, Odessa and Chernivtsi regions in Ukraine. The integral index of economic security has been modelled, together with its components: investment, innovation, financial, foreign economic, demographic, social security and security of economic activity. It has been empirically proven that the economic security of regions is determined not only by the resources available in the region, but also by the conditions created by the state and local governments for economic and innovation activities and for maintaining the level and quality of life, as well as institutional conditions. The article has proposed directions for economic and legal regulation of economic security in Ukraine, which are aimed at increasing the level of economic security in the depressed regions in Ukraine.

Economic security of regions

The assessment of regional economic security (RES) is mainly based on the theoretical ideas of political economy and marginalism, and the research areas are mainly concentrated in European and American countries/regions, especially Eastern Europe. Taking the Qinghai–Tibet Plateau in China as an example, this paper constructs a triple-dimensional analytical framework, resources, and environmental–economic foundation-driving forces, based on the institutional approach of economic geography, with the purpose of making up for the deficiency of the extant literature, which pays little attention to regional characteristics and the dynamic mechanism concerning RES, and to provide a tool to identify key factors affecting RES. This paper obtained the main conclusions as follows. (1) The index of the economic security in the Qinghai–Tibet Plateau is on the rise, and the difference at the level of RES among cities is significant but tends to decrease. (2) There is a significant spatial autocorrelation among cities in the Qinghai–Tibet Plateau in terms of RES. The high-value areas are concentrated along the southeast edge, and the low-value areas are concentrated in the central areas of the west. (3) Despite lower weight values, the weakness of the economic foundation and the fragility of the ecological environment has increasingly hampered the improvement of the economic security in the Qinghai–Tibet Plateau. In terms of driving forces, it is the support of the central government and aid programs of other provinces that contributes to its economic development.

Spatio-Temporal Differences in Economic Security of the Prefecture-Level Cities in Qinghai–Tibet Plateau Region of China: Based on a Triple-Dimension Analytical Framework of Economic Geography

The increase in the unevenness of indicators of regional socio-economic development in Ukraine is causing changes in regional economic security, in addition to the deterioration of national welfare. Therefore, there is a need to develop new theoretical and practical approaches for assessing such disparities and forecasting their dynamics. In this article, a toolkit for modelling crises and catastrophes in disparities of regional development is presented, using the example of Ukraine. The purpose of this study is to create models that assess the crisis dynamics in regional disparities in Ukraine, in order to develop tools for ensuring economic security in the region. To achieve this purpose, the following tasks have been identified: to evaluate convergent-divergent processes and the long-term interaction of regional disparity indicators; to simulate possible crises and catastrophes in various spheres of socio-economic development of regions according to the levels of their disparities; and to demonstrate the mutual dependence between disparities of the regions and levels of their economic security. The result of the crisis dynamic assessment is a set of predictive models of possible catastrophes that may occur in Ukraine's regions. This allows for obtaining reliable results for the qualitative analysis of stability factors of disparities in the socio-economic system, accounting for different time intervals that determine the peculiarities of the country's development. The array of constructed models is an effective tool for researching crisis processes in the dynamics of disparity indicators, as they allow for identifying and more thoroughly investigating non-linear cyclical processes in regional economic development, as well as predicting changes in levels of economic security. Such a toolkit allows for the development of a strategy for balanced regional and country development, and for ensuring regional economic security.

Models for assessing crisis dynamics in disparities of Ukraine’s regional economy to ensure the economic security of regions

The paper defines economic security as a country’s ability to re distribute incomes through a strong governance structure by practicing rule of law, eliminating corruption and a government that acts as a facilitator by formulating effective fiscal and monetary policy and regulation. The results suggest that courts that implement national laws effectively and punish corruption and a government that has balance budgets and investment friendly monetary policy ensures economic security by means of welfare friendly outcomes that favor the incomes of the poor and middle class. There is also evidence that redistribution takes place from rich to the poor. As a result income and wage inequalities fall down.

The scientific novelty of the article is the use of fuzzy modeling to assess the economic security of regions. This method, unlike others, allows you to use fuzzy input data in simulation modeling and obtain output data that can be reduced to crisp values using defuzzification methods. The expediency of using fuzzy logic tools to assess economic security at the meso-level has been substantiated. The effectiveness of the practical application of the proposed approach has been tested based on assessing the economic security of the regions in Ukraine. The integral index of economic security has been modelled, together with its components: investment, innovation, financial, foreign economic, demographic, social security, and security of economic activity. For the demonstration of the practical application of the proposed methodological approach, the data of 10 regions of Ukraine has been analyzed and their economic security has been assessed. The directions of economic and legal regulation of the analyzed regions of Ukraine, which are characterized by crisis and low level of economic security and its components, have been offered.

Economic security of regions: A methodological approach to assessment, management, and legal regulation

The subject of research is actual problems of diagnostics of threats and risks of regional development, factors of economic safety, methodological support of its estimation. The aim is to formulate a methodological framework for assessing the economic security of the regions development. The formation of the research methodology is carried out on the basis of theoretical and methodological platform for the development of rating method for assessing the economic security of the region. The use of the matrix method for describing the initial state of the system has been justified; the method of normalized values has been used for bringing various indices. Factors influencing the level of investment activity and economic security of the region have been identified. All factors that change the level of economic security are divided into four groups depending on the macroeconomic indicators, the level of which they take into account. It is proposed to divide them into two groups – direct action factors that increase the level of safety and reverse action factors that reduce it. Indicators characterizing the economic development of the region have been grouped by factors of economic security. For each group, the significance of the impact of indicators of individual groups for evaluation of the economic security of the region development has been determined. To estimate the economic security of the regions' development, it was proposed to use an integral indicator based on the state of general economic development, investment activity in the region and demographic indicators of economic development. Depending on the influence of individual factors, the rank of each region is determined first for each group of factors, and then the integral. According to the results of the assessment of the economic security of regions' development by individual groups of factors and the calculated integral indicator, the place of each region has been determined by the level of economic security. The result of the study is classification of the regions according to certain criteria on the basis of the integral index of economic security of the regions' development, which will allow not only to compare the level of economic security, but also to formulate a nationally balanced regional development strategy and identify priority investment areas.

Topicality. An important condition for ensuring the development of the maritime complex companies is the formation of an effective strategy. The dynamism and uncertainty of the environment in which companies operate, necessitate taking into account the level of their economic security when making decisions about the choice of development strategy.Aim and tasks. The purpose of the article is to develop guidelines for choosing a strategy for the development of a maritime company based on an assessment of its economic security.Research results. The system approach to management of the company’s economic safety is considered. The content of strategic planning for the maritime company development and its correlation with the level of economic security are determined. Qualitative parameters of the corporate resources use in combination with the organizational and functional structure and relationships of structural units, as well as some quantitative guidelines for ensuring the functional components and the level of economic security of companies in general. To identify four strategic areas of the company’s economic security management in the field of maritime management is proposed. The mechanism of the maritime complex companies’ economic security management, its elements, the scheme of their action and interaction are determined to implement the chosen strategy. The priorities for choosing the strategy of the company’s development depending on the level of economic security are specified. The use of a scenario approach for economic security planning based on monitoring the risks and threats of the current activities of the maritime companies is proposed.Conclusion. The proposed approach allows characterizing the conditions of maritime management by the level of safety and on the basis of this information to determine the priority areas of strategic planning of the company’s economic security. Under the conditions of efficient use of corporate resources at company, favourable conditions will be created for achieving business goals, timely detection and maximum mitigation of various dangers and threats in conditions of competition and economic risk, and thus – will ensure the functioning and further development of the maritime complex.
