The relevance of an ecosystem approach, which involves addressing ecosystems as an object of research, economically evaluating ecosystem services, and including the existing variety of evaluation methods and their classifications for the estimation of nature’s value, was the focus of this study. So, the aim of the current research is to develop an evaluation theory by refining approaches and methods for the economic evaluation of natural resources and ecosystem services. The research object was the evaluation practice of the former USSR, Russia, and countries outside Russia. Employing research methods of systematization and content analysis with evolutionary and ecosystem approaches, about three hundred scientific papers have been the subject of this review. The study (1) reveals the evolutionary changes in economic evaluation approaches and methods of natural resources and ecosystem services; (2) discloses the features of the existing classifications of economic evaluation methods; and (3) offers the author’s classification, which is based on the five classification criteria: evaluation type, evaluation approaches, evaluation character (nature), evaluation methods, and market discourse. We believe that understanding the development of scientific thought about evaluation methods and their classifications will make it possible to increase the reliability of the estimation results in natural resource and environmental economics.

Valuating Natural Resources and Ecosystem Services: Systematic Review of Methods in Use

With the development of the social economy, human demand for forest ecosystem service functions is increasing, and at the same time, higher requirements are being put forward for forest ecosystems. Therefore, a more comprehensive and scientific evaluation of forest ecosystem service functions is needed. In order to understand the current status and trends of research on forest ecosystem service functions and value assessment, this study used bibliometric methods and CiteSpace visual analysis to organize and summarize the relevant research. The results show that current research focuses on three aspects: the formulation of forest ecosystem service assessment issues, the classification of ecosystem service functions, and ecosystem service assessment methods. The focus of future research on forest ecosystem services can be summarized as follows: refining the indicators and methods for assessment, extending the research area and scope, analyzing the spatial and temporal dynamics, conducting research on mechanisms of forest ecosystem service functions, and transforming the evaluation results. This study provides an initial insight into the study of forest ecosystem services and a reference for future scholarly research.

CiteSpace and Bibliometric Analysis of Published Research on Forest Ecosystem Services for the Period 2018–2022

This study assesses individuals' preferences for the use of forest sites for recreational purposes by means of the logit‐mixed logit (LML) model. The appeal of the LML is that the analyst does not need to assume any specific functional form for the mixing distributions of random preferences. The empirical analysis generates a data‐driven nonparametric representation of individuals' preference heterogeneity. We apply this approach to data collected using an unlabelled discrete choice experiment (DCE), consisting of three recreational options, two of which are in two hypothetical forest sites. Forest destinations are described by means of six attributes: forest type, signposting, hiking time, access to rivers or lakes, wildlife watch hides for visitors and cost of access. The empirical findings reveal that the signpost for each trail is the attribute for which respondents are on average willing to pay the most (6.565€). Further evidence suggests that respondents have strong positive preferences for those forest sites that offer amenities such as wildlife watch hides and access to rivers or lakes. Finally, the histograms derived from the semi‐parametric LML estimation reveal multimodality of random taste amongst respondents for different hypothetical forest sites.

A nonparametric random effects model for the valuation of forest recreation services: An application to forest sites in Tuscany, Italy

We study the optimal growth path of a natural resource rich country, which can borrow from international financial markets. More precisely, we explore to what extent international borrowing can overcome resource scarcity in a small open economy, in order to have sustainable growth. First, this paper presents a benchmark model with a constant interest rate. We then introduce techni-cal progress to see if the economy's growth can be sustainable in the long-run. Secondly, we analyse the case of a debt elastic interest rate, with a constant price of natural resources and then with increasing prices. The main finding of this paper is that borrowing on international capital markets does not permit sustainable growth for a country with exhaustible natural resources, when the interest rate is constant. Nevertheless, when we endogenize the interest rate the consumption growth rate can be positive before declining.

Sustainable growth and financial markets in a natural resource rich country

Relevance. The implementation of the principles of sustainable development of the national economy requires full consideration of the natural component in the national wealth. In modern conditions, the economic assessment of ecosystem services of forest ecosystems is of paramount importance in solving this problem. The Russian Federation, owning natural resources on a scale significantly superior to other countries of the world, having forest ecosystems unique in size and undisturbed characteristics on its territory, needs their comprehensive and most complete economic assessment. The purpose of the research is development of theoretical and methodological foundations and development of methodological tools for the economic assessment of ecosystem services of Russia’s national natural capital. Research methodology. In the process of research, general scientific methods were used: dialectical, abstract-logical, as well as methods of comparative analysis, analogies, expert analysis. Results. The procedure for assessing the ecosystem services of the national natural capital has been clarified, the priority of the contribution of forest ecosystems to the national natural capital has been substantiated; methodological approaches to the economic assessment of the most significant eco-services of Russian forest ecosystems, regulating the air quality of the atmosphere, water regulation and anti-erosion, have been developed. Calculation formulas for their economic assessment are proposed, economic equivalents are substantiated, allowing to obtain cost results. Approbation of methodological approaches for federal districts and Russia as a whole has been carried out. The value of the increase in national natural capital is determined by taking into account the economic assessment of ecosystem services. Conclusions. The developed methodological approaches to the economic assessment of the most significant environmental services: air quality regulation, water regulation and erosion control can be used in the economic assessment of these services at the national and regional levels, which will clarify the corresponding amount of natural capital within the boundaries of individual regions and the country as a whole.

Economic assessment of ecosystem services of the national natural capital

This article considers the concept of natural capital as a basic construct of sustainable development. However, after numerous studies, a number of aspects of accounting and valuation of natural capital remain unspecified. The relevance and imperfection of the guidelines used to assess natural capital make relevant the development of such issues as the conceptual apparatus and methods to natural capital assessment. Therefore, the core objectives of the paper are: (1) to substantiate the structure of natural capital, taking into account the natural resources and ecosystem approaches; (2) to clarify the concepts of “function” and “services” in relation to abiotic and biotic components of the environment; (3) to generalize and analyze the classifications of ecosystem services, and to develop the authors’ classification; (4) to identify the most common methods for the economic assessment of natural capital’s components, and to implement these methods within a specific territory. These methods have been tested on the Khanty–Mansi Autonomous Okrug (KhMAD, Russia). The most typical ecosystems of the region and their inherent ecosystem services have been identified. Assessment results are presented for (1) forest ecosystems, (2) mountain ecosystems, and (3) ecosystems of swamps, lakes, and rivers.
