The Brownfields program has often served as a laboratory for technology and process innovation. It must again provide that leadership in getting sites redeveloped in a sustainable fashion. Most developer objections to sustainable design center on cost. They assert that green design requires an initial increased capital outlay with no or inadequate subsequent tax recovery. They also say that government processes create time and technical burdens that weigh against efficiency. This paper will assert the premise that government can and must lead by example in sustainable development especially in the reuse of Brownfields sites. There will be a discussion of streamlining the permitting processes and also funding and returns on investment for the public. This paper will also suggest ways that the sites can serve as living classrooms for the public to visually understand the critical importance of sustainable practices to our planet. Only government projects can be expected to illustrate what needs to be done. We have the opportunity and duty to re-make the worst Brownfield sites into the most sensitive and feasible places. We must not be satisfied with just increased taxes and jobs. With the leverage of public funds for infrastructure, tax credits and grants, we can demonstrate that sustainable development must be a drummer we all march to as soon as possible.

Tactical Military Leader Requisite Complexity: Toward a Referent Structure

The central purpose of this dissertation is to examine an archival theory, the records continuum, to understand how the continuum highlights, reveals, or obscures qualities relevant to understanding community co-created records. Previous research related to the records continuum has been largely concerned with understanding the theory and with how records are created, captured, and organized using the continuum. 
Relatively few studies have looked at how community records can be understood using the records continuum, or how those records can be read through the dimension of pluralization, when they are shared with a broader societal audience. To address this concern, this research looked at the active behavior of the administrative team for an online forum of active duty military officers in shaping and re-presenting the community using records created and built on the forum. Taking an exploratory case study approach, this research draws connections between thematic threads and forum posts written by members of the community, and later reuse and reactivation of those writings for a different, broader audience. A key finding is that values embedded and inherent in the community records creation process are hidden, or not explicitly measured or made visible by using a continuum approach. This is significant because it could pose a problem for future understanding of the situated context of the records that have been infused with values and shaped by their communities of creation.

Records as force multiplier: understanding the records continuum as a framework for examining the role of records in a community

ABSTRAK Tujuan kajian ini adalah untuk mengukur perhubungan di antara program pembangunan kepimpinan dengan pemindahan latihan. Kaedah tinjauan telah digunakan menerusi borang soal selidik yang diedarkan kepada para pemimpin tentera darat yang bertugas di Semenanjung Malaysia. Analisis model laluan Smart Partial Least Squares (SmartPLS) telah dilaksanakan untuk menguji hipotesis-hipotesis kajian dan keputusan pengujian ini menunjukkan tiga penemuan penting; pertama, kandungan kursus mempunyai perkaitan yang positif dan signifikan dengan pemindahan latihan. Kedua, peranan jurulatih mempunyai perkaitan yang positif tetapi tidak signifikan dengan pemindahan latihan. Ketiga, sokongan pengurusan mempunyai perkaitan yang positif dan signifikan dengan pemindahan latihan. Dapatan ini mengesahkan bahawa kandungan kursus dan sokongan pengurusan telah bertindak sebagai pemboleh ubah peramal yang penting kepada pemindahan latihan. Sebaliknya, peranan jurulatih tidak berupaya bertindak sebagai pemboleh ubah peramal yang penting kepada pemindahan latihan di organisasi kajian. Justeru itu, artikel ini turut menghuraikan perbincangan, implikasi dan kesimpulan kajian. Kata kunci: Pemindahan latihan; latihan kepimpinan; kandungan kursus; peranan jurulatih; sokongan pengurusan ABSTRACT This study aims to measure the relationship between leadership development programs and training transfer. A survey method was employed to gather survey questionnaires from armed forces leaders in Peninsular Malaysia. The SmartPLS path model analysis was utilized to test the research hypotheses and outcomes of this test showed three important findings; first, course content was positively and significantly related with training transfer. Second, trainer’s role was positive but insignificantly related with training transfer. Third, management support was positively and significantly related with training transfer. In sum, this result confirms that course content and management support act as important predictors of training transfer. Conversely, trainer’s role does not act as an important predictor of training transfer in the studied organization. Further, this article offers discussion, implications and conclusion. Summarizes discussions with over 450 Army officers (lieutenants through colonels) about leader development in Army units. These discussions revealed that the type and extent of leader development activities vary greatly across units, but that they are generally informal and most heavily influenced by the unit commander. The authors conclude with suggestions on how the Army school system can improve leader development.
