Abstract Evaluating drought is paramount in water resources management and drought mitigation plans. Drought indices are essential tools in this evaluation, which mainly depends on the time period of the original datasets. Investigating the effects of time periods is critical for a comprehensive understanding and evaluation of drought. Also, It holds particular significance for regions facing data availability challenges. The existing literature reveals a gap in drought assessment and comparison analysis using conventional methods based on drought indices only. This research proposes an innovative drought classification matrix to compare drought indices and spatial and temporal scenarios; the proposed matrix depends on any drought classification for comparison procedure. Furthermore, it aims to investigate the differences between several time period scenarios based on the proposed matrix and several statistical metrics (R 2 , CC, RMSE, HH, and RB) and determine the acceptable/minimum time period. The application of the proposed matrix and selection of an acceptable/minimum time period is presented to three different climates: Durham station in the United Kingdom, Florya station in Türkiye, and Karapinar station in Türkiye. The results show that the time period scenarios are able to catch the reference time period (RTP) scenario reasonably, with strong correlation and negative relative bias. The 10-year time period is sufficient as an acceptable/minimum time period for short timescales, such as meteorological drought. Conversely, for longer timescales, such as hydrological drought, a 20-year time period is the acceptable/minimum time period. The proposed matrix demonstrates a robust and powerful framework for comparison, making it applicable to various drought assessment scenarios globally.

A Review of Challenges and Opportunities in BIM Adoption for Construction Project Management

In the domain of international construction projects, managing supply chains presents distinct challenges due to the intricate task of coordinating multiple stakeholders within diverse cultural, economic, and regulatory contexts. Prior research highlights the significance of incentive mechanisms and collaborative procurement practices, yet the effectiveness of these strategies in augmenting performance for international projects has not been extensively examined. This investigation explores the effects of financial and non-financial incentives on the performance of global construction projects, with a focus on the mediating role of cooperation. Data were gathered from Chinese international contractors and local suppliers and subsequently analyzed using Structural Equation Modeling. The results reveal two separate pathways of influence. Firstly, financial incentives exhibited substantial direct and indirect impacts on project performance; secondly, while non-financial incentives did not directly affect project performance, they significantly impacted cooperation levels, which in turn mediated the relationship between non-financial incentives and project performance. This study provides essential perspectives for managing international construction projects, emphasizing the critical need for the combined application of financial and non-financial incentives to foster cooperation and ultimately achieve superior project outcomes. 

Incentive mechanisms for managing local subcontractors in international construction projects

The Sikkim region of the Eastern Himalayas is highly susceptible to Glacial Lake Outburst Floods (GLOFs), a risk that has increased significantly due to rapid glacial retreat driven by climate change in recent years. This study presents a comprehensive evaluation of GLOF susceptibility in Sikkim, employing Analytic Hierarchy Process (AHP) and Fuzzy Analytic Hierarchy Process (FAHP) models. Key factors influencing GLOF vulnerability, including lake volume, seismic activity, precipitation, slope, and proximity to rivers, were quantified to develop AHP and FAHP based susceptibility maps. These maps were validated using Receiver Operating Characteristic (ROC) curves, with the AHP method achieving an Area Under the Curve (AUC) of 0.92 and the FAHP method scoring 0.88, indicating high predictive accuracy for both models. A comparison of the two approaches revealed distinct characteristics, with FAHP providing more granular insights into moderate-risk zones, while AHP offered stronger predictive capability for high-risk areas. Our results indicated that the expansion of glacial lakes, particularly over the past three decades, has heightened the potential for GLOFs, highlighting the urgent need for continuous monitoring and adaptive risk mitigation strategies in the region. This study, in addition to enhancing our understanding of GLOF risks in Sikkim, also provides a robust framework for assessing and managing these risks in other glacial regions worldwide. 

Glacial Lake Outburst Flood Susceptibility Mapping in Sikkim: A Comparison of AHP and Fuzzy AHP Models

Floods are natural occurrences that pose serious risks to human life and the environment, including significant property and infrastructure damage and subsequent socioeconomic challenges. Recent floods in Cheongju County, South Korea have been linked to river overflow. In this study, we created flood susceptibility maps of Cheongju, South Korea using machine learning techniques including support vector regression (SVR), boosted tree (BOOST), and long short-term memory (LSTM) algorithms, based on environmental factors. Potentially influential variables were selected based on flood data gathered through field surveys; these included the slope, aspect, length-slope factor, wind exposition index, terrain wetness index, plan curvature, normalized difference water index, geology, soil drainage, soil depth, soil texture, land use type, and forest density. To improve the robustness of the flood susceptibility model, the most influential factors were identified using the frequency ratio method. Implementing machine learning techniques like SVR and BOOST produced encouraging outcomes, achieving the area under the curve (AUC) of 83.16% and 86.70% for training, and 81.65% and 86.43% for testing, respectively. While, the LSTM algorithm showed superior flood susceptibility mapping performance, with an AUC value of 87.01% for training and 86.91% for testing, demonstrating its robust performance and reliability in accurately assessing flood susceptibility. The results of this study enhance our understanding of flood susceptibility in South Korea and demonstrate the potential of the proposed approach for informing and guiding crucial regional policy decisions, contributing to a more resilient and prepared future. 

Flood susceptibility mapping of Cheongju, South Korea based on the integration of environmental factors using various machine learning approaches

The construction industry is considered a driver of economic growth, especially in developing countries. However, the successful completion of construction projects is a major challenge, due to the lack of competencies. The current study explores the effects of communication management practices, clarity in the scope of the construction project, and organizational culture to enhance project success. A project manager is essential in running a project smoothly and according to the schedule. Keeping in view the predominant role of the project manager, this study aims to find the moderating impact of manager competencies to improve the construction project routine and generate successful projects. A questionnaire survey was conducted to collect the data and determine how these variables influence construction project progress. The current research results show an excellent association between a construction project’s success and the discussed independent variables. Additionally, it was found that a competent project manager can play a better role in preventing the uncomfortable influences of independent variables on the dependent variable. The obtained outcomes highlight the importance of adequately handling organizational culture, communication management, and clarity to achieve project success. These outcomes are helpful for the professionals working in the construction sector to raise the project success rate and enhance their construction management capabilities.

A Quantitative Study of the Impact of Organizational Culture, Communication Management, and Clarity in Project Scope on Constructions’ Project Success with Moderating Role of Project Manager’s Competencies to Enhance Constructions Management Practices

Natural hazards are dynamic and unpredictable events that are a continuous threat to global socio-economic development. Humans’ reactions to these catastrophes are influenced by their proximity to the hazards and their ability to anticipate, resist, cope with, and recover from their consequences. Due to climatic changes, the risk of multiple natural hazards is expected to increase in several regions of Pakistan. There is a pressing need to understand the spatial discrepancies of natural hazards due to climate change and identifying the regions that require special measures to increase resilience, achieve adaptation, and sustainable development goals. This paper synthesizes the related literature to understand spatial variations of natural hazards due to climate changes across Pakistan. The Emergency Events Database (EM-DAT), National Aeronautics and Space Administration Global Landslide Catalog (NASA-GLC), National Disaster Management Authority (NDMA), and Pakistan Meteorological Department (PMD) are utilized to analyze spatial discrepancies and vulnerabilities to natural hazards. This study unveils that Pakistan’s current risk analysis and management strategies seem to be obsolete compared to global trends. Because of spatial variations of hazards, most research work on hazard risk assessments and risk management focuses on a single hazard, neglecting the co-occurrence impact of different natural hazards. Very limited studies are included in comprehensive multi-hazard risk strategies. Therefore, in Pakistan, risk management would require integrated multi-hazard risk assessment approaches to detect, analyze, measure, and evaluate various natural hazards, their effects, and interconnections. Moreover, the Pakistan governmental institutes dealing with natural hazards should focus on pre-disaster mitigation and resilience techniques instead of investing only in post-disaster relief activities.

A Review of Spatial Variations of Multiple Natural Hazards and Risk Management Strategies in Pakistan

One nation with the highest risk of climate catastrophes is Pakistan. Pakistan’s geographical nature makes it susceptible to natural hazards. Pakistan is facing regional differences in terms of climate change. The frequency and intensity of natural hazards due to climate change vary from place to place. There is an urgent need to recognize the spatial variations in natural hazards inside the country. To address such problems, it might be useful to map out the areas that need resources to increase resilience and accomplish adaptability. Therefore, the main goal of this research was to create a district-level map that illustrates the multi-hazard zones of various regions in Pakistan. In order to comprehend the geographical differences in climate change and natural hazards across Pakistan, this study examines the relevant literature and data currently available regarding the occurrence of natural hazards in the past. Firstly, a district-level comprehensive database of Pakistan’s five natural hazards (floods, droughts, earthquakes, heatwaves, and landslides) was created. Through consultation with specialists in related areas, hazard and weighting factors for a specific hazard were specified based on the structured district-level historical disaster database of Pakistan. After that, individual and multi-hazard ratings were computed for each district. Then, using estimated multi-hazard scores, the districts of Pakistan were classified into four zones. Finally, a map of Pakistan’s multi-hazard zones was created per district. The study results are essential and significant for policymakers to consider when making decisions on disaster management techniques, that is, when organizing disaster preparedness, mitigation, and prevention plans.
