The purpose of the study is to develop an approach to improve information support for the development of the contents of higher education programs and teaching methodological materials. The system of higher education faces the challenges of supporting the development of the digital economy through training and research. Creating the appropriate content of education becomes a difficult task with the high rate of development of digital technologies and methods to use them. Now, in smart learning, the technical aspects of the organization of the educational process often overshadow aspects, related to the methodology or content of smart learning. However, the issues of the content of education become most relevant. Research in the field of knowledge management remain relevant because, the more perfect the technologies become, that notice the algorithmized work of specialists, the higher the value of creativity for society and the economy. Materials and methods of research include discourse analysis of domestic and foreign scientific sources devoted to the issues of smart education and knowledge management, the systematization of the material. Methodological basis for developing an approach to improve information support is the methods and technologies of the theory of knowledge management. The results of the research show that the need for the development of the digital economy places high demands not only for technologies, but also primarily on the competencies for their use. The logic of IT development in education indicates that there is a gradual change in the stages of informatization: from distance education technologies to e-learning and then to smart learning. Each stage of the informatization of education allows solving the problems that are important for the economy and society. There are the factors, influencing the formation of requirements for the content of educational programs: technological, economic, social and geopolitical. The following requirements of smart training for the content of educational programs are revealed: actual information and tasks in the training course; opportunities for independent cognitive, research and project activities of students; distributed information system of smart learning; integration of the educational environment with professional communities; individualization of the content of training. The conclusion. Technologies and methods of knowledge management can provide the necessary level of speed and quality of development of educational materials. The article describes the knowledge management system, which through the knowledge base, communities and co-creation tools, ensures the relevance of the developed content and fills the smart learning with the necessary content.

This paper is devoted to solving a problem of improving the content of education and instructional materials used. The digital technologies are developing so fast that the engineering aspects of application and scientific investigations start blurring the aspects associated with the methodology and content of smart learning. The need for development of digital economy places severe requirements not only upon know-how, but also upon the content of smart learning, i.e., the content of educational courses shall be a reflection of professional activity. The techniques and methods of knowledge management can provide for a desired rate and quality of development of educational materials. This paper describes a knowledge management system which employs intelligent database, network and co-authorship instruments to insure the compliance of the content being developed with the requirements of digital economy and fills out the smart learning with a qualitative content.

The Knowledge Management System Development for Smart Education

Currently, in the studies of smart education focus on methodical aspects of the conduct of training practices, but the process of content development goes to the background, like something what is in competence of only author or lecturer. However, it is the issues of the content of education that become the most relevant. Technologies and methods of knowledge management able to provide the necessary level of speed and quality of development of educational materials.

The Knowledge Management Approach to Digitalization of Smart Education

Knowledge management is important and necessary for the survival of an organisation and its superiority. It can be integrated into the philosophy of total quality management to play a role in the development of the basis of performance of modern organisations. It can be strengthened to achieve its strategic objectives. The total quality management philosophy seeks to achieve customer satisfaction through the commitment of the leadership of an organisation and its workers by a process of continuous improvement of the quality of performance in various aspects of an organisation. This study aims to identify the integration between knowledge management and total quality management, when applied to public Jordanian universities as a sample for the study, and to follow the descriptive analytical method research style. The online questionnaire responses were statistically analysed. The study found the presence of integrity and a strong correlation between knowledge management and total quality management.

Integration Between Knowledge Management and Total Quality Management in Jordanian Universities: Empirical Study

When the IT University of Copenhagen started in 1999 there was a manager but there were no students or teachers. In 2002 there are 1200 students and 150 teachers and these numbers will increase. Each teacher is appointed because of his or her outstanding IT knowledge, and he or she chooses the detailed IT content of his or her course. Students, as soon as they register, are given emails and logons to the Intranet, as email and Intranet are two of their main sources of information during their period of study. In terms of integration of IT in teaching the IT University of Copenhagen is similar to most other educational institutions. The knowledge is mainly managed individually by each teacher — tacitly. This paper focuses on the main challenges to successful integration: conditions for generating knowledge on IT integration, knowledge management, management, traditions, social relations and net-based education.
