Les gouvernements, a l’interieur du Canada et a travers le monde, cherchent de nouveaux moyens de fournir aux contribuables et aux usagers des services publics a moindre cout. Beaucoup d’entre eux ont choisi de former des partenariats secteur public/secteur prive qui impliquent le secteur prive dans une bien plus large mesure. Ce choix est souvent controverse et les debats se constituent regulierement a partir d’une ideologie plutot qu’a partir d’une analyse consciencieuse. Cet article ajoute notre contribution au petit nombre d’etudes d’universitaires consacrees a ce partenariat, en examinant les facteurs economiques qui sont a la base de ces relations, de maniere a decouvrir leurs veritables couts et benefices. L’objectif est de nous aider a mieux comprendre ou et comment ce systeme de partenariat peut constituer une methode efficace pour le developpement des services publics. Many have chosen to form public-private partnerships (P3s), involving the private sector to a much greater extent. This choice is often controversial, with the debates routinely driven by ideology more than careful analysis. The Economics of Public-Private Partnerships

The concept of public private partnerships (PPPs) has attracted worldwide attention and acquired a new resonance in the context of developing countries. PPPs are increasingly heralded as an innovative policy tool for remedying the lack of dynamism in traditional public service delivery. However PPPs have also become mired in a muddle of conceptual ambiguities. This paper sheds light on the PPP concept and the rationale for invoking private participation in developing countries. It also identifies critical success factors and policy requirements for successful PPP implementation. Finally, the paper presents a case study assessment of a post‐war PPP initiative in the Lebanese telecommunications sector and draws out lessons for improving the effectiveness and viability of PPP projects in the context of developing countries.

Success and failure mechanisms of public private partnerships (PPPs) in developing countries: Insights from the Lebanese context

The last decade has witnessed rapid development in the literature on public---private partnerships (PPPs); however, there have been few attempts to map the global research in this domain. To identify the state of the field and trends in PPP research, the CiteSpace software package was used in this study to conduct a series of content analyses and examine global patterns among publications, including the distribution of core authors and institutions; high-frequency categories and keywords; journal and author contributions; highly cited papers and hot topics of research; and trends with regard to co-author analysis, co-word analysis, co-citation analysis, and particularly cluster analysis. We present all research focuses in a scientometric way and arrive at the following findings. First, the most significant developments and progress in PPP research have occurred primarily in China, the US, the UK and Australia. Second, the existing studies in the field of PPP research focus primarily on Engineering, Business and Economics, and Public Administration. Third, the emerging trends in PPP research have shifted away from concession pricing and concession periods, PPP legislation, procurement management, critical success factors, value for money and PPP project governance toward risk allocation, performance evaluation, renegotiation of concession contracts, real option evaluation and contract management, which are likely to define the new research frontier in the field of PPP research.

A review of emerging trends in global PPP research: analysis and visualization

In Private Finance Initiative (PFI) projects, value for money (VFM) tests and accounting treatment are distinct but related issues. VFM analysis should be concerned with total risk, not just with the sharing of risk, which dominates the accounting treatment decision. A framework is developed for logical thinking about what is meant by “best VFM” in the context of PFI projects. This involves consideration of the full set of alternatives, not an artificially diminished subset. The credibility of analytical techniques can be tarnished if they are misused to legitimate a predetermined decision. A reduction in construction risk may be a powerful source of VFM gains under PFI, but, under UK accounting regulation, this should not influence the accounting treatment decision. New complications about how VFM should be interpreted arise directly from the process of public sector fragmentation: affordability to the client is not necessarily the same as VFM for the public sector as a whole. Only public auditors, such as the National Audit Office, can gain access to PFI documentation on the conditions necessary for a comprehensive assessment of both accounting treatment and VFM. However, such studies require the kind of theoretical underpinning provided in this article, as otherwise the findings are likely to be ambiguous and hence vulnerable to rebuttal. In particular, VFM judgements must make explicit the basis of comparison on which they rest.

Purpose – The purpose of this paper is to develop a life cycle risk management framework for public private partnership (PPP) infrastructure projects that lead to the realization of value for money and balance of interests between different partners including the public and end users.Design/methodology/approach – This paper draws on extensive theoretical research and literature reviews, coupled with case study methodologies. A comprehensive review of current literature in the field was first carried out.
